So this study develops a partial backlogging reverse logistics inventory model, and proposes a new algorithm to minimize the total cost. The values of cognition are obtained by statistical methods. The distance cognition difference is predicted in a simulation using BP neural network and the variation laws and impact on traffic safety are analyzed. Results demonstrate that BP neural network model can efficiently simulate the cognition difference which augments with distance increasing. Firstly, the criterion system of VMS evaluation is built. Secondly, the means of data collection related to criterion system are ordered. Thirdly, the approach to VMS evaluation is determined as with or without method and cost-benefit analysis, which is based on evaluation of Intelligent Transport System. The VMS which is on the east of Jimen Bridge is evaluated as case study. Results show that VMS have a good effect on the increase of traffic flow rate, and the decrease of duration and frequency of congestion. This paper defines a mathematical model of this problem and proposes a variable neighborhood tabu search algorithm to solve it. The initial solution is obtained by GENIUS and the giant tour algorithm. Our algorithm employs a variable neighborhood mechanism to search the optimal solution based upon four neighborhoods. In addition, the local search results are improved by the tabu search algorithm. Then, a new three-tiered emergency logistics network equilibrium model is formulated to satisfy the predicted urgent demand with the least relief cost, in particular the time cost.
