Color cluster based test aims to classify what colors that can and can not be seen by anyone with more detail. Color blindness test quantification in this thesis aims to cluster human's eyes ability to distinguish primary colors: red, green, and blue from the highest to the lowest intensity. Clustering aims to find out which one of primary colors that can be distinguished more clearly by someone. Tests are conducted using 8-bit color channels of red, green, and blue so each has 255 of maximum intensity and 0 of minimum intensity. Regarding this notion, data silo is used as a major concern in local government, where data is stored across the institutions. We aggregate all institutions in a local government in a single architecture to manage data and information traffic flow. This paper presents centralized design of information network architecture for Hulu Sungai Selatan (HSS) local government by controlling all the institutions of all HSS regencies. We construct the architecture by using network methodology and ADM TOGAF to support architecture stage. This centralized design of information network architecture is validated by using EACMM (Enterprise Architecture Capability Maturity Model) and the result is defined for architecture target. This study intends to develop a framework that can be used to measure KM readiness of an organization using AHP method. The data collection for the development of the framework is done through literature studies, mapping the knowledge management critical success factors (KMCSF), and focus group discussion among the experts. The results provide the conclusion that there are twelve (12) factors with their respective weights. These indicators can be used as an indicator for measuring knowledge management readiness level. Therefore, a system capable to objectively diagnose breast cancer is necessary. One of the features of breast cancer is posterior acoustic patterns. It categorized into four classes which are enhancement, shadowing, combined pattern, and no posterior acoustic feature. This paper proposes a scheme by extracting area suspected to have posterior acoustic features and background features. The dataset consists of 98 breast USG images which are classified into 69 posterior acoustic enhancement cases and 29 no posterior acoustic cases. Firstly, a pre-processing of breast USG images is conducted to eliminate speckle noise, marker, and label. Secondly, segmentation is using region growing method, and followed by extracting posterior area and its background. Feature extraction is conducted on both of areas using histogram method. Finally, classification is using Multilayer Perceptron (MLP). Performance of the proposed method successfully achieves accuracy of 87.79%, sensitivity of 92.75% and specificity of 82.75% using six histogram features. It shows that this method is succesful in classifying the breast USG images. As case study, this paper presented the evaluation of m-Government named Qlue which is operated on mobile device to capture and response complaints from citizen in Jakarta. A total of respondent is 30 that is main user of application and worked as employee in government of Jakarta. The result of evaluation derived by analyzing feedback from questionnaire and interview to understand government employee opinion toward Qlue application implementation. This study aims to identify the business system required by the small craft companies based on its development stages. The development states are divided into three phase. There are fluid, transitional and mature phase. Data are collected through questionnaires. The questionnaires are distributed to small craft companies in Bandung. The data are analyzed using descriptive and qualitative analysis methods. From this study, it can be concluded that the required modules for small craft industry in fluid, transitional and mature phase are: (1) product design and development, (2) sales and marketing, (3) procurement and production, (4) human resource management, (5) retail shop management, and (6) finance and accounting module. However, the application of each modules are built gradually based on the requirement in each phase. This results could be a recommendation for developers in designing MSMEs business system. The plan has been included in the Roadmap Grand Design E-Library 2015–2016. Owing to improve the performance constantly, the measurement and criteria are needed to quantify performance not only user satisfaction perspective. To implement it, the authors used modification method, Quantitative Models for Performance Measurement System (QMPMS), by designing performance measurement method from the result of triangulation from several performance measurement frameworks used by previous authors which was performance prism, Objective Matrix (OMAX) and feedback 360°. The statistical approach used is Structural Equation Modeling approach, with the help of SPSS AMOS version 18 in processing the data.
