The International Journal Of Alcohol And Drug Research, 6 (1), 19-25. doi: http://dx.doi.org/10.7895/ijadr.v6i1.243 Aims : This study investigates associations between blood alcohol content (BAC), gender, location, time of night, and intention to consume more alcohol, energy drinks, and illicit drugs following a street intercept interview. Design : Interviews were conducted from December 2011 to July 2012. Setting : Interviews were conducted in nightlife areas of Sydney, Melbourne, Perth, Wollongong, and Geelong, between 8 p.m. to 5 a.m. Participants: Data from 4,203 participants are utilized in the current paper. Measures : Participants were asked demographic questions, as well as questions about their intentions for the rest of the night (further alcohol, drug, and energy drink use), and completed a breathalyzer test. Findings : Over 70% of the nightlife patrons intended to consume more alcohol, and this was more likely for males, regional patrons, and those with a BAC of over 0.08 g/100 ml. Overall, intention to use drugs was consistent across BAC, location, and time of night, though males were significantly more likely than females to intend to consume drugs. To address this gap, we conducted surveys at 25 schools in Egypt in 2013 and 2014. Design: We calculated associations between substance use prevalence and age, gender, residence area, living arrangement, and employment status, along with adjusted odds ratio (OR) and 95% confidence intervals (CI). Setting: Cairo region and southern Egypt. Participants: School youth ages 12-18 (N=1,415). Measures: Self-administered survey on the use of cigarettes, waterpipes, alcohol, hashish, bango, heroin, Tramadol, other oral medications, injected substances, and glue/petrol sniffing; together with the amount and frequency of each substance used and age at initiation, in addition to demographic characteristics. Findings: Seventy-two percent of participants were male. Tobacco and cannabinoids were the most commonly used substances by both genders. Males reported smoking cigarettes (25%), waterpipes (15%), and hashish (6%), drinking alcohol (16%), and taking Tramadol (3%). Younger age (12–14 years) and residence outside of Cairo were somewhat protective. Among males, but not females, having a job increased the odds of smoking cigarettes (OR = 1.8, 95% CI [1.3, 2.6]), waterpipes (OR = 1.9, 95% CI [1.2, 2.9]), or hashish (OR = 2.0, 95% CI [1.1, 3.7]). Part II: Stages and factors in development, 1980-2015.  The International Journal Of Alcohol And Drug Research, 5 (3), 109-116. doi: http://dx.doi.org/10.7895/ijadr.v5i3.235 From 1980 to 2015 California cities have been increasing their capacity for preventive local control to reduce harms attributable to retail alcohol outlets. We describe a four-stage process that has evolved from reactive zoning to preventive zoning. Starting about 1980, communities turned to local zoning following the California Alcohol Beverage Control (ABC) Department’s struggles to stem growing problems with new types of rapidly proliferating outlets in rapidly-changing cities. (See Wittman [2016] for the function of local zoning in the California Alcoholic Beverage Control Department (ABC) system for licensing retail alcohol outlets). Community coalitions teamed with local public officials to reduce problems through “local control” ordinances based on conditional-use permits for retail alcohol outlets. Working in coordination with ABC licensing procedures, cities learned to use their zoning ordinances to draw effective boundaries for outlet location and type of setting, to limit outlet density, and to impose preventive restrictions on outlet design and operation. The California Department of Alcohol and Drug Programs and the California alcohol policy advocacy community helped develop local control into a statewide movement. This paper reviews local control’s statewide progress to date and considers its prospects for future development to prevent harm in California cities. This paper shows how local control works in California to prevent harm at retail alcohol outlets. Prior to issuing a retail license to an outlet operator, the state Alcoholic Beverage Control Department (ABC) waits until the local jurisdiction (city or county) issues a land-use permit (also called a zoning permit or use permit). Localities have discretionary authority to impose preventive “conditions” on the use permit to protect public health and safety by imposing restrictions on setting design, operation, and hours of operation for the retail alcohol outlet. Within the state/local control system, city options include Level 1 permissive zoning (no restrictions), Level 2 problem-solving zoning (restrictions on new/expanded outlets), and Level 3 community oversight (restrictions on existing and new outlets). Since 1980 the scope of local control has progressed from nil (Level 1 permissive zoning) to Level 3 preventive surveillance for all outlets. Higher-level zoning requires local politics in which the ABC is not involved. This paper explores the specific effects of alcohol pricing policies and controls regarding physical availability on different types of harms from alcohol as well as on different sectors of the population, including impacts by gender, age, and drinking patterns. Design, Setting, Participants, and Measures: We focus on two dimensions. The first is alcohol pricing and taxation; the second is alcohol availability, comprising type of alcohol control system, outlet density, and hours/days of sale. We focused on peer-reviewed research and reviews published from 2005–2015, using several databases: PsycINFO, MEDLINE/PubMed, and Cochrane. Findings: Precautionary alcohol prices have substantial harm reduction potential, particularly among youth and high-risk drinkers. Restrictions on outlet densities and hours/days of sale impact the drinking patterns of underage youth, reduce high-risk drinking, and reduce alcohol-related harm. A reduction in prices or an increase in alcohol availability are associated with increase in high-risk drinking or alcohol-related harm. Our paper aims to provide detailed information on young adults’ attitudes and practices concerning round buying. Methods: Thematic analysis of research interviews involving 60 young adults living in Melbourne was conducted using NVivo 10, yielding three key themes. Findings: (1) Contexts where round buying occurred: young adults considered group size and culture, as well as bar activity, when determining whether they should round buy with their friends. In busy venues, round buying conveniently reduced the number of trips to and time waiting at the bar. Round buying was less likely to occur in groups larger than 4-5 people, as beyond this participants found it difficult to control the reciprocity of round buying, cost, and consumption of alcohol. (2) Sociability: while round buying did not occur within the friendship groups of all participants, it was seen by many as an important way of demonstrating connections with friends. (3) Consumption: overwhelmingly, participants believed that round buying increases their overall alcohol intake through implicit and explicit pressures to consume more. Conclusions: Policies that limit round buying may offer a means to reduce alcohol-related harm. Setting: Seven countries participating in the World Health Organization (WHO) and ThaiHealth Promotion Foundation (ThaiHealth) research project titled “The Harm to Others from Drinking,” along with two other countries with similar studies, will form the core of a database which will incorporate data from other countries in the future. Measures: The WHO-ThaiHealth research project developed two comparable versions of a survey instrument, both measuring harm from others’ drinking to the respondent and the respondent’s children. Design: Surveys were administered via face-to-face methods in seven countries, while similar surveys were administered via computer-assisted telephone interviews in two additional countries. Responses from all surveys will be compiled in an international database for the purpose of international comparisons. Discussion: Harms from the alcohol consumption of others are intertwined with the cultural norms where consumption occurs. The development of this database will make it possible to look beyond reports and analyses at national levels, and illuminate the relationships between consumption, harms, and culture. Design and Measures: The 10 Canadian provinces were assessed on the following 10 policy dimensions: alcohol pricing; alcohol control system; physical availability; drinking and driving; marketing and advertising; legal drinking age; screening, brief intervention, and referrals; server training, challenge, and refusal programs; provincial alcohol strategy; warning labels and signs. Data were collected from official documents, including provincial legislation, regulations, and policy, and strategy documents. Three international experts on alcohol policy contributed to refining the protocol. Provincial scores were independently determined by two team members along a 10-point scale for each dimension, and the scores were expressed as a percentage of the ideal. Weighting of dimensions according to scope of impact and effectiveness was applied to obtain the final scores. National and provincial scores were calculated for each dimension and consolidated into overall averages. Findings: Overall, the consolidated national mean is 47.2% of the ideal, with Ontario scoring highest at 55.9%, and Quebec lowest at 36.2%. Across dimensions, Legal Drinking Age and Challenge and Refusal Programs scored highest at 75% and 61%, respectively, while Warning Labels and Signs scored lowest at 18% of the ideal. Pricing, rated third highest among dimensions at 57%, should nevertheless remain a priority for improvement, given it is weighted highest in terms of effectiveness and scope. Conclusions and Implications : Policy dimension scores vary among the provinces, with substantial room for improvement in all. Since spring 2013, several provinces have taken steps to implement specific alcohol policies.
