For this purpose, the researcher conducted semi-structured interviews with four Chinese EFL learners who are studying in the UK with different English proficiencies, analysed their strategies of oral English learning and communication, and compared changes in strategies during one year of studying abroad. It showed that, when confronted with difficulties in oral English learning, participants usually employed affective strategies to adapt to the new learning environment. And learners from different levels have different performances in meta-cognitive learning strategies use. In addition, the English speaking context made some differences to learners’ learning. When it comes to CSs, on the one hand, strategies, such as negotiation for meaning, and so on, were shown as being primarily used by participants, even though participants from different levels might have some differences to some extent. On the other hand, strategies like less active listener, and so on, were relatively less employed by participants. These results would probably help learners and teachers understand oral English learning and teaching in native contexts better.","PeriodicalId":159185,"journal":{"name":"US-China education review","volume":"47 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-03-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123308875","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study employs a qualitative approach and attempts to identify the problems in the programs that debar from achieving expected English learning outcome. We conducted a semi-structured interview with interviewees, including relevant Madrasa teachers, trainers, trainee teachers, Education officers, and English resource persons at National Academy for Educational Management (NAEM), Dhaka Teachers’ Training College (TTC), and Bangladesh Madrasa Teachers’ Training Institute (BMTTI) located in Dhaka. We found that teacher training for English language learning is urgently required. Curriculum and syllabus in English need to be made the focus on four skills—reading, writing, speaking, and listening. Leading edge technology is identified as an indispensable item for learners. The recruiting system of English teachers needs to be reformed. The best practice would be tagged it to Bangladesh Public Service Commission (BPSC), so as to get effective and qualified teachers. This study identified the supervisory and administrative deficiencies. To improve monitoring, supervision processes, student-friendly Madrasa administration, and Madrasa managing committee is an instrumental.","PeriodicalId":159185,"journal":{"name":"US-China education review","volume":"101 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-03-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130367057","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Through well-planned programs, adult education policies can be implemented, organizational goals can be realized, learners’ behaviors can be positively altered, and their abilities enhanced. It is worth emphasizing that traditional models of program planning applying linear paths do not explain a multitude of situations that occur in reality. This is largely due to the fact that linear models generally ignore the role and influence of political factors in the program planning processes. Centered on the perspective of power and interest negotiation in program planning and utilizing a case study approach, this study investigated and analyzed the program planning processes of a Ph.D. Cohort program in an American university in Taiwan. In addition to transforming the power and interest negotiation perspective into a diagram to interpret the case, four new discoveries were made. Firstly, interests should be further divided into tangible and intangible interests. Secondly, timing was found to be an additional factor that influences various stakeholders in the program planning process. Thirdly, stakeholders of “invisible” intangible interests may influence the program-planning process. Finally, the degree of power was determined to be the major impact factor in the program planning process.","PeriodicalId":159185,"journal":{"name":"US-China education review","volume":"31 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-02-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114850896","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
