The Bryansk oblast was chosen as a testing ground, which is characterized mainly by forestry and agricultural specialization, long-term stability of the administrative-territorial division and the fact of radioactive contamination of the territory as a result of the radiation accident at the Chernobyl nuclear power plant in 1986. To exclude the influence of crisis factors of the 1990s and 2008, the analysis of the socio-economic situation in municipalities is given in relative units compared to the average regional characteristics. Based on its results, a conclusion was made about the negative impact in the long term of the regimes of radioactive contamination zones on the state of economic activity of municipalities exposed to radioactive contamination. The main consequences of the regime of emergency zones for municipalities are manifested in negative demographic trends and the deterioration of the general economic condition. The relevance of these issues is due to the need to use the scientific and technological potential of cities for the innovative development of the country. Based on foreign experience, it is confirmed that the presence of nuclear industry enterprises on the territory contributes to the creation of innovative ecosystems, makes the territory attractive for business development. In terms of socio-economic development, attention is focused on the movement of the population, the activities of city-forming enterprises and small businesses, the income of the population and local budgets. New trends characteristic of closed cities are identified: strengthening the role of the ROSATOM State Corporation in the management system of nuclear closed cities; diversification of their economy based on the stable operation of the city-forming enterprise and the creation of other high-tech industries with the participation of the ROSATOM State Corporation; the dependence of the population of cities on the state of affairs at the city-forming enterprise; weak interest in the development of small businesses; the appearance of pendulum migration. The further development of closed cities through the expansion of the market of highly qualified labor in them is proposed: the activation of civil research and development; the formation of research networks using unique scientific installations and supercomputer capacities, etc. To attract qualified labor, it is necessary to create comfortable living conditions, which is more likely with the participation of the ROSATOM State Corporation. Some of the proposals are being tested. Tourist zoning is defined as a necessary element of tourism strategy in local level. The purpose of this zoning type is to identify tourist areas that have scale differences, tourism structure differences, and specialization differences also, which acts in the production of tourist services set. The tourist area is considered as an object of regulatory influence, including strategic planning aspect. Tourist zoning of the Kobyai district of the Republic of Sakha (Yakutia), was revealed: first, the administrative district does not represent an integral tourist area, secondly, Authors identify four tourist regions based on administrative district and on the analysis of the tourist potential and the current tourist business situation: Northern (Verkhoyansky), Sangarsky, Ust-Vilyuysky and Ozerny. {"title":"Territorial structure of passenger air transport in the Arctic countries (case of Norway, Sweden and Finland)","authors":"A.D. The airport network and domestic passenger air traffic of the mentioned countries are considered. There is a clear territorial “division” in the airport network of all three countries: southern airports are much more actively involved in international air transportation than other airports. Due to the lack of statistical data necessary to analyze the territorial structure of domestic passenger air traffic in Norway, Sweden and Finland, an author’s methodology has been developed. This methodology allows calculating passenger traffic values on individual air lines. The methodology is universal and can be applied to calculate the values of the mentioned indicator in any region of the world. Based on the data obtained, the cartographic schemes were constructed that allowed to identify the peculiarities of the organization of air transportation in each of the countries under consideration: Finland is characterized by a direct organization model (“point-to-point”), Norway is characterized by a connecting organization model (“hub and spoke”), Sweden is characterized by a direct in combination with a connecting organization model (mixed). {"title":"Location between capitals as a challenge for Russian-Belarusian borderlands socio-economic development","authors":"T.I. One of the reasons for this situation, in our opinion, is the situation in the zone of influence of several capitals at once. The article is devoted to a qualitative assessment of the impact of the intercapital location on the development of the regions of the Russian-Belarusian borderlands. The article suggests the content of the concept of «intercapital area» in relation to the object of research – the Russian-Belarusian border area. Based on the methods of statistical analysis, the author compares the indicators of economic and social development of the regions of the Russian-Belarusian border area and the metropolitan regions. There is a significant imbalance in the development of the segments of the intercapital area to the main socio-economic indicators. The ambiguity of judgments about the role of spatial elements in the depression of the border regions has set the goal of the study to further clarify the influence of various factors on the course of socio-economic processes. As a hypothesis of the study, it is suggested that one of the main reasons for the depression of the vast space on the border of Russia and Belarus, which is part of the intercapital area, is the influence of the nearby capitals of Russia, Belarus and Ukraine. However, the role of the latter capital due to political and economic processes is not so obvious at the moment. The factors determining the dynamics of centrifugal processes in the intercapital area are proposed. The main ones are: the predominant function of political and administrative borders; the established system of cities, their hierarchy; gradients in the level of development between central and peripheral areas; qualitative heterogeneity of labor resources. Separate groups of methods and approaches that are most adequate to the geographical tasks being solved are also considered. Based on the proposed KP Kosmachev‘s principles of geographical expertise show the relationship between these important areas of geographical research. Along with the analysis of ideas about forecasting tasks of leading geographers in relation to their research objects, the article gives an idea of the methodological apparatus in this fi developed abroad, which allows signifi expanding the possibilities of geographical forecasting. The analysis of the general publication activity was carried out, the author’s publications most in demand in the 21st century were identified, and their general characteristics were given. The most in demand are 46 works (45% of the author’s publications presented in the RSCI), which are cited 3 times or more, they account for 98% of the total number of citations. The maximum citation of Saushkin’s publications fell on 6 books (68%), including 5 of them – lifetime. The absolute leader in terms of citation is the fundamental, encyclopedic in content, book «Economic Geography: History, Theory, Methods, Practice», which has not been created in Russian socio-economic geography over the past half century. It was revealed that Yu.G. Saushkin, of course, remains a recognized authority among geographers, primarily in such sections as the history, methodology and theory of geography in general, and socio-economic geography in particular. The economic and geographical position of the region with allocation of conditional market zones, including foreign destinations, is considered. Data on the state and dynamics of the main socio-economic indicators of the region, as well as its place in the Far Eastern Federal District by these indicators are provided. The dynamics of the population of the region is shown. The oil and gas industry and gas processing make a basis of the modern economy of the region that stipulates high values of the socio-economic indicators. Favorable and unfavorable factors that can affect the long-term development of the region are highlighted. The comparison of Sakhalin Oblast with other constituent entities of the Russian Federation is carried out using the proposed integral coefficient of the ratio of socio-economic indicators. The levels of the development in all municipal districts were assessed by 7 different socio-economic indicators. The large territorial differences in nearly all individual socio-economic indicators were revealed. Based on the scoring of all socio-economic indicators, the districts were grouped according to their general level of the development. These assessments also showed significant intra-district socio- economic differentiation. Taking into account a number of available favorable prerequisites, the regional development program and scientific proposals for diversification of the economic development of the region, the priority economic activities were summarized; and the role of the territories of advanced development (TADs) being created in the region was shown. Its territorial differences are great. These and other problems of demographic development actualize geodemographic research, the results of which are necessary to improve strategic and spatial planning. The article analyzes the course of changes in the fertility process in 2000–2020, typologizes regions in terms of the size and dynamics of the birth rate depending on changes in the total fertility rate and the share of women aged 20-34 in the total population. It evaluates as well the role of the dynamics of real incomes of the population and the effectiveness of the maternity capital program. It is shown that the directions of changes in the rate of population reproduction (growth or decline) in all regions, with significant quantitative differences, have common qualitative features. In the course of the study, was analyzed a wide layer of foreign and domestic sources of the concept of vernacular regions, as well as its various interpretations. Author made an attempt to distinguish between the concepts of «neighborhood» and «vernacular region in urban area». Relevance and innovativeness of this work stem from the use of volunteered geographical information (VGI) as a data source, exactly social network Instagram. In the course of the study, the main methodological approaches were formulated – one online method for determining the boundaries of the UVR was developed and described, and its advantages and dis- advantages were also identified. As a result, the boundaries of the San Francisco UVR are delineated. Also, the identified boundaries are compared with the administrative boundaries of the administrative districts of the city (neighborhoods). For clarity of this comparison, maps have been compiled. Visible discrepancies are analyzed, lacunas are found in the urban vernacular grid of San Francisco.
