Shmytkova","doi":"10.5922/1994-5280-2022-4-2","DOIUrl":"https://doi.org/10.5922/1994-5280-2022-4-2","url":null,"abstract":"The development of the Russian Federation as a maritime power is largely connected with its positions in the marine waters surrounding the country, with marine economic activity taking into account their natural resource and geopolitical specifics, as well as with the socio-economic situation on the sea coasts under Russian jurisdiction. This initiates the solution of a wide range of research tasks aimed at identifying specific socio-geographical structures and processes in the land–sea contact zone. The article, methodologically based on the generalization of domestic and foreign developments in the study of the phenomena of maritime regionalization, aqua-territorial system formation and socio-economic\u0000\u0000thalassoattractivity, based on extensive analytics, reveals the geopolitical and politico-geographical determinants of the isolation of the Russian Black Sea region. Based on the consideration of the ecological and economic effects associated with the “sea factor” (and the assessment of remoteness from it) (most clearly manifested in the last decade), the delimitation of the Russian Black Sea region is proposed, its central-peripheral structure is identified. Particular attention is paid to the spatial stratification of marine economic activity in the Russian Black Sea region (marine transport, extraction of biological resources, extraction of natural gas on the shelf, etc.), as well as its structuring with the separation of four aqua-territorial «support bases» (Sevastopol-Crimean, Rostov, Novorossiysk and Sochi-Tuapse). Based on the financial and economic indicators of residents of industrial parks and technoparks, the geography of their activities at the level of the Russian Federation constituent entities is considered. To perform this study the author’s database on residents is used, created on the basis of information from the commercial database Orbis for the period 2010 – 2018, as well as the open data from the Federal Tax Service and statistics from the Rosstat. There is a strong concentration of the market for industrial parks and technology parks in several regions of Russia, including city of Moscow, Moscow and Kaluga regions and the Republic of Tatarstan. This fact can be explained with objective reasons, including the agglomeration effect, capacious sales and labor markets, as well as other indicators of investment attractiveness. Most industrial parks and technoparks currently do not have a significant influence on development of the regions in which they are created, which may be caused by such factors as the insufficiently competent investment-resident policy of management structures. Drawing from system and criterion approach weusedthe analysis of official documents and news publication to identify 8 international models of tourism sector support within the pandemic quarantine. Each model was considered with the instrument of strengths and weaknesses analysis. By reviewing Russian national model we conducted deeper analyses juxtaposing and describing experience of Russian regions. Drawing from aтopinion poll realized in Perm krai we described some special features of each tourism sector segment activity within COVID-19 pandemic quarantine. The opinion polls mentioned also showed some limitations of Russian tourism sector support model. With regard to the data mentioned, we proposed the concept of the national electronic exchange service of tourism and resort.
