Scalar multiplication plays a major role in ECC. Currently, there are several optimization algorithms for point scalar multiplication which have either high computational complexity or additional storage requirement. They are all unsuitable for further applying. In this paper, we present a new compatible optimal algorithm which improves the efficiency by generating a special random number k as the scalar. The financing behavior and efficiency of state-owned enterprises not only have a great influence on its own operation competition, but also relate closely to the development and stability of the whole national economy and social economic efficiency. 51 listed companies which have performed IPO(initial public offering) in 2010 have been chosen under certain principles as samples. Data envelopment analysis (DEA)-Malmquist is used in this paper to evaluate the IPO financing efficiency of state-owned enterprises in China. It is found that the type of ultimate controller of company has played an insignificant way in IPO financing efficiency. IPO financing efficiency did not bring an increase in the efficiency of state-owned enterprises. As users will typically not bother to rate items they bought, data sparsity is one main challenge for CF task. Item-oriented CF algorithm and user-oriented CF algorithm are two state of the art techniques for recommendation system. However, the utilization of singe item similarity matrix or single user similarity matrix always results in poor prediction accuracy because of sparse data. In this paper, a new hybrid collaborative filtering model is proposed by combining item-based CF algorithm and user-based CF algorithm. Both item similarity matrix and user similarity matrix are considered in this hybrid CF model, which is more robust to sparse problem. Recruits' group morale always gets stuck in a low level due to the gap between the real army and their imaginary one. It's important to find a solution to increase the morale effectively in the first few days and keep it steady in the following days. In this paper, first four core behavioral attributes that affect the morale, in the view of organizational behavior, are refined, then the recruit agent model based on agent-based modeling (ABM) is built, next rules for four modules, which are oral praise module, motion module, interaction module and morale recession module, are set on the recruits, and finally four simulation experiments are conducted. With the collaboration of the four modules, recruits' group morale grows significantly in the first ninety days and keeps steady in the later days. Taking parallel Public Transportation System as an example, the paper utilizes the IT2 FSs to evaluate the credibility of Parallel System. In the case, defines passengers average waiting time as a parameter, its calculated result reflects the credibility of Parallel System. With years of development, 26 Eco-towns scatters around Japan, with approximately 1.65 billion USD was invested in 61 innovative recycling projects. This paper introduces the general situation of Japanese Eco-towns from a much needed recycling perspective. Subsequently, we take Gifu Prefecture, a typical eco-town in Japan, as an example, specifically analyzing the recycling process of plastic packaging. On this basis, summarize the Japanese experience in Eco-towns construction.
