The limited empirical work there is in this area suggests that these criteria have little impact on selection in practice. A survey was conducted among employees from two countries culturally distinct in the dimensions of power distance and individualism, namely Canada and the Philippines. Given eight decision-making scenarios that varied in terms of whether voice and/or choice was given to the employee and in terms of the importance of the outcomes, the respondents were asked about their perceptions of fairness of the procedures and outcomes, satisfaction with the procedures and outcomes, and preference for the decision-making procedures. Results show a highly significant country decision-making mode outcome importance interaction effect, but not in the directions expected. An industrial relations approach is used, which requires that regulations and institutions in the labour market be analysed in regard to power relations in the workplace. Gender relations and working conditions are seldom included when welfare-state arrangements and the functioning of the labour market are discussed at a national level. The results of this study show that welfare-state policies, in a broad sense, support women's opportunities to take part in paid work in the labour market. Women in Europe are beginning to occupy an increasing share of the new jobs that are created as they improve their labour-force participation rates. Women are also moving into higher growth sectors of the economy to a larger extent than men. But in terms of occupations, hierarchies and power relations, the mechanisms of segregation in the workplace are changing very slowly. We argue that the push/pull trade-off between careerist attitudes and organizational benefits in relation to turnover is occupation-specific. This is assessed by combining the sociological hypothesis of occupational 'market viability' and the organizational focus on opportunities. Testing this assertion, we examined turnover decisions for four occupational groups from eight medical institutions located in seven geographic areas. Initial results showed occupational variations in the weight given to 'careerist' versus organizational benefits in turnover decisions. Results from two logistic regression models suggest that organizational benefits, in contrast to a 'careerist' orientation to work, restrain occupation-specific turnover behaviour, even when controlling for the effect of perceived opportunities. Data from two case-study organizations with contrasting approaches to HRM ('soft' and 'hard') are presented. It was found that events in the external environment had impacted on both organizations and led to a reconceptualization of careers which had affected men and women. In general, women at Lloyds Bank, which was characterized by a bias towards the 'hard' approach to HRM, fared less well than those at Hewlett Packard, where the rhetoric, at least, was of 'soft' HRM. In contrast to Adler’s (1984a, 19 86) findings, gender was a significant predictor when specific referent countries were identified. Country characteristics considered here included cultural distance (or the difference between the cultures of the respondent’s home country and that of the referent location) and the levels of development and political risk in the referent country. Differences among countries on indices of cultural distance and human development explained substantial variance among males and females in their willingness to accept international assignments. This paper explores a complementary model of global staffing based upon inpatriation of host-country and third-country nationals to serve as 'linking pins' between the organization's headquarters and foreign subsidiaries. It argues that by adopting a most similar case research design, comparative work on industrial relations reform in Australia and New Zealand during the 1980s and 1990s has systematically ignored important historical differences between the two countries, underestimated the similarities in recent reforms and privileged organizational and institutional explanations for changes in industrial relations systems, at the expense of those which are based on systemic factors and material interests. They are codified bodies of knowledge on organizing. Although OCs such as total quality management (TQM) and business process re-engineering (BPR) are widely discussed when they are popular among practitioners, such discussions to remain conceptual and there is little attention paid to how they are applied organizations. The question of what role such organization concepts play in actual change projects is studied by means of a truck manufacturer, which subsequently claimed use the OCs 'modern sociotechnology' and 'lean production'. Largely due to 'interpretive viability' (Ortmann, 1995), the outcomes of change projects under the of a particular OC vary widely. This partly reflects the difficulty that researchers encounter in collecting such information, either via primary collection or the secondary matching of existing survey material. This paper addresses these difficulties and suggests ways in which their impact can be minimized. It notes that such difficulties are much more severe in the case of secondary matching and are thereby likely to constrain the scope of this approach. They are not totally absent in primary collection and it is suggested that there are limits to what can be achieved during data collection to promote the development of like data-sets across countries. This indicates that great care must be taken in interpreting data so obtained.
