The basis of these systems is the use of multisatellite constellations. Their practical realization requires solving numerous scientific and technical problems. One of the most painful problems is the problem of electromagnetic compatibility (EMC) between projected systems as well as between projected and operating satellite networks. The article shows that the realization of any of LEO-HTS systems results in a conflict situation in the radio frequency spectrum of the fixed-satellite and broadcasting-satellite services (Ku, Ka, Q/V bands). It is shown by the example of the analysis of EMC of LEO-HTS OneWeb and HEO-HTS Express-RV systems, the latter being oriented to servicing the Arctic regions in the Ku band, that to parry this conflict situation, a decrease in the capacity of subscriber radio links of the Express-RV system and/or an increase in the size of its subscriber antennas are required. The nature of the method is the decomposition of speech signals using the improved complete ensemble empirical mode decomposition with adaptive noise and formant analysis, namely, frequency and bandwidth measurement of the formant regions. A detailed mathematical description of decomposition varieties is presented, and a block diagram for the proposed method is given. The research of the method using the formed base of phonetically balanced speech signals registered in healthy people, and people under psycho-emotional disorders, both male and female, at the age of 18 to 79, is carried out. The test results show that most of the performances of DTMB receiver are basically the same under the two bands, but some performances are significantly different. Natural generalization of LRC codes is LRC codes with availability in which each code symbol has more than one disjoint recovering set. A numerical method for the optimal window synthesis with verification of the result is justified. Several window families with asymptotic sidelobe decay rates 6, 18, 30, and 42 decibels per octave along with some windows with higher decay rates are synthesized and their characteristics are provided. These window families contain familiar Hamming, Blackman–Harris, Nuttall, and Albrecht windows as particular cases. The windows designed have lower peak sidelobe levels than other known windows at a given main lobe bandwidth.
