Humas UDD PMI Cabang Kota Semarang telah menggunakan strategi kampanye untuk mengajak masyarakat menjadi pendonor darah sukarela sehingga diharapkan dapat menambah pengetahuan, sikap dan memberikan motivasi sehingga lebih banyak lagi masyarakat yang ikut berpartisipasi dalam menyumbangkan darahnya.Penelitian ini menggunakan jenis survei analitik. Populasi penelitian ini adalah seluruh pendonor darah sukarela di UDD PMI Kota Semarang. Untuk mempertahankan pertumbuhan dan perkembangan usaha kecil (UMKM) adalah dengan membuat strategi baru tentang pemasaran dan penjualan baik secara online dam offline di era new normal. Dampak globalisasi menyebabkan persaingan ketat dalam import ekspor barang dan jasa, sehingga pertumbuhan perekonomian dan kemakmuran rakyat tercapai secara merata. Isue yang berkembang adalah upaya meningkatkan kemandirian UMKM masa yang akan datang, perlu strategi baru dalam membangun hubungan antara UMKM dengan Bank. Edward III by using four variables that influence public policy, namely:(1) Communication, (2) Resources, (3) Disposition, and (4) Bureaucratic Structure. Theresearch subject is the Village Fund Allocation Executor. Data were collected usingobservation and interview techniques. The data analysis technique was carried out by usingqualitative descriptive analysis.The results of this study show that the implementation of the Village Fund Allocation Programin Tempurejo Village, Blora District, Blora Regency in 4 aspects, namely 1) CommunicationAspects, In this aspect, the communication of the Village Fund Allocation Program inTempurejo Village is running well and has been implemented according to the technicalguidelines for program implementation. 2) Aspect of human resources. In this aspect, it isknown that the resources owned by Tempurejo Village are quite good in implementing thisprogram. 3) Disposition Aspect. In this aspect, it is known that the disposition aspect of Tempurejo Village in implementing this program is very good. 4) Aspect of BureaucraticStructure. In this aspect, it is known that the bureaucratic structure owned by TempurejoVillage in the implementation of this program runs well and is well coordinated. The problem with early childhood is that not allchildren aged 3-6 years have the opportunity to enjoy learning in PAUD classes. This is evident in theNational PAUD APK reached 34.29 percent, meaning that there are 59.82 percent of children aged 36yearswhohave not enjoyed PAUD education. The same condition also occurred in Central Javaand Semarang City. The achievement of the early early childhood education enrollment rate inSemarang City ranks second after Rembang district. There is still a large amount of homework in thecity of Semarang, as many as 30.32 percent have not yet attended PAUD. The aim of this study is todescribe and analyze the ability of PAUD institutions in implementing early childhood educationservice policies. The results of the study stated that the implementation of the PAUD implementationpolicy had been achieved. There is only one side of the content and context that has not beenoptimally fulfilled. Keywords: children, school, early childhood education, parents, Semarang, manager Abstrak Kebijakan penyelenggaraan Pendidikan usia dini (PAUD) selain tertuang dalam undang-undangnomor 20 tahun 2003 tentang Sistem Pendidikan Nasional, secara khusus diatur dalam PeraturanMenteri Pendidikan Dan Kebudayaan Republik Indonesia Nomor 18 Tahun 2018 TentangPenyediaan Layanan Pendidikan Anak Usia Dini. Persoalan anak usia dini adalah belum semuaanak-anak usia 3-6 tahun mendapatkan kesempatan menikmati belajar di kelas PAUD. Ini terbuktiAPK PAUD secara Nasional baru mencapai 34,29 persen, berarti terdapat 59,82 persen anak-anakusia 3-6 tahun yang belum menikmati Pendidikan PAUD. Kondisi yang sama juga terjadi di JawaTengah dan Kota Semarang. Capaian APK PAUD Kota Semarang menempati urutan kedua setelah kabupaten Rembang. Pekerjaan rumah yang masih cukup besar di Kota Semarang adalah sebanyak30,32 persen yang belum sekolah PAUD. Tujuan penelitian ini adalah untuk mendeskripsikan danmenganalisis kemampuan lembaga PAUD dalam mengimplementasikan kebijakan layananpendidikan usia dini. Hasil penelitian menunjukan implementasi kebijakan penyelenggaraan PAUDsudah tercapai. Hanya ada satu pada sisi konten dan konteks yang belum optimal dipenuhi. Decentralization<br />includes political isue, administrative and fiscal aspects. Based on data it shows that financial<br />autonomy has a positive effect on economic growth, and also effect on percapita income. The<br />problem of decentralization are gaps each regional development and economic disparities in<br />the population. So that regional development strategy is needed with efforts to develop the local<br />economy of each region that focuses on improving the quality of life and the ability of human<br />resources in self and regional development.</p><p>Key Word: Regional development, economic policy, distribution, investment</p><p><br />Abstrak</p><p>Pembangunan daerah pada umumnya dikaitkan dengan desentralisasi yang berhubungan<br />dengan alokasi anggaran secara wewenang dari pemerintah pusat ke pemerintah di bawahnya<br />untuk melakukan pembelanjaan, memungut pajak, memilih Kepala Daerah dan adanya bantuan<br />dari pemerintah pusat. Development actually included two main elements; namely, first, the issue of the material to bedelivered and shared, and second, the issue of the individual who steped up to the plate andbecame the human developer. Therefore development must ultimately be aimed at human development and humans who were built are creative humans and to be creative,humans must feel happy, safe, and free from fear.The success of regional development depended on the regional head seeing the potentialin his area and responding to the local wisdom of the local government. When the centralgovernment was determined to carry out development in the regions but the regionalgovernments were not enthusiastic, the development will proceed slowly. Dalam hal ini termasuk pengembangan motivasi kegairahan usahayang bersifat produktif. Jauh lebih penting dari hal itu adalah dapat dikembangkan suatuproses pendewasaan masyarakat melalui pembinaan dan dorongan serta adanya energi.Pembangunan sebenarnya meliputi dua unsur pokok; yaitu pertama, masalah materi yang mau dihasilkan dan dibagi, dan kedua, masalah manusia yang menjadi pengambil inisiatif yang menjadi manusia pembangun. Oleh karena itu pembangunan pada akhirnyaharus ditujukan pada pembangunan manusia dan manusia yang dibangun adalah manusiayang kreatif dan untuk bisa kreatif ini manusia harus merasa bahagia, aman, dan bebas darirasa takut. Keberhasilan pembangunan daerah tergantung kepala daerah melihat potensi di wilayahnyadan menyikapi kearifan lokal pemerintah daerah. Ketika pemerintah pusat bertekadmelakukan pembangunan di daerah tetapi pemerintah daerah tidak antusias, makapembangunan akan berjalan lambat. Tetapi bila pemerintah daerah antusias, makapembangunan akan berjalan. Pemecahan masalah kemiskinan tidak bisa dilakukan secara<br />parsial tetapi harus bersifat komprehensif dan dimulai dari subyeknya, yaitu “ si<br />penduduk miskin “ tersebut. Program penanggulangan kemiskinan yang berasal dari<br />pusat seringkali bersifat seragam sehingga mengabaikan inisiatif dan karakteristik<br />local. Pemerintah daerah dapat melakukan modifikasi atau penajaman program agar<br />lebih terfokus dan efektif kepada subyek program (penduduk miskin), dengan<br />melibatkan berbagai elemen masyarakat. The more the number of elderly people the<br />more problems. The main problem is that the elderly are not in good condition.<br />Middle and old seniors who are over 70 years of age find it difficult to live without<br />help from family, community and government. Many elderly people are neglected<br />or neglected. The government helps to make the community's old age not only a<br />burden, but also to make the elderly independent, healthy and happy. The<br />government has implemented various social assistance programs, namely direct<br />assistance, health insurance and pro elderly programs that can be initiated by the<br />community and the business world. This study aims to analyze the performance of<br />social protection in the elderly. The results showed that not all elderly people<br />received this assistance. Some of the reasons for this are the list of elderly people<br />being updated late, many elderly people who are unable to access it due to low<br />education and knowledge, as well as limited physical and psychological coverage.<br />To encourage coverage, the researcher recommends carrying out layered data<br />collection at the RT and RW levels, so that the development of the elderly can be<br />continuously <br />monitored<br /> Keywords: elderly, access, assistance, social, neglected, education, health <br />Abstrak <br />Jumlah lansia semakin bertambah seiring dengan membaiknya situasi dan kondisi<br />perekonomian masyarakat. Semakin banyak jumlah lansia juga semakin banyak<br />persoalan yang dihadapi. Persoalan utama adalah kondisi lansia yang tidak<br />sepenuhnya baik. Lansia madya dan tua yang berada diatas usia 70 tahun tidak<br />mudah menghadapi kehidupan tanpa bantuan dari keluarga, masyarakat dan <br />pemerintah. Masih banyak lansia yang terlantar ataupun yang ditelantarkan.<br />Pemerintah berupaya agar masa tua masyarakat bukan hanya menjadi beban,<br />namun menjadikan lansia mandiri, sehat dan bahagia di usia tua. Upaya<br />pemerintah diwujudkan melalui berbagai progam bantuan sosial baik berupa<br />bantuan langsung, jaminan kesehatan maupun program pro lansia yang dapat<br />dinisiasi oleh masyarakat maupun dunia usaha. Penelitian ini bertujuan untuk<br />menganalisis kinerja perlindungan sosial pada lansia. Hasil penelitian menunjukan<br />belum semua lansia mendapatkan bantuan tersebut. Beberapa penyebabnya<br />adalah daftar lansia terlambat di update, banyak lansia yang tidak mampu<br />mengakses akibat rendahnya Pendidikan dan pengetahuan, serta daya jangkau<br />yang semakin terbatas baik fisik maupun psikis.
