Kartini. Perjuangan tersebut terus dilakukan untuk memperjuangkan hak-hak bagi perempuan dalam kehidupan sehari-hari. Kini perempuan mendapat hak yang sama mulai dari pandangan hukum, pekerjaan, beban pekerjaan, maupun politik.</p><p>Kehidupan politik menyangkut seluruh kegiatan yang mempengaruhi jenis kebijakan yang disesuaikan untuk masyarakat dan bagaimana penerapannya. Seseorang yang berpartisipasi dalam kehidupan politik maka akan memberikan dampak bagi pelaksanaan suatu kebijakan.</p><p>Perjuangan politik di Indonesia berawal dari pengesahan konstitusi yang membuat peran perempuan semakin meningkat dalam kancah perpolitikan Indonesia. Mulai muncul tokoh-tokoh politik perempuan yang mengisi lembaga eksekutif maupun legislatif.</p><p> </p><p>Kata kunci : politik, pembangunan, hak perempuan.</p><p align=\"center\"><strong> </strong></p><p align=\"center\"><strong><em>Abstract</em></strong></p><p><em>Indonesia began to stuggling for women's rights since the era of R.A. Kartini. The struggle    continues to fight for the rights of women in everyday life. Now women have the same rights from a legal perspective, work, workload, and politics.</em></p><p><em>Political life concern all those varieties of activity that influence significantly the kind of authoritative policy adapted for society and the way it is put into practice. We are said to the participating in political life when our activity relates in some way to the making and execution of policy for a society.</em></p><p><em>The political struggle in Indonesia began with the ratification of the constitution which made the role of women increasingly increase in the Indonesian political scene. Sebagai besar lanjut usia di gereja adalah  perempuan lanjut  usia  yang  masih  aktif  melakukan kegiatan  domestic dan  usaha  ekonomi mikro/kecil. Berdasarkan rencana aksi peningkatan kesehatan lanjut usia dilaksanakan dengan data terpadu lanjut usia, pembentukan kelembagaan lanjut usia, peningkatan kapasitas kader kesehatan dan pelaksanaan cek kesehatan sebagai langkah promotif dan layanan dasar kepada Pusat Kesehatan Masyarakat Tembalang. Dalam perkembangannnya upaya telah mendatangkan hasil dan mendapatkan apresiasi dari gereja dan masyarakat sekitar.Kata kunci : peningkatan kesehatan, lanjut usia dan gereja.Abstact This study aims to describe the improvement of elderly health that has been carried out at the Jawa Jawa Kramas Christian Church, Semarang City. Most of the elderly in the church are elderly women who are still active in domestic activities and micro/small economic businesses. Based on the action plan to improve the health of the elderly, it is carried out with integrated data on the elderly, the establishment of elderly institutions, capacity building for health cadres and the implementation of health checks as a promotive step and basic services to the Tembalang Community Health Center. Konflik peran ganda terjadi ketika salah satu dari peran yang dijalani menuntut waktu, tenaga dan perhatian lebih sehingga peran lain menjadi terganggu. Konflik peran ganda merupakan salah satu stressor kerja bagi seorang wanita yang bekerja. Seseorang yang mengemban dua peran, rawan mengalami stres kerja karena intensitas peran ganda  yang  tinggi  dari  seorang  wanita  yang  bekerja  dapat  menyebabkan penurunan terhadap kinerjanya karena wanita yang bekerja akan lebih cenderung mengalami  depresi,  peningkatan  keluhan  fisik,  tingkat  energi  yang  rendah sehingga menyebabkan peningkatan stres. Penelitian ini bertujuan untuk mengetahui pengaruh antara konflik peran ganda terhadap stres kerja karyawan wanita PT Bank Mandiri (Persero)Tbk Area Yogyakarta.Metode penelitian yang digunakan dalam penelitian ini yaitu kuantitaif non eksperimental dengan deskripsi korelasi. Pengambilan sampel menggunakan teknik propotional random sampling sebanyak 149 sampel. Kuesioner yang digunakan yaitu kuesioner stress kerja dari American Institute of Stress. Korelasi kedua variabel diuji menggunakan uji Spearman Rank.Hasil  penelitian  menunjukkan  sebagian  besar  responden  mengalami  tingkat konflik peran  ganda rendah  yaitu sebanyak 119 responden (79,9%).  Sebagian besar  responden  mengalami  stres  kerja rendah  yaitu  sebanyak  135  responden (90,6%). Hasil uji statistic dengan menggunakan Spearman Rank didapatkan nilai p value 0,000 (p<0,05) dengan nilai koefisien korelasi yaitu (+) 0,615. Nilai ini menunjukkan terdapat hubungan yang positif antara konflik peran ganda terhadap stress kerja karyawan wanita PT Bank Mandiri (Persero)Tbk Area Yogyakarta dengan p value 0,000 (p<0,05). Kata Kunci    : Konflik peran ganda, Stres Kerja, Karyawati Bank AbstractFemale Bank employee someone who has multiple roles. Multiple role conflict occurs when one of the roles undertaken demands more time, effort and attention so that the other roles are disrupted. Multiple role conflict is one of the work stressors for a working woman. Someone who carries out two roles is prone to work stress because the high intensity of the dual role of a woman who works can cause a decrease in her performance because women who work will be more likely to experience depression, increase physical complaints, low energy levels, causing increased stress. This study aims to determine the relationship between dual role conflict and work stress for Bank Mandiri employees in the Area of the Special Region of Yogyakarta.The research method used. Jumlah yang kecil tidak menandakan persoalan yang dihadapi lebih sederhana. Perempuan kepala keluarga miskin menghadapi persoalan yang rumit terlebih pada masa pandemic covid-19. Kerebatasan Pendidikan, upah yang rendah serta kemampuan menyangga kehidupan ke;luarga dengan beban yang berat dan aksesibilitas yang terbatas, menjadikan mereka berada pada aras marginal. Tantangan yang dihadapi adalah melakukan lompatan ditengah keterbatasan yaitu menjaga agar tidak tertular covid-19 dan sekaligus menyeimbangkan kondisi rumah tangga yang dipimpinnya. Otoritas pengambilan keputusan yang memusat perempuan menjadikan mereka mampu meskipun harus berjuang tanpa batas. Kepala Keluarga menjadi pertaruhan untuk membuat mereka bertahan pada situasi pandemic. Perempuan yang memiliki identitas hukum berupa surat cerai masih mampu untuk mengakses bantuan, namun pada perempuan tanpa identitas hukum, akses tertutup dan harus berjuang sendiri. Temuan penelitian ini menunjukan otoritas pengambilan keputusan dalam rumah tangga mengahdapi pandemic covid-19  sebanyak 98 persen dimiliki sendiri dan 2 persen adalah dukungan anak-anak. Mereka yang berada pada sector informal mengalami kesulitan yang lebih besar dibandingkan yang menggeluti pertanian. Upah yang rendah, waktu yang panjang dan beban yang merat menjadi tantangan yang didapi sehari-hari. Peran pentaholik belum dapat dirasakan untuk meringakan beban mereka. Mereka menghadapi kesulitan dalam keterbatasan dan dalam ujian-ujian yang mempengaruhi pertahanan untuk keberlanjutan hidup. Katakunci : perempuan, kepala keluarga, miskin, otoritas, covid-19, sector informal, buruh tani.AbstractThere are fewer female heads of poor families compared to male heads of poor families. The small number does not indicate the problem faced is simpler. Women heads of poor families face complicated problems, especially during the COVID-19 pandemic. Limitations of education, low wages and the ability to support family life with heavy burdens and limited accessibility, make them at the marginal level. The challenge he faces is making a leap amid limitations, namely keeping from contracting COVID-19 and at the same time balancing the conditions of the household he leads. The decision-making authority that focuses on women makes them capable even though they have to struggle without limits. The Head of the Family is at stake to make them survive the pandemic situation. Women who have legal identities in the form of divorce papers are still able to access assistance, but women without legal identities have closed access and have to fend for themselves. The findings of this study show that 98 percent of the decision-making authority in households facing the COVID-19 pandemic is owned by themselves and 2 percent is supported by children. Those in the informal sector experience greater difficulties than those in agriculture. Peran perempuan dalam pembangunan telah diakomodir dalam berbagai peraturan berkaitan keterlibatannya yang sangat diperlukan bagi keberhasilan pembangunan diantaranya melalui program kampung KB.Peran perempuan dalam implementasi program Kampung KB di Desa Bumiayu dapat dilihat dari 4 aspek yaitu komunikasi, sumberdaya, disposisi, dan struktur birokrasi . Peran perempuan dalam menyampaikan informasi dan menerapkan program kepada masyarakat dilakukan melalui sarana media sosial sebagai penyampaian informasi dimana setiap kegiatan yang dilakukan kelompok kerja Kampung KB disampaikan dalam bentuk foto ataupun video. Disamping itu juga memiliki SDM perempuan pelaksana handal yang terwadahi dalam kepengusan Pokja Kampung KB COE (Central Of Excellence) Bumi Sejahtera periode tahun 2021- 2025 dengan  SK Nomor 411.3/23/2021.  Disposisi  dan struktur birokrasi  diwujudkan berupa dukungan dan komitmen semua pihak dimana pelaksanakan tugas dilakukan  sesuai dengan tupoksi dan pembidangan kegiatan yang dijalankan penuh tanggung jawab dan sesuai dengan prosedur dan peraturan yang  ada,Adapun faktor penghambat yang dihadapi perempuan dalam pelaksanaan program  adalah  sulitnya merubah paradigma masyarakat mengenai KB, anggapan banyak anak banyak rezeki, dan kurangnya pendanaan terhadap program KB  Sedangkan faktor pendukung adalah kesadaran yang kuat dari masyarakat  untuk lepas dari stigma  kemiskinanKata Kunci : perempuan, implementasi, program,  kampung , Keluarga Berencana, kasus AbstractIn order to realize a just development, the involvement of women is an absolute requirement. The role of women in development has been accommodated in various regulations related to their involvement which is very necessary for the success of development, including through the village family planning program.The role of women in implementing the Kampung KB program in Bumiayu Village can be seen from 4 aspects, namely communication, resources, disposition, and bureaucratic structure. Dengan adanya perkembangan agar bisa melakukan adaptasi pada perkembangan zaman, hal ini memberi peluang perempuan untuk meningkatkan kemampuan dalam pola asuh  keluarga dan kreatifitasnya sesuai profesi yang ditekuni. Baik buruknya bangsa tergantung pada baik buruknya perempuan dalam membimbing keluarga dalam menjalankan fungsi manusia secara utuh sebagai warga negara yang beretika,berbudaya dan khususnya berjiwa Pancasila di Indonesia. Hal ini juga terlihat dari peran, fungsi, dan Profesi perempuan yang ada disemua bidang kehidupan, mulai dari perempuan dalam keluarga, perempuan dalam masyarakat, perempuan dalam dunia industry, perusahaan, politik, profesi.         Kemampuan dan keahlian perempuan bisa lebih baik apabila memperoleh pelatihan, Pendidikan dan pengalaman hidup dalam aktivitas sehari-hari. Tujuan makalah ini adalah untuk menjelaskan seberapa besar pengaruh perempuan masa kini dalam penerapan nilai Pancasila. Untuk mendeskripsikan kemampuan perempuan tersebut dalam implementasi nilai Pancasila dalam kehidupan sehari-hari, perlu dilihat dari  data dan kehidupan perempuan di masyarakat.Dalam menyajikan data dari makalah ini menggunakan metode deskriptif eksploratif dan dengan pengumpulan data melalui studi literatur dan dokumentasi lainnya yang mendukung. Berdasarkan data tersebut didapatkan hasil bahwa peran perempuan sangat penting dalam kehidupan bangsa dan negara yang dimulai dari memberikan pengetahuan dan pengalaman untuk anak-anaknya atau dengan kata lain “Ibu merupakan perpustakaan pertama seorang anak”. Sistem pemungutan suara elektronik (e-voting) harus diseriusi dan menjamin transparansi, kepastian, keamanan akuntabilitas, dan akurasi. Selain kesiapan teknologi, tentunya harus didukung dengan kesiapan masyarakat dalam melaksanakan sistem e-voting ini ke depannya. Ketidaksiapan dan kurangnya sosialisasi pemerintah terhadap e-voting juga dapat menjadi faktor pemicu kegagalan dalam penerapan sistem ini. Sejak pandemi Covid-19 yang menyebar diseluruh dunia, melumpuhkan kegiatan manusia khusus di Indonesia. Pemilihan Kepala Daerah di Indonesia yang diselenggarakan pada 9 Desember 2020 mengalami polemik  physical distancing ditengah pandemi Covid-19. Penerapan sistem E-Voting telah dilakukan oleh beberapa negara misalkan di Brajil, India, Swiss dan Australia mendapatkan respon positif dalam masyarakat, namun juga terdapat kekurangan dalam pelaksanaannya. Metode penelitian diskriptif kwalitatif  dengan pendekatan perbandingan data sekunder. Hasil penelitian ini, sistem E-Voting dalam Pemilihan Umum dapat meningkatkan nilai demokrasi khusus peningkatan partisipasi masyarakat dan memberikan keefektivan serta keefesienan dalam proses pemilihan berlangsung. Namun, penerapan sistem E-Voting masih terkendala dengan adanya hacker yang bisa membobol sistem serta kesiapan pemerintah dalam penggunaan E-Voting. Kata kunci: E-Voting, Pemilu, Dan Demokrasi                                                               AbstractIndonesia as a democratic country has used the E-Voting method as a means of democracy, even though it has only been implemented at the level of election of hamlet heads and village heads. Electronic voting systems must be taken seriously and ensure transparency, certainty, security, accountability and accuracy. In addition to technological readiness, of course, it must be supported by the readiness of the community to implement this e-voting system in the future. The government's unpreparedness and lack of socialization of e-voting can also be a trigger factor for failure in implementing this system. Since the Covid-19 pandemic, which has spread throughout the world, has paralyzed human activities, especially in Indonesia. The Regional Head Election in Indonesia which was held on December 9, 2020 experienced a polemic of Physical Distancing amid the Covid-19 Pandemic. The implementation of the E-Voting system has been carried out by several countries, for example in Brazil, India, Switzerland and Australia, getting a positive response in the community, but there are also shortcomings in its implementation. Pelaku usaha mikro kecil dan menengah yang biasanya menjadi roda kehidupan keonomi masyarakat tidak mampu bertahan. Berbagai kebijakan yang diuluncurkan pemerintah suka tidak suka harus diterima demi Kesehatan sekaligus uasaha yang tidak berhenti. Deregulasi dan debirokratisasi menjadi tempat untuk menguatkan dan mengembangkan perekonomian masyarakat. Tujuan penelitian ini adalah menganalisis bagaimana deregulasi dan debirokratisasi mampu memberikan peluang bagi UMKM untuk tumbuh dan berkembang. Fokus penelitian ini meliputi respon kebijakan pemerintah dalam menyelesaikan masalah UMKM, dan kemampuan UMKM dalam meningkatkan kemampuan bertahan menghadapai pandemic covid-19. Lokus penelitian di Kota Surakarta. Hasil penelitian menunjukan deregulasi dan debirokratisasi mampu untuk mendorong usaha mikro kecil dan menengah menghadapi pandemic covid-19. Meskipun poeningkatannya masih cenderung melambat namun berbagai upaya telah membantu bangkit dan bekerja. Kata kunci : pandemic, covid-19, pelaku, deregulasi, debirokratisasi, UMKM AbstractThe COVID-19 pandemic, which has been ongoing since early 2020, has had an impact on the health, social and economy of the community. Micro, small and medium enterprises, which are usually the wheels of the economic life of the community, are unable to survive. Various policies launched by the government, whether we like it or not, must be accepted for the sake of health as well as efforts that do not stop. Deregulation and debureaucratization are places to strengthen and develop the community's economy. The purpose of this study is to analyze how deregulation and debureaucratization are able to provide opportunities for MSMEs to grow and develop. The focus of this research includes the response to government policies in solving MSME problems, and the ability of MSMEs to increase their ability to survive the COVID-19 pandemic. The research locus in Surakarta City. The results of the study show that deregulation and debureaucratization are able to encourage micro, small and medium enterprises to face the COVID-19 pandemic. Mengglobalnya Covid-19 telah membawa dampak pada kehidupan masyarakat, dunia usaha swasta, dan pemerintahan. Dampak pandemi Covid-19, khususnya bagi Birokrasi Pemda berupa munculnya permasalahan adanya kelemahan pada aspek kelembagaan dan perilaku aparatur birokrasi. Namun di samping itu juga terdapat tantangan dan peluang yang dapat dimanfaatkan dengan baik dalam pembuatan kebijakan untuk mengatasi masalah yang muncul pasca pandemi. Dalam konteks tersebut, penanganan pandemi akan dapat diatasi dengan baik jika didukung oleh adanya good governance dan bikrokasi digital. Pendekatan reformasi kelembagaan dan perilaku birokrasi Pemda akan menjadi baik. Pendekatan reformasi kelembagaan Pemda baik perbaikan bentuk dan misi organisasi, regulasi (kebijakan), prosedur, metode, maupun mekanisme kerja pelayanan publik akan menjadikan birokrasi Pemda mampu menjalankan tugasnya dengan baik dalam mengatasi pandemi. Adapun reformasi melalui perbaikan perilaku aparatur birokrasi (ASN) baik melalui pendidikan dan latihan, kebijakan renumerasi, pengembangan karier ataupun lainnya akan menjadikan birokrasi Pemda dapat menyelenggarakan pelayanan publik pasca pandemic Covid-19 dengan baik.Kata Kuci: Globalisasi. Pandemi Covid-19, Birokrasi Pemda, Good Governance, dan Reformasi Birokrasi. ABSTRACTThe Covid-19 pandemic has spread throughout the world, including Indonesia, due to the influence of globalization supported by advances in information and communication technology. The globalization of Covid-19 has had an impact on people's lives, the private business world, and government. The impact of the Covid-19 pandemic, especially for the Regional Government Bureaucracy, is the emergence of problems with weaknesses in the institutional aspects and behavior of the bureaucratic apparatus. However, there are also challenges and opportunities that can be utilized properly in policy making to overcome problems that arise after the pandemic. In this context, the handling of the pandemic can be handled properly if it is supported by good governance and digital bureaucracy. The institutional reform approach and the behavior of the local government bureaucracy will be good. The local government's institutional reform approach, both improvement of organizational forms and missions, regulations (policies), procedures, methods, and working mechanisms of public services will enable the local government bureaucracy to carry out its duties properly in overcoming the pandemic. Reforms through improving the behavior of the bureaucratic apparatus (ASN) both through education and training, remuneration policies, career development or others will make the local government bureaucracy able to carry out public services well after the Covid-19 pandemic. Sekolah Adiyuswo (Lanjut Usia) dalam pelaksanaan di Kota Suratakarta terkait erat dengan langkah kebijakan  mewujudkan kota ramah lansia dan kebijakan kota inklusif yang telah ditetapkan Kota Surakarta sejak tahun 2006. Arah kebijakan tersebut termuat dalam  Rencana Pembangunan Jangka Menengah Daerah Kota Surakarta Tahun 2021 – 2026 dengan leading sektor pelaksana adalah Dinas Sosial dan Bappeda Kota Surakarta sebagai koordinator perencanaan pembangunan daerah.            Pelaksanaan kebijakan tentang Sekolah Adiyuswo (Lanjut Usia) dilaksanakan  sesuai dengan arah kebijakan Pendidikan sepanjang hayat  melalui Pendidikan non-formal secara teratur dan terencana. Pendidikan ini dilaksanakan secara setara dan  partisipatif. Dalam hal ini dipersiapkan fasilitator, mentor dan pelayanan kesehatan dan sosial  memalui kelembagaan lokal baik melalui Komda Lansia, Forum Lansia di kecamatan dan lembaga di kelurahan melalui bina keluarga lansia. Sekolah lansia melibatkan kelompok sasaran adalah penduduk pra lansia, kelompok lansia dan anggota keluarga lain yang mengasuh lansia dalam rumah tangga.  Kata kunci : sekolah lanjut usia, kesejahteraan lanjut usia. AbstractThe protection, welfare and independence of the elderly group is increasingly important in line with the increasing number of elderly people, welfare and the realization of an elderly friendly city in Surakarta. The Adiyuswo (Olderly) School in implementation in the City of Surakarta is closely related to the policy steps to realize an elderly-friendly city and the inclusive city policy that has been established by the City of Surakarta since 2006. The policy direction is contained in the Surakarta City Medium-Term Development Plan 2021-2026 with The leading implementing sectors are the Social Service (Dinas Sosial)  and Bappeda  as the coordinator of regional development planning.           The implementation of policies regarding Adiyuswo Schools (Seniors) is carried out in accordance with the direction of the policy on Lifelong Education through regular and planned non-formal education. This education is carried out in an equal and participatory manner. In this case, facilitators, mentors and health and social services are prepared through local institutions, either through the Elderly Committee, Elderly Forums in sub-districts and institutions in the village through fostering elderly families.
