Social services are directly linked to the demographic situation and all the more so with the long-term issues of society, which can currently be considered aging the most. Individual governments are trying to respond more or less in the long run to the problems associated with demographic development. However, often its steps are only a current solution without a long-term perspective. At present, therefore, it is increasingly desirable to involve experts in these interventions who have been dealing with these issues for a long time, have an overview of current social systems and trends in individual countries and are able to professionally evaluate the long-term needs and impacts of individual government actions. The study aims at the primary level in the form of description and analysis to point out the system of social services in selected countries and then present a possible application within the system of social services in the Czech Republic. all the more so with the long-term issues of society, which can currently be considered aging the most. The aim is to map the possibilities of building fiscal space for healthcare, to grasp it in theory and to use a triangular graph tool to perform basic quantifications. Findings are supported by the analysis of fiscal dimension of the configuration of health systems including the use of an innovative concept of fiscal space for healthcare. Retraining courses that meet the quality requirements must be offered, and the quality of the courses delivered must be monitored and evaluated. The duration of courses must be adequate to ensure that the course leads to acquisition of necessary knowledge and skills required from workers with particular qualification. The content of the courses must meet the real requirements and needs of employers. It is clear that this cannot be achieved without appropriate communication with employers, who can assess the match between the competences required by the labour market and those acquired through the training course. The article reflects on the desirable role of the Labour Office of the Czech Republic in the system of quality assurance of retraining. The conclusion clearly shows that its role is significant, especially because of the fact that the employer is, or schoud be a very important client of the Labour. Domestic violence is a neglected phenomen in the society and has resulted in a number of different restrictions, difficulties and crisis situations in the whole society as well as in the family. This situation has also resulted in the necessity of the management of violent conflicts. As the increase in domestic violence shows, the potential of the violence is likely to remain the same overall in order to compensate for the stressful factors during the COVID-19 pandemic. Domestic violence will not disappear and hiding it is not a solution, but shouldn't leave us indifferent to this negative phenomenon. {"title":"FULFILLMENT RATE OF THE BARCELONA TARGET IN THE FIELD OF PRE-SCHOOL EDUCATION OF CHILDREN FROM 3 YEARS TO THE MANDATORY SCHOOL AGE IN THE SCHOOL YEAR 2020/2021 IN THE CZECH REPUBLIC","authors":"Lucia Bartůsková","doi":"10.25142/vssp.2021.009","DOIUrl":"https://doi.org/10.25142/vssp.2021.009","url":null,"abstract":"The paper aims to quantify the fulfillment rate of the Barcelona target of 2002 in the area of participation of children from 3 years to the mandatory school age in compulsory school attendance in pre-school education in the school year 2020/2021. A key part of the analysis is working with real data on children's participation in preschool education in all types of collective facilities offered. Through the analysis of the obtained and estimated data, it is found that the participation of children older than 3 years in preschool education is high in the Czech Republic and reaches 89.8 % of all children in the given age category. The higher inclusion of children is justified by the positive trend of increasing the number of classes in kindergartens and the extensive challenges of the Operational Program Employment in 2016–2017 supporting the creation of child groups.
