Świerszcz","doi":"10.5171/2019.240550","DOIUrl":"https://doi.org/10.5171/2019.240550","url":null,"abstract":"The problem of many warning systems is the phenomenon of so-called “surprise\", involving a failure to spot the symptoms of upcoming undesirable events in time. This often happens despite the presence of technologically advanced detection and monitoring systems. It is believed that the solution to this problem has been solved by the concept of weak signals. However, in many situations, it is noted that methods based on this concept have limited effectiveness, especially in relation to threat signals. The aim of the paper is to propose a modified theoretical as well as methodological approach to the problem of monitoring weak signals, especially for those that contain information about an impending threat. The scientific methods used in the paper include: a questionnaire survey, the observation of cases and their ex-post evaluation, analysis and criticism of source materials, logical analysis and logical construction. Additionally, heuristic methods – the \"fresh look\" and analogical transfer methods – were used. Deductive reasoning and enumerative induction were incorporated into the above methods. The importance of CI, especially in higher education institutions (HEIs), relies heavily on those institutions’ importance in the success of individuals, organizations and countries as a whole. Despite its importance, there is a lack of sufficient studies on the role of CI in the success of universities in Saudi Arabia. This paper aims to identify the organizational cultural factors (OC) that influence CI efforts within the Saudi HEIs, in order to provide an understanding of the enabling and inhibiting factors of such efforts. This study has adopted a qualitative grounded theory approach, which aims to identify the OC aspects that have an impact on the CI of Saudi HEIs. The Middle East has Western experts working diligently to bring Western theories and practices into the region, promising a better future with tangible improvements. While this can be considered a very noble cause, in many instances, it is assumed that the people who are at the center of all these theories ought to be Western-minded for these principles to work. Adopting Western management concepts in Middle Eastern organizations has always been a challenge for many experts, especially during the implementation phase. The Middle Eastern culture, organizational dynamics, value systems, as well as learning styles are just some of the challenges in the region. Preserving and understanding the local culture and adjusting organizational and management theories to fit the culture should be the way to go – not the other way around. As the first stage of the research, this paper presents a literature review to understand the challenges of adopting Western-style organizational theories and management, and elucidate how these need to be adapted to be culturally sensitive for the Middle East. It discusses the eligibility of Western-style organizational theories in the realities of the Middle East through a number of aspects. The sample is composed of 102 organizations (68.6% small, 24.5% medium-sized and 5.9% large companies), from which a total of 854 workers answered to the Transformational Leadership Scale and the Organizational Culture Questionnaire Denison. Additionally, a total of 102 top managers of each organization answered a questionnaire concerning the innovation activity in their organization. Data analysis was performed with structural equation modelling. The results showed that the size of the company moderates the relationship between leadership and organizational culture in the prediction of innovation.
