This study aims to evaluate the decisions of doctors who’ve resigned or retired during the COVID-19 pandemic from a sociological perspective. This qualitative research was conducted online using the semi-structured face-to-face interview technique with physician interviewees. Of the interviewees (Mage = 50.9 years), 9 had resigned and 10 had decided to retire. When coding the interview statements, the factors affecting the decision to leave employment were investigated such as organizational problems, managerial approaches, the conditions for cognizance in performing and understanding the profession, personality traits, and approaches in their immediate environment. During the pandemic, healthcare workers’ acts of resigning or retiring have been explained through the fear of being infected/infecting someone else, problems in the health system, intense work conditions, and feeling burned out due to not knowing how long the process will take. In the context of the crisis as an anomie in which the individual loses faith in society and social solidarity dissolves, the main factors setting the basis for leaving work have been identified as unfair distribution of tasks, organizational disorders, ambiguity regarding the concept of responsibility due to uncertainty, collegiate behaviors that shirk duty, lack of appreciation, and personality traits. The imbalance in exchange with society has led individuals to choose to give themselves the rewards that they are unable to get from others. First, the article notes ambiguity to still exist on what the essential characteristics of a developmental state are, both in general as well as in sub-Saharan Africa, mainly because developmental state scholars see development as a context-dependent process. Also, scholars often even analyze different aspects of developmental states in the same context (i.e., quality of democracy, developmental outcomes, analysis of what is, and reflections on what should be). Second, even though the developmental state framework endorses a perspective that sharply contradicts the neoliberal orthodoxy, the case may be that the two occasionally converge on some policy proposals. Thus, if the goal is to formulate and implement effective policies in sub-Saharan Africa, it is better not to derive an oversimplified dichotomy between developmental state and orthodoxy. First following the global financial and economic crisis of 2008-9 and more recently due to the COVID-19 pandemic, we can observe different types of active state interventions and growing state involvement to revive economic growth and development throughout the world. This has led to a renewed interest in the analysis of the role of the state in economic development in general, and to a renaissance of the developmental state (DS) approach and development regime (DR) theories in particular. The article aims to critically review and synthetize most recent literature on developmental states and regimes. Based on the theoretical and practical experiences of developmental states over more than a half century and taking into account the new challenges of the twenty-first century we critically engage with the related literature and aim to structure common thinking (and debates) regarding the role of state in development. Kalkinma tartismalari Bati kapitalist merkezlerinde refah politikalari ile sonuclanirken, bu merkezlerce “geri kalmis”, “azgelismis”, gelismekte olan” gibi kavramlarla tanimlanan bati disi toplumlara onerilen ise planli kalkinma olmustur. Ekonomik bir icerikle tanimlanan kalkinma kavrami giderek toplumsal degisimleri de iceren bir kavram haline gelmistir. Kalkinma dusuncesinin Bati disi toplumlara yansimasinda toplumsal icerigin daha da onem kazandigi gorulmektedir. Konuya Turkiye ozelinde bakildiginda kalkinma dusuncesinin bir taraftan ekonomik olarak tartisilirken diger taraftan modernlesme sureci ile birlikte degerlendirilmekte oldugu ve onemli bir toplumsal degisimi hedefledigi gorulmektedir. Yurutulen tartismalarda ise halk egitimi one cikmaktadir.
