This presents sometimes acute tradeoffs for leaders in emerging economies, where rapid economic and population growth are driving large increases in electricity generation demand. Against this backdrop, combining a novel conjoint experiment with qualitative interviews, we find widespread public opposition to coal-fired power. We also find that this opposition is politically consequential, diminishing support for politicians who support coal-fired power and increasing expressed propensity to engage in social protest. These findings inform our understanding of the social reception of coal infrastructure, as well as the political implications of energy development in key emerging economies.</div></div>","PeriodicalId":11672,"journal":{"name":"Energy Policy","volume":"203 ","pages":"Article 114595"},"PeriodicalIF":9.3,"publicationDate":"2025-04-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"143820438","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"经济学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

With more new renewables in the power systems, intermittency increases, and flexibility, for instance from demand response, becomes more important. Electric vehicles (EVs) increase the potential for demand response. On this background, we study how power prices and tariffs for grid services influence incentives to be flexible, considering different strategies for charging and possibly discharging electric vehicles. We also study the effect of consumer support schemes following the energy price crisis in Europe in 2021–2023. As an illustration, we use data from the Norwegian power market, where most household customers pay for electricity based on hourly day-ahead prices and metered volumes, and where the majority of new cars are EVs. We find that the cost savings from using smart or bidirectional charging depend critically on electricity price levels and price volatility. Grid tariffs and price support schemes will, if not properly designed, reduce the incentives for EV owners to offer flexibility via smart charging. <span><span><sup>1</sup></span></span></div></div>","PeriodicalId":11672,"journal":{"name":"Energy Policy","volume":"203 ","pages":"Article 114614"},"PeriodicalIF":9.3,"publicationDate":"2025-04-10","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"143815349","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"经济学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this policy perspective paper, I summarise what is required and what is likely to be developed in terms of energy capacity, and the three challenges the government faces in terms of delivery (planning, funding, co-ordination). I argue that the government proposals to meet these challenges creates a ‘distribution dilemma’ in which the pursuit of speed and expediency places transitional costs on consumers rather than the state or industry at a time when energy costs are already very high. These tensions highlight distributive issues which may prove a more significant barrier to energy transitions than the technological challenges.</div></div>","PeriodicalId":11672,"journal":{"name":"Energy Policy","volume":"203 ","pages":"Article 114625"},"PeriodicalIF":9.3,"publicationDate":"2025-04-10","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"143806864","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"经济学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This research presents a comprehensive data-driven framework for determining FiT rates by analyzing trends in demand, renewable energy generation, and temperature over time. The proposed method calculates FiT rates that adapt dynamically to evolving scenarios by incorporating both historical and projected trends. To optimize FiT values and offer affordable tariffs beneficial to both energy providers and customers, the proposed approach employs Sequential Model-Based Optimization (SMBO). Case studies using real-world microgrid data showcase the model’s adaptability and confirm its reliability by ensuring that the optimized FiT values remain within Australian government-set tariff limits. The SMBO method can decrease computational time by as much as 90%, achieving a Root Mean Square Error of 2.839. Additionally, the dynamic FiT model enhances financial sustainability by shortening the payback period for various prosumers by 17%–22% compared to a fixed FiT. The dynamic FiT adjusts rates based on previous historical and projected trends, incentivizing prosumers to export energy during peak demand. This method supports sustainable energy usage and offers a flexible, efficient pricing mechanism that adapts to the changing energy landscape.</div></div>","PeriodicalId":11672,"journal":{"name":"Energy Policy","volume":"203 ","pages":""},"PeriodicalIF":9.3,"publicationDate":"2025-04-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"143806935","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"经济学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The analysis is carried out in a DSGE model that explicitly includes the energy sector. Calibrating the model to Swedish data, our results show that subsidies for investment in the energy sector are the most effective instrument to reduce energy prices in the short to medium term. However, this policy is welfare-dominated by energy vouchers given to households, as it immediately compensates low-income, non-saving households in the event of a shock. Providing energy vouchers to non-energy firms prevents energy prices from falling as quickly as they would without policy intervention and is also the least desirable from a welfare perspective.</div></div>","PeriodicalId":11672,"journal":{"name":"Energy Policy","volume":"203 ","pages":"Article 114616"},"PeriodicalIF":9.3,"publicationDate":"2025-04-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"143799665","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"经济学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We use seven years of data from the Kyrgyz Integrated Household Survey and difference-in-differences analysis to show that the policy's effects varied across income groups and geographic locations. Most households are unaffected by the block tariffs' introduction, as their consumption is significantly below the 700 kWh per month threshold. Households with higher incomes and those in colder regions were impacted more by the policy than their lower-income and warmer-region counterparts. Furthermore, there was a noticeable increase in energy-stacking behaviors, with households utilizing coal, wood, and dung during the heating season. This increase was evident among households already using these alternative energy sources (intensive margin) and new adopters (extensive margin). The long-term effect of the block tariffs on energy stacking proved to be more pronounced than the short-term effects. These findings give insight into energy consumption under increasing block tariffs for residential electricity in a lower-middle-income country in Central Asia. They emphasize the need to consider variations in regional climates and the effect of energy stacking when designing energy policies.</div></div>","PeriodicalId":11672,"journal":{"name":"Energy Policy","volume":"203 ","pages":"Article 114629"},"PeriodicalIF":9.3,"publicationDate":"2025-04-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"143799664","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"经济学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

As an alternative, this policy perspective provides a qualitative cost-effectiveness assessment of different energy access strategies. We discuss the different cost factors and account for differences in impact potentials and sustainability challenges across rural energy access options. We include on-grid and off-grid electrification as well as improved cooking technologies. The focus is on rural sub-Saharan Africa (SSA), where energy access rates are low. We diagnose largely disappointing impacts of high-power electrification technologies, turning stand-alone solar into the more cost-effective electrification strategy in that setting. We collate regulatory and advocacy text to characterise the range of proposed First Nation Power Authority models and their placement along a continuum of conformative to transformative energy justice. Interviews with knowledge holders from 14 First Nations offer insight into motivations behind transformative change and how it is shaped by historical injustice alongside practical community objectives around energy security, resilience, and community development. First Nations narratives of electricity transformation are aligned with the United Nations Declaration of the Rights of Indigenous People (UNDRIP) and with goals of self-determination and incorporate relational and regional approaches. These findings validate theoretical frameworks of transformational energy justice (Avelino et al., 2024; Elmallah et al., 2022). A key aspect of this shift is the development of offshore wind. In many countries, integrated ocean management approaches including Marine Spatial Planning (MSP) have been used to manage offshore wind development. However, in Australia – a country new to offshore wind - a traditional sector-specific approach has been adopted. Given the need for relatively rapid development of Australia's offshore renewable energy industry, and the urgency of the decarbonisation agenda, implementing a comprehensive MSP approach within the required timeframe would be challenging. This article therefore aims to identify elements of the MSP process that can be rapidly deployed to support offshore wind development. Drawing on lessons learnt internationally, we examine how three key elements of MSP—governance integration, participation, and building the evidence-base —might be employed in advance (or in lieu) of a formal MSP process. We provide recommendations to support the rollout of offshore wind that would provide coordinated pathways for integrated governance, build knowledge and provide greater social and environmental acceptability, which is relevant for other countries developing their offshore energy capacity in the absence of MSP.</div></div>","PeriodicalId":11672,"journal":{"name":"Energy Policy","volume":"202 ","pages":"Article 114621"},"PeriodicalIF":9.3,"publicationDate":"2025-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"143747330","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"经济学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
