Civilization trends and economic practices of developed countries stimulate national civil society to actualize a number of requests to provide an average individual’ decent opportunities to meet the needs for quality education services, profession acquirement, confirmation and increase of qualification regardless of the residence place, equalization of the appropriate starting conditions in local communities and regions, as well as to improve the efficiency of public and state control over the corresponding legislative and social-labor guarantees’ implementation. There were studied the main functions of professional education in society (resource-reproducing, standard- and worldview-forming, innovative producing and translational, social-stabilizing), which are determined by the totality of its effects on the economic and extra-economic life spheres. The size and structure of the bank’s resource potential are influenced by factors of the market environment, which are manifested as economic, political, legal, social, technological opportunities and threats to the development of the bank. It is obvious that due to changes in the regulation of banking activity, changes in macro- and microeconomic dynamics, fluctuations in the money market situation, structural fluctuations in corporate and personal incomes, etc., the resource base for the formation of commercial banks is not stable. The paper examines and characterizes the economic essence and necessity of managing the resource potential of a commercial bank. The composition and structure of the resources of banking institutions by groups of state banks, banks of foreign banking groups and banks with private capital was analyzed, the effectiveness of resource portfolio management before the start of a full-scale Russian invasion and in war conditions was evaluated. The main methods of research were: the method of theoretical generalizations, the method of analysis, the tabular and graphical method, the method of comparison, abstract-logical methods. The theoretical and practical results of the research consist in developing recommendations for improving the efficiency of the commercial bank’s resource management in conditions of global imbalances, uncertainty and a full-scale Russian invasion of the territory of Ukraine. The issue of formation and effective management of the resource potential of banking institutions remains relevant, optimization of the structure and selection of the resource portfolio management strategy is especially in demand in the modern conditions of scarcity of bank resources. It has been proved that innovative activity is determined by two groups of factors that provide the competitive advantage of an enterprise: internal and external. The effective use of internal factors that reflect the essential features of the enterprise, distinguish it from competitors and determine its innovative ability, ensures the establishment and management of innovative activities for the enterprise. Systematized external factors that determine the innovative activity of the enterprise, and its market position. The key factors for accelerating the processes of implementing innovations at the enterprise are identified, the founders of which are the increase in the degree of state participation in innovative processes; simplification of the procedure for passing any innovation from the development stage to the stage of its launch on the market, taking into account cultural, institutional and infrastructural features; increasing the level of market infrastructure development; development of forms of public-private partnership; formation of a regional structure for promoting innovations; improvement of the system of taxation of enterprises engaged in innovation through the use of a system of tax credits for scientific research and development, the use of tax rebates and innovative tax credits; improvement of other ways of attracting capital. The analysis of the current legislation in Ukraine, on the basis of which the innovative activity of enterprises is regulated, is carried out. Based on the analysis, the priority areas of innovation activity in Ukraine, consisting of strategic and medium-term ones, are identified. It is substantiated that the imperfection of legal documents regulating innovation activity in Ukraine slows down the introduction of innovations by transport enterprises. The analysis of economic literature carried out in the article proves the absence of a single acceptable approach for determining an effective organizational and economic mechanism for innovation activity. The priority directions of the innovative development of the transport system are determined and justified according to the criteria of innovation. The necessity is proved and the ways of implementation of the state regulation of innovation activity are proposed. The modern economic system is characterized by the variability and dynamism of processes, which requires business entities to permanently search for reserves to improve their economic activities. In such conditions, it is extremely important for enterprises to organize the process of ensuring the profitability of activities with a view to sustainable development, which, in addition to benefits directly for enterprises, also brings benefits for society. The definition of the essence of the concept of profitability is systematized and the author`s view on the concept of profitability is given. The concept of sustainable development is defined as a concept of enterprise management, which consists of three important components, namely: ecological, social and economic development. Definitions of the profitability mechanism and the organizational and economic mechanism are given. The relationship between the group of specific tasks of the mechanism for ensuring profitability and the main components of sustainable development is substantiated. A complex of scientific approaches to building an effective organizational and economic mechanism for ensuring profitability is singled out. The diagram of the organizational and economic mechanism for ensuring the profitability of the enterprise is presented, represented by economic levers, which consist of: innovative and investment measures, financial and credit mechanism of regulation, insurance and taxation, pricing and motivational mechanism; organizational levers, which consist of: the organization of management activities, the planning system, marketing activities, foreign economic relations, leasing and rental mechanisms. The profit management process is singled out as one of the important factors contributing to sustainable development of the enterprise. The peculiarities of the impact of marketing processes in the global and local dimensions on the state of social and economic subsystems in the context of ensuring their sustainable development are determined. At the macro level, the actions of the pharmaceutical business and the government, declaring economic interests, realize the resources described above using appropriate methods (economic, political, ideological and administrative). This is manifested through the policy of \"controlled inflation\" (burning all citizens’ savings), monetization of benefits, support for the development of consumer lending, the taxation system, government grants, customs policy, etc. Five groups of management resources in pharmacy are identified, each with its own tools and methods. To ensure the effectiveness of marketing tools in the market of information security in the pharmaceutical industry (ISP), the article defines what \"products\" are offered in this market, since each type of product has its own consumer groups and effective ways of promotion. The article considers the possibilities of applying the Agile approach to the pharmaceutical industry, which will facilitate faster and better adaptation to competition in a changing market and in conditions of limited resources, as well as help to build a flexible marketing campaign, obtaining a significant increase in profits. Remote work and mixed formats of work are gaining popularity. Remote work means using information and communication technologies to work outside the workplace. The Covid-19 crisis and the full-scale war in Ukraine have led to an increase in the use of social media tools in enterprises. The directions of their use control, inform, and coordinate cooperation between employees. In such conditions, communicative management must consider not only the requirements but also the risks of social transparency. Transparency is one of the aspects of corporate social responsibility at the organizational level, which is intended to contribute to the growth of the efficiency and productivity of the enterprise. Social transparency is carried out through social networks or corporate social software, refers to the voluntary sharing of personal and contextual information, such as information about their own and team status, intentions, motivations, capabilities, priorities, goals, updates of physical and social information, contacts with others colleagues. Social transparency practices can create risks such as information overload, professional burnout, and stress. There is a lack of systematic communication management methods that would identify and assess the risks of social transparency. In the presented study, we substantiate the method of identification and assessment of such risks at enterprises. An appropriate algorithm for the method of identification and assessment of such risks in the organizational context has been developed. As a result of the research, a specific toolkit of communicative management is proposed for the study of potential risks of social transparency in corporate information systems in the conditions of social transparency. The research consists in the positioning of social entrepreneurship as an innovative form of business, in its ability to introduce innovations, economic and social solutions to social problems, including poverty, support of vulnerable sections of society, environmental protection, protection of human rights, energy security, preservation and restoration of land resources, uneven distribution of capital, etc. The lack of resources in the state budget and funding of the social sphere based on the residual principle encourages people and communities to become more active and look for innovative approaches to solving their problems. A socially oriented business is able to contribute to the solution of environmental, social and economic problems, which are targeted by the Sustainable Development Goals. Social enterprises develop and disseminate new approaches to achieving the Global Sustainable Development Goals at the local level, starting with the lowest link – each member of the community, using both traditional business practices and innovation. Implementation of the policy of socially responsible enterprises and business ensures the competitiveness of the national economy. Without the implementation of the policy of socially responsible enterprises and business as a whole, it is impossible to ensure the competitiveness of the national economy. Social responsibility in the context of the introduction of sustainable development is a necessary condition and quality of the system of social interaction between social subjects at all levels of management. The competitiveness and image of the enterprise are largely determined by the level of socially responsible relations both within the enterprise itself and in the system of external relations. Since in the information society any event (political, economic, cultural, social, etc.) is realized in two planes: physical and informational, the informational plane often plays the main role, since it is in the informational field where the perception of the event is formed and the reaction to it is determined in society Information externalities constantly remain a generator of permanent threats and risks of deepening economic crises not only of the enterprise, but also of any area in general. Taken into account that information externalities are realized in the information field, where the main factor is information, and a person acts as the central subject and producer of information, in anti-crisis management during information externalities, among the main steps can be distinguished: 1) HR policy; 2) virtualization; 3) branding. Internet technologies that allow us to get the latest information on a crisis phenomenon are often used in crisis communications planning to provide employees, managers, and external stakeholders with the necessary information. After processing and analysing information, techniques and methods of anti-crisis management are developed, namely training and education of professional personnel to overcome and prevent crisis situations and to implement anti-crisis measures in the future. In the information society, a necessary condition for the effective operation of the enterprise is the virtualization of the enterprise, which can timely ensure the effective withdrawal of the enterprise from a. Virtualization of the enterprise involves the creation of a virtual market, virtual reality and virtual organization of the enterprise with the help of information and communication technologies. Considering the fact that the primary link of the medical system was reformed as a priority, the feedback of the population, its assessment of the availability of quality medical care, is important, which will allow determining the consequences and prospects of the reform. The marketing analysis conducted in the article of such three criteria (levels) of the availability of primary medical care services as quality, financial and territorial or temporal availability of medical services in their dynamics for 2018-2020 made it possible to find out positive and negative development trends based on surveys of respondents units of primary medical care. In particular, it was established that during the specified period there is a general tendency to improve the quality of medical services, combined at the same time with an insufficient level of ensuring their financial and territorial or temporal availability. The marketing analysis of the respondents' opinions regarding the main indicators of quality criteria, financial and territorial or time availability made it possible to more objectively assess the consequences of the reform of the primary medical care link. The increase in the quality of medical services, which respondents attributed mainly to the improvement of the attitude of medical staff doctors to patients and the material conditions for the provision of medical services, is actually explained by the socio-psychological factors of the establishment of the \"doctor-patient\" interaction and the positive effect of the financial independence of medical institutions. The positive trend of increasing the financial availability of medical services, expressed in the survey by indicators of the ability to purchase drugs and receive effective treatment, is due to the practical implementation of the \"Affordable Medicines\" program, the availability of a significant range of free medical services (under the contract with the National Health Service) and the optimal pricing policy for additional medical services. In the end, the criterion of territorial or temporal availability of medical services, having received a wide range of evaluations (from positive to negative among respondents, testifies, on the one hand, to the positive consequences of the increase in temporal availability and opportunities for patients to choose a doctor, and on the other hand, it demonstrates the unresolved issue of territorial convenience placement of primary care facilities, especially in the conditions of reduction of their network in rural areas.
