In this work is discussed critically the monetary circuit theory and is applied to developing economies. We want to show that bank credits are related to the wage bill, while investment spending is linked to financial non-banking instruments. Thus, in the framework of a new crisis of free market model, one of the major debates, both nationally and internationally hinges on state intervention in the economy and its possible consequences. For this purpose, was conducted an analysis of time series using an <span>adl</span> model, which included the variables private investment, primary public expenditure and <span>gdp</span>. The results dictate that both the short and long term, the total net effect of the primary public expenditure and <span>gdp</span> on private investment is positive and of a considerable magnitude. For that reason is that in Mexico, between 1981 and 2015, the fall of private investment as proportion of <span>gdp</span> may in part be explained by the fall of the various types of public expenditure (including public investment) as proportion of <span>gdp</span>. The <span>us</span> government has responded with protectionist policies, and it sets aside multilateral trade agreements and opts for bilateral agreements to take advantage, to curb the growth of imports and recrease their economic problems. The Mexican economy will be severely affected, given its heavy dependence on the <span>us</span> economy. The government insists on maintaining trade agreements without considering that we have been losers. We review the existing literature and highlight the need for complementary policies to ensure their success. Chile and Peru export more of the same goods with reduced processing and technological content, while in Mexico the most advanced products are predominating. Various structural break tests were performed, concluding that <span>fta</span>s have not changed the trajectory of <span>gdp</span> growth in the three economies. However, there are breaks in the case of exports in Mexico and other variables of Chile. Using Thirlwall's growth model we conclude that the export capacity has been raised but has not increased potential output by increasing the elasticity imports-product. The three economies have had higher growth of their potential product before the respective trade agreements were signed. En este trabajo se especifica un modelo de regresión para un panel de datos con información de las 31 entidades federativas mexicanas para el período 2005-2014. Se encontró que las transferencias federales tienen efectos negativos en los niveles de ingresos fiscales estatales. Se localizaron efectos positivos sobre el nivel de ingresos provenientes de fuentes tributarias cuando la mayoría de los legisladores locales tiene una filiación partidista distinta a la del gobernador. Se comprueba la relación positiva entre el nivel de actividad económica y los ingresos fiscales estatales. Finalmente, esto demuestra la necesidad de un ajuste estructural al sistema de transferencias mexicano a través del diseño de políticas públicas en materia de sostenibilidad de las finanzas públicas locales.</p></div><div><p>The dependence of local public finances on Mexico in relation to the public resources transferred by the federal government presents a great challenge to the financial viability of subnational governments. This paper specifies a regression model for a data panel with information from the 31 Mexican states for the period 2005 - 2014. It was found that federal transfers have negative effects on the levels of state tax revenues. Positive effects were found on the level of income from tax sources when most local legislators have a partisan affiliation other than that of the governor. The positive relationship between the level of economic activity and the state tax revenue is verified.
