{"title":"¡Ay Bartola!: los riesgos de unas finanzas públicas austeras en México","authors":"Juan Carlos Moreno-Brid , Noel Pérez Benítez , Héctor Juan Villarreal Páez","doi":"10.1016/j.eunam.2017.06.003","DOIUrl":"10.1016/j.eunam.2017.06.003","url":null,"abstract":"<div><p>This paper is a critical exam of fiscal policy in Mexico in the last four decades, with special attention to its evolution since 2008-09 and emphasis in two analytical concepts widely in vogue today in top circles of Finance Ministries: i) Austerity, and ii) “Fiscal consolidation. Emphasis is placed in analyzing the highly adverse effects of austerity on investment by the public sector and, subsequently, on the Mexican economy's growth potential. The next section sets to identify the current pressures and long-standing challenges of fiscal policies in Mexico. This analysis reveals the policy options that Mexico faces in the short term. The Association aims to promote economic and social development, and thus achieve gradual and progressive establishment of a Latin American common market. The aim is to investigate to what extent the degree of trade integration impacts each production phase and, consequently, to the regional productive integration. It is therefore urgent to search for better political accommodations among nations and among social groups within the countries in order to achieve an adequate combination of liberties, democracy and well-being. It is needed to revaluate the tax systems, labor markets arrangements, income distribution and the role of new players in the world policies. Likewise, the situation of Mexico is taken up against possible changes in US policies. {"title":"Neoliberal reforms and nafta in Mexico","authors":"Pablo Ruiz Nápoles","doi":"10.1016/j.eunam.2017.06.004","DOIUrl":"10.1016/j.eunam.2017.06.004","url":null,"abstract":"<div><p>Mexico signed in 1993, with the us and Canada, the North American Free Trade Agreement (<span>nafta</span>) which entered into operation in January 1994. In all these years, there have been a few formal assessments of <span>nafta</span>, from the Mexican side. Even fewer convincing answers for basic questions regarding why the governments of the us and Mexico signed such an agreement at that time.</p><p>In this paper we evaluate the performance of the opening of the economy and <span>nafta</span>, as a growth strategy, in three main economic variables: Gross Domestic Product, Exports and Employment.
