Most of the social indicators we analyzed fail to reach their threshold value, which corresponds to low (pre-crisis) and crisis levels. We provide a model for comparing actual and threshold values based on the statistical normalization of various social indicators. The article describes the practice of implementing territorial public self-government (TPSG) community projects for the co-production of social urban infrastructure. Based on case studies of local communities in the city of Kirov and data on other Russian regions, I demonstrate that the effects of co-production can be multidirectional. The study draws conclusions about the conditions for the occurrence of TPSGs. The research demonstrates that TPSGs occur when three conditions (vectors) occur in society: civic responsibility, civic helplessness, and paternalism. When the government is incapable of meeting all its obligations, TPSGs are a response to the demand for high-quality social infrastructure. Under these conditions, the government encourages and subsidizes the formal self-organization of citizens. However, although many economists praise the work of TPSGs, there are some downsides. First, the executive government uses TPSGs to “pass on” its responsibilities to citizens and make up for the budget deficit. From 2011 to 2016, sustainable economic growth in the region increased the tax revenues of all budgetary levels. This growth should translate into higher average incomes and improved social services. However, the stable economic growth of the region has done little to improve the social well-being of Irkutsk residents. There is a gap between the level of economic and industrial development and the standard of living of the regional population. To achieve this, it is necessary to compensate, revalue, and restructure the savings of citizen, which have been devalued after being deposited in the government-owned Sberbank. The article describes how the reimbursement of citizen savings has been addressed by the government thus far and considers how lost savings can be restored (e.g., through the issuance of government debt securities). Despite several positive changes, regional imbalances remain high in terms of the socioeconomic development of the federal subjects of Russia and require changes in government policy to ensure greater equality and comprehensive regional development. Having studied the success of European countries in reducing territorial inequality, the author proposes several ways of adapting these successes to Russian conditions and offers recommendations for improving the policy of Russia’s spatial development. To achieve these changes, the government should focus its influence on the economically weak regions, which would allow them to solve existing problems and to ensure sustainable development. Due to labor shortages, the Russian education system must make it possible for women with small children to enter the labor force. The Siberian Federal District was chosen because it plays an important role in Russia’s economy, while the selected time period allows us to consider the latest trends in the development of the education system. The study revealed that the number of preschool institutions has been decreasing, primarily due to political decisions and regional economic development. At the same time, the number of preschool children has been growing as a result of higher rural birth rates. This has led to increased group size in preschool institutions. The aim is to provide women with greater access to public resources, which can be achieved via the application of gender budgeting. The article considers existing government spending legislation and proposes ways of incorporating gender into budget planning, including specific methodology for creating a gender-oriented budget as promoted by the United Nations. We outline eight steps for creating a gender budget that would define, analyze, and incorporate the gender component into budgetary spending on social policy. In particular, it studies the effect of income on health self-assessments by describing the interactions between these factors, analyzing them, and modeling them econometrically. Based on panel data from the Russian Longitudinal Monitoring Survey (RLMS) of public health and economic status, a pooled generalized ordered logit regression was constructed for the categorical variable “deteriorating self-assessment of health.” It calculates the marginal effects of the model’s independent variables (different income groups, the Gini coefficient, and others) for three different self-assessments of health (good, average, and poor). Econometric modeling showed that Russia satisfies the absolute income and income inequality hypotheses and that there is a statistically significant correlation between income, its inequality (Gini coefficient of income differentiation), and self-assessment of health. It was discovered in a number of specifications that the effect of income on health self-assessment is greater in men than in women. This is apparently linked to the greater involvement of men in the labor market.
