The aim is to provide women with greater access to public resources, which can be achieved via the application of gender budgeting. The article considers existing government spending legislation and proposes ways of incorporating gender into budget planning, including specific methodology for creating a gender-oriented budget as promoted by the United Nations. We outline eight steps for creating a gender budget that would define, analyze, and incorporate the gender component into budgetary spending on social policy.
