Due to gaps in the public long-term care system, employing livein migrant care workers in private households has become a widespread individualized solution to rising long-term care needs in Germany. Since eastern EU enlargement, private brokerage agencies placing Polish live-in migrant care workers in German households have grown considerably. Building on approaches conceptualizing the role of intermediaries in formalizing domestic work, we aim to provide a more fine-grained typology of private brokerage agencies, taking into account not only the legal environment and structural features of these private enterprises, but also their strategic positioning under conditions of high legal uncertainty in the EU multi-level governance system. The economic crisis and austerity measures adopted in the aftermath of these challenges have increased the number of vulnerable people. Against this backdrop, this article aims to shed light on the development of company-based welfare in Italy by focusing specifically on the gap between large and small-medium enterprises and on emerging solutions addressed to fill this gap through the constitution of locally rooted, multi-actor networks. How do they originate? What are their main features? What contribution can they make to defusing the dualization between large, medium and small companies and workers? After reviewing these research questions, a description of the development of company-based welfare in Italy is provided in the first part of the article. Bisher ist jedoch wenig darüber bekannt, welche Personen sich für oder gegen die Übernahme von Hilfe- oder Pflegetätigkeiten entscheiden sowie darüber, wie Pflegearrangements ausgestaltet sind. Unter Verwendung von Daten aus der Innovationsstichprobe des Sozio-oekonomischen Panels (SOEP-IS 2016) schließen wir diese Forschungslücken. Ein Vergleich zwischen Personen, die mindestens eine hilfe- oder pflegebedürftige Person kennen und entschieden haben, diese (i) zu pflegen beziehungsweise (ii) nicht zu pflegen, zeigt, dass Hilfe- oder Pflegetätigkeiten signifikant häufiger von Menschen im höheren Alter, von Frauen sowie von Verheirateten übernommen werden, während signifikante Gruppenunterschiede hinsichtlich Bildungsabschluss, Erwerbsstatus und Einkommen nicht bestehen. Entscheidungen für die (Nicht-) Übernahme von Hilfe- oder Pflegetätigkeiten hängen vor allem davon ab, wer die hilfe- oder pflegebedürftige Person ist, wo diese lebt und welche Pflegebedarfe sie hat. Unsere Ergebnisse zu den Pflegearrangements zeigen, dass im eigenen Haushalt am häufigsten die (Ehe-)Partner/-innen und außerhalb des eigenen Haushalts die (Schwieger-)Eltern gepflegt werden. Die Pflege im eigenen Haushalt ist mit Abstand am zeitintensivsten; zugleich erhalten diese Pflegepersonen am seltensten Unterstützung durch andere Personen. Aufgrund dieser Fokussierung fehlt bislang weitgehend Wissen dazu, wie für Arbeitsplätze ohne formale Qualifikationsanforderungen in der Schweiz Arbeitskräfte rekrutiert werden. Basierend auf einer qualitativen Studie geht der vorliegende Artikel dieser Frage nach. Die Resultate des Artikels zeigen, dass Sprachfähigkeiten, körperliche Konstitution, Leistungsbereitschaft und Identifikation mit dem Unternehmen eine bedeutende Rolle im Rahmen der Rekrutierung spielen. Diese Anforderungskriterien lassen sich allerdings nur schwer anhand von Bewerbungsunterlagen oder in Vorstellungsgesprächen feststellen. Vor diesem Hintergrund gewinnen messbare Selektionskriterien wie Alter, Geschlecht, Herkunft und Berufsabschlüsse an Relevanz. Außerdem setzen Betriebe im Rahmen der Rekrutierung auf Probearbeitstage und andere „Tests“ oder rekrutieren vornehmlich über den (erweiterten) internen Arbeitsmarkt. However, a purely cost-based focus on LTC services is economically misleading. Private and public expenditure on LTC services directly and indirectly generates income in the form of salaries, taxes, and social security contributions. The aim of this paper is to quantify the economic impact and multipliers of LTC services for Austria. Based on an econometric regional Input-Output model for Austria, we estimate the direct, indirect, and induced effects of public and private expenditures on value added, employment, taxes, and social security contributions. According to our results, each euro spent on LTC services is associated with domestic value added of € 1.70; 70 cents per euro spent flows into public budgets in the form of taxes and social security contributions. The economic multipliers of the LTC services are comparatively high due to the high share of wages and salaries in direct expenditure and the associated high direct value added. Public expenditure on professional care services should therefore not be regarded merely as a cost factor in the public budget. Rather, this rapidly growing economic sector is also an increasingly important economic factor in a time of ageing societies.
