The Policy Brief’s focus is a potential resource for governance purposes: a model Armed Drone Code of Ethics that defines and promotes morally responsible action (or inaction) by drone users. A governance resource of this kind aims to influence policies and practices by being short and simple rather than detailed and nuanced. As such, it is useful, and topical, to consider space in the context of strategic geography, which has long been a central tenet of national interests and national security. Traditionally though, the concept of strategic geography has been constrained primarily by terrestrial considerations, a limitation that discussion of the space domain must redress in order to better underpin the evolving character and conceptualisation of space power. It is in this context that space must be realised as a unique operating domain that critically facilitates global interconnectedness and interdependence in terms of economic, geopolitical, and social considerations. This blog is Part IV following the previous blogs Part I (Turnbull, 2023a), Part II (Turnbull, 2023b) and Part III (Turnbull, 2023c). Continuing from where Part III concluded, I argued that targeted marketing to both internal and external audiences was where Capability Acquisition and Sustainment Group (CASG) needed to apply some effort, with this articulated by a couple of formulas1, 2 demonstrating that positive Employee Value Propositions (EVPs) and trust generate a positive image and attractiveness for CASG. However, negative EVPs and distrust generate a negative image and attractiveness. From this, I suggested that there are two themes that CASG need to address in the context of internal and external audiences: purpose and belonging. Whilst it is a great read and the scene is set for further nail-biting episodes, the one standout observable from my point of view is that his theme is focussed on the ability or struggle of encouraging Enlisted Aviators to seek employment within CASG. This is different from the point of view of commissioned aviator ranks. Aviators within the aviation Engineers and Logistics (ENGLOG) categories, posting into various CASG System Program Offices (SPO) is inevitable. Unlike the Enlisted Aviators, aviation ENGLOG can expect a posting into a SPO at each rank band in between the ‘fun’ postings; Junior Officer (JO), Squadron Leader (SQNLDR), Wing Commander (WGCDR) and Group Captain. With the implementation of digital technology, came the resistance to change and implementing change agents brought about the awareness of having a safe-to-fail culture. As of late, the awareness is again on middle management with the term “Frozen Middle.” To the short sighted eye, each solution seems to produce another strategic issue to solve. However, these problems have always been present and organisations, such as the Royal Australian Air Force (RAAF), are simply peeling back the layers of issues to reveal them, like an onion one layer at a time. The “Frozen Middle” is a term used to stereotype the middle management of organisations today (Spreitzer & Quinn, 1996). Typically this is referring to middle managers that are slowing organisational progression due to a lack of motivation or a reluctance to take risks.
