GCC is one of the most important economies in the Middle East, and the “Islamic cultural exception” is the principled position which the GCC countries adhere to in the WTO or FTA negotiations. In 20 years, the FTA negotiations between the EU and the GCC countries have been unsuccessful, and in 10 years the ones between the US and the GCC have experienced the same result. In the WTO negotiations, the GCC countries can make some concessions and cooperate actively. The FTA negotiations between China and GCC have also been carried out for 10 years. At the beginning of this year, the departments of Chinese Ministry of Foreign Affairs and senior officials have made unrelenting diplomatic efforts to promote the resumption of the FTA negotiations with the GCC. Combined with China’s “One Belt and One Road” strategy, China had better launch a more flexible policy of economic and trade cooperation to cope with the GCC countries’ “Islamic cultural exception”. Politically, the two sides support each other and safeguard their rights. Economically, the two sides have complementary advantages and advance win-win cooperation. Since the outbreak of the Middle East Turmoil at the end of 2010, China has always paid close attention to the situation in the Arab countries and wishes the unrest in the Arab countries end soon and the stability be recovered. As time goes on, the Arab countries will increase their understandings to China’s position of respecting the national sovereignty and independence, insisting on not to interfere in the internal affairs of other countries, and standing for the political settlement of disputes. They will come to learn that China is a reliable country. Although economy and trade are intended for themselves in globalization, globalization is not limited to the West alone, but to the cultural and social life, including the Provisions of the behavioral patterns, schools of thought, psychological attitudes, and that shaping the identity of the peoples, nations and individuals. The paper sheds some light on the jurisprudential attempting efforts to show concept and significance of the phenomenon of globalization are varied and they did not report the basic right way yet. Some of those jurisprudences were limited to describe its phenomenon as a process of Americanization of the world, and any dissemination of American culture. We have traced some negative risks of globalization, and its effects on the Arab youth at all levels, but it does not justify the prevailing view of the Arab people and considering globalization as strategy of US imperialist, and that globalization is the Americanization of the world, and its goal is getting weak States and looting and impoverishment. China is facing a changing situation in the Middle East, along with increasingly mutual strategic reliance between China and the Middle East countries: on the one hand, the presence of Chinese interests in the Middle East is continuing to expand; on the other hand, since the 9/11, Middle Eastern countries have been generally in discord with the United States. As a result, Israel, Saudi Arabia and other countries are becoming increasingly willing to enhance relations with China, and significantly level up their expectation towards China accordingly. Within this context, China has actively promoted relations with Middle Eastern countries, with an image of a responsible, positive, and fair-minded actor in Middle East affairs. It not only enriched the connotation of China-Arab cooperation, but created a new cooperation mode. Therefore, the Arab World and China have developed a relationship of mutual promotion, mutual complementation and sound development multilaterally and bilaterally, officially and privately. The development of the Forum benefited both sides insisting on mutual respect, mutually beneficial cooperation and common development concept. However, with the advent of the 21st century, a new map is emerging, shifting from the Middle East to the Western Hemisphere. Some analysts assert that the world energy’s new map will change the existing world political order because the world’s new map will make the Mideast oil producers less powerful and less relevant. Furthermore, as the United States is getting less dependent on Mideast oil, it is most likely to readjust its Mideast policy accordingly. Yet, the argument in this article is that as the world has only one oil market, improved energy security of the United States alone will not necessarily lead to improved energy security on a global scale, nor will the United States automatically become immune to new disruptions of Mideast oil supply and to a new world oil price crisis. Rather, the fact that the Mideast geopolitical contradictions are structurally uncompromising and historically enduring will continue to affect the oil supply from the Middle East and therefore affect the US economy. Regarding energy issues, cooperation between China and the Middle East is the mainstream as China needs oil and gas from the Middle East and the Middle East needs the Chinese market, which is the foundation for bilateral cooperation. Such a special relationship, different from that of a military alliance, has strategic attributes of alignment, and has transcended the common state-to-state relations in the world. In the next decade, Sino-Arab strategic cooperation will live through a golden historical opportunity. But, whether the Forum will rise to a formal organization like the Shanghai Cooperation Organization (SCO) is determined by two competing factors. The positive factors derive from China and the Arab countries sharing a series of common values, emphasis on national dignity, revitalization, political multi-polarity, diversity of development modes and non-interference in each other’s internal affairs; the negative factors rest on Arab countries having intrinsic internal discords, low integration and divergent attitudes towards the West, particularly since the outbreak of the Arab uprisings. There are different perceptions of the significance and relevance of SSR in the Palestinian context, and these depend on ideological, political allegiances and interests of domestic, regional and international actors talking about SSR. Some blame the Israeli occupation and military activities and also the governance of the Palestinian security sector for the deterioration of internal security. Others consider that the SSR is an integral element of the process of state-building to allow the Palestinians to establish an effective authority over their territories. However, Israel and external actors like the United States and the European Union still look at Palestinian SSR as a means to confront “terror and violence” and to prevent the emergence of any dangers to Israel. Israeli occupation and internal political divisions described and analyzed in this article as major challenges for Palestinian SSR.
