Therefore changes occurring in the international energy markets present a new perspective for studying these relations. This paper formulates two new concepts, namely the regionalization of the international oil market and the de-regionalization of the international gas market, and analyzes their impact on the relations between China and the major oil and gas exporting countries in West Asia. The conclusion underlines that these two structural changes in the international energy markets mean that at the core interest level, West-Asian oil and gas exporting countries are moving away from the West and moving closer to China. The Sino-Turkish cultural ties revolve the succession and development of the sprit of the Silk Road constituted by reciprocal economic concepts, inclusive humanistic concepts and cooperative security concepts. It can also provide an example tomulti-ethnic and multi-religious integration issues in global governance. The Sino-Turkish culture ties shoulder the missions of enhancing value communication, mutual trust and consensus against terrorism, which adds new connotation and new methods for China and Turkey, two powers at the ends of the Silk Road, to further deepen the bilateral relationship. China’s Silk Road strategy has created new opportunities to the cultural ties between China and Turkey, which is conducive to promote the relationship between China and the Arab-Islamic world and expand China’s influence in the Europe so as to promote the relationship between China and the West. While Chinese economy achieved remarkable development, the economy of the Middle Eastern countries ploughed through the turmoil and fighting. From the point of view of the global economy, the economies of China and of the Middle East countries are at different stages of historical development. This kind of difference just reflected the complementarity in their economic cooperation. The two sides ought to grasp this historical opportunity, use complementary advantages and achieve win-win cooperation. Though the forum has made remarkable achievements since its establishment, enormous challenges are still ahead. The largestchallenge is that both sides have common aspirations for further achievements and integration, and for a closer relationship between China and the Arab World. The real strategic vision is not limited to trade and investment, but also includes security, national defense building, technology transfer and some other fields. To overcome these challenges, three problems must be taken care of. Some moderate Islamic parties, such as the ones in Egypt, Tunisia and Morocco, have become the ruling parties in these countries through parliamentary elections. The Justice and Development Party (AKP), an old Islamic party in Turkey has played an important role in the unrest in the Middle East. Islamic parties have had significant changes in fields of ideology and political practices. Despite their various performances in facing complex situations both internally and externally, Islamic parties all face tough challenges. An Arab lens is evident in his early work on the Hijaz and in his later scholarship for the Dutch colonial government. Snouck Hurgronje’s work The Acehnese, in particular, evidenced a thoroughly comparative approach, verging at times on a focus outside of Southeast Asia, and throughout a preference for Arab orthodoxy. He found Indonesians to be inferior Muslims, and he saw their indigenous cultural practices as non-Islamic. However, it also faces various developing difficulties, including the low level of regional institutional cooperation and integration. The regional context of the regional cooperation in the Gulf region is composed by regional security, energy factors and monarchy form of government, in which regional security is the primary motivation which makes it possible for the co-existence in competition of two tendencies in this region: integration and division. The energy element is the most important reason for external powers’ involvement in the region as well as an important part in regional cooperation in the Gulf region. The monarchy is the key point to understand the relationship between the GCC and Iran and the geographical spillover of the GCC.
