The majority of German citizens want their infrastructure to be ‘designed’. At the same time, public discontent is growing over inadequate communication, limited opportunities for participatory design, and planning without contextual reference. The often-praised interdisciplinary collaboration between architects and civil engineers too frequently fails due to the framework conditions of the HOAI. Bridges are planned exclusively according to technical and economic criteria, while complex factors such as urban context, user perception, and cultural significance are neglected. This article examines the systemic causes of this situation and demonstrates why common procurement procedures often lead to unsatisfactory results. Dr. Alireza Fadai","doi":"10.1002/bate.70096","DOIUrl":"https://doi.org/10.1002/bate.70096","url":null,"abstract":"<p><b>Normative framework conditions for circular construction in Bavaria</b></p><p>The building sector is one of the most resource- and emission-intensive economic sectors in Europe and is at the heart of current climate protection and resource efficiency strategies. Considering the European Green Deal, the amended Construction Products Regulation (CPR) and the revised Energy Performance of Buildings Directive (EPBD), the EU is placing increased emphasis on circular construction methods. Germany is implementing these requirements through the Building Energy Act (GEG), the Circular Economy Act (KrWG), the National Circular Economy Strategy (NKWS) and technical standards such as DIN SPEC 91484. Bavaria is also making use of federal flexibility and developing model approaches with the Building Type e, innovative waste management concepts and the discussion about its own CO<sub>2</sub> shadow price. This paper systematically analyses these regulations and initiatives and highlights interactions and existing challenges. It becomes clear that the consistent integration of EU requirements, national law and regional innovations is key towards a successful transformation to a circular construction industry. The binding implementation of instruments such as DIN SPEC 91484, digital product passports, and clear goals as set out in the GEG, as well as transparent liability rules, are necessary to strengthen reuse and the circular economy, particularly when dealing with existing buildings. Norbert Gebbeken","doi":"10.1002/bate.70103","DOIUrl":"https://doi.org/10.1002/bate.70103","url":null,"abstract":"<p><b>Shelters for structural civil protection – An overview of hazards and shelter concepts</b></p><p>As a result of the war in Ukraine, the protection of the population from the effects of armed conflict and thus the topic of shelters as part of civil protection have increasingly come into focus of politics, the media and the public. In public and media perception, shelters are often associated with massive bunkers equipped with extensive technology to protect against CBRN hazards. A differentiated assessment of the threat, its probability of occurrence and the danger it poses is usually lacking. Maximum protection against all conceivable military and natural hazards (all-hazards approach) is often demanded. The following key questions must be asked and answered when designing and building shelters: What threats should protection be provided against? What is the protection objective? And what level of protection should be achieved? In a study conducted by the authors, only conventional weapons were considered. In the case of such a threat, internal and underground rooms without openings to the outside already provide basic protection. Comparable protection concepts also exist for natural hazards such as hurricanes and tornadoes. This article provides an overview of hazards related to armed conflict. Building on this, concepts for protection are presented. A materially efficient column cross-section can still be associated with high emissions or intensive resource use, for example due to adhesive-heavy manufacturing steps or raw material losses during processing. Conversely, engineered wood products that are low in emissions and conserve resources may prove unsuitable if their low load-bearing capacity necessitates oversized cross-sections. This work, based on a bachelor's thesis and summarised here in compact form, examines this field of tension using the example of a wooden interior column. Based on a custom-developed Python tool, various engineered wood products are evaluated with regard to their material use, global warming potential, and resource consumption. Particularly with respect to resource efficiency, an entirely new concept is developed that quantifies the value chain from tree growth and harvesting to raw material processing.
