They are unpredictable in nature and require consideration of fairly new and complex factors that to varying degrees determine the effectiveness of the project. The article considers the use of situational analysis in building an information model of project management in the field of information technologies. Knowledge and the ability to aply the situational approach in the conditions of flexible methodology Scrum will provide opportunities to the project manager to change a situation radically in the project and to achieve the motivated performance of each task. The authors offer a formalized presentation of the procedure for selecting the optimal solution in project management in the implementation of a flexible Scrum methodology. The paper investigates the causal relationship between tasks, goals, situations in the project. Management decisions in the project are implemented on the basis of a study of how the task ensures the achievement of the goal. This takes into account all the features of the flexible Scrum methodology. The procedure of making the optimal decision on the basis of construction of the diagram of situations is offered. A set of solutions that help to overcome the crisis situation is established, and possible alternatives are explored. The use of situational analysis in the implementation of the flexible Scrum methodology provides a comprehensive approach to project management by synthesizing methods of expert assessments and intelligent management methods that will support decision-making in crisis situations of possible conflicts with existing constraints on financial and time resources. The functioning of socio-economic and socio-politic systems is a complex process, which is caused by a number of various factors. Thus, the construction of models of socio-economic and socio-politic processes requires solving problems of both the decomposition of structures and processes, and their integration into a single system model, taking into account the changing conditions of the external environment. Mathematical modeling of such problems can be carried out by methods of network analysis or game theory, which allows finding optimal strategies for the behavior of competitive parties. Asymptotic formulations have a central role in game theory, since, due to the complex strategic nature, explicit solutions can be found only in very rare cases. A large number of models created to study complex social processes that occur in society are dynamical systems, or non-autonomous differential equations, or difference equations with a large number of parameters in any cases. In this situation, it is important to choose an appropriate tool for studying the behavior of such systems. In this paper, generalized Poisson delta operators are considered as approximating aggregates, since periodic processes, which are subdivided into harmonic and polyharmonic, provide the internal integrity of complex systems and their dynamic functioning. Questions of the asymptotic behavior of the exact upper bounds for approximations by generalized Poisson delta operators on classes of periodic functions that satisfy the Lipschitz condition are also studied. The received formulas provide a solution to the Kolmogorov-Nikol’ski problem for generalized Poisson delta operators and Lipschitz classes. The proof is based on the use of formulas that give integral representations of the deviations of linear methods generated by linear processes of summation of Fourier series on sets of periodic functions in the uniform metric obtained in the works of L.I. Bausov. A special place among the latter is occupied by the so-called equations of elliptic type (according to the corresponding classification), with the help of which natural and social processes can be described most fully and qualitatively. Moreover, the mathematical apparatus of partial differential equations of elliptic type makes it possible to get into the environment of deterministic phenomena and thus makes it possible to foresee their future. This fact undoubtedly increases the significance of the above type of equations among others in the sense of their application to mathematical modeling. At the same time, one of the most important concepts in applied mathematics is the concept of the modulus of continuity. The term \"modulus of continuity\" and its definition were introduced by Henri Lebesgue at the beginning of the last century in order to study various properties of continuous functions. Using the concept of the modulus of continuity and its properties, it is possible to investigate the belonging of the object under study to a certain class of functions: Hölder, Lipschitz, Zygmund, etc. This undoubtedly makes it possible to approximate functions of various kinds of operators most effectively. In this paper, using the example of the Gauss-Weierstrass integral as a solution to the corresponding differential equation of elliptic type, we study its rate of convergence in terms of the modulus of continuity of the second order to the function by which it was actually constructed. Namely, the boundary properties of the Gauss-Weierstrass integral were studied as a linear positive operator that realizes its best approximation on functions from the Zygmund class. In geosystems, the deterministic nature of processes is due to their stochastic properties. In such systems, regular deterministic processes are formed by numerous random interelement interactions that occur at the micro level. In many cases, it is not possible to define correctly the deterministic law of evolution of the observable system or its part because of the large number of unpredictable and unknown factors that influence it. However, at the micro level, statistical distributions of system elements are available for observation, which allows to predict its behavior and evaluate the factors influencing the system. The most universal methods for modeling systems with stochastic properties are based on the fundamental concepts of statistical mechanics — the Gibbs-Shannon and Renyi information entropies. The article studies the entropy methods for calculating quantitative estimations of the states of spatially distributed geosystems and their divergences in the process of self-organization: alpha-divergence, Kullback divergence, variability of the spectrum of Renyi dimensions. The features of the above systems with multifractal structures according to hyperspectral measurements are observed. The examples illustrate the use of entropy models in numerical experiments with real data obtained from a natural gas field. To study the effectiveness of the considered method in this work, the search of the optimal membership functions is conducted for a fuzzy controller of the control system of a multi-purpose mobile robot designed to move along inclined and vertical ferromagnetic surfaces, with the implementation of this method based on 3 bioinspired evolutionary algorithms: genetic, artificial immune systems, biogeographic. In recent years, due to the intensive development of information technologies and computer hardware, bioinspired intelligent techniques of global search are quite promising for solving problems of synthesis and optimization of fuzzy systems, which include evolutionary and swarm methods, that simulate the processes of natural selection, as well as collective behavior of various groups of social animals, insects and microorganisms in nature. This paper is devoted to the development and study of a method of optimal membership functions search for fuzzy systems based on bioinspired evolutionary algorithms of global optimization. The obtained method allows finding the optimal membership functions of linguistic terms at solving the compromise problems of multicriteria structural optimization of various fuzzy systems in order to increase their efficiency, as well as to reduce the degree of complexity of further parametric optimization. In the proposed method for finding the global optimum of the problem being solved, the iterative procedures are carried out on the basis of combination of several different bioinspired evolutionary algorithms with subsequent analysis of the results obtained and the choice of the best variant of the membership function vector. The paper outlines the theoretical foundations and information model for the implementation of the computational step-by-step method for structural optimization of fuzzy systems, as well as presents various options for carrying out its search procedures. We have revealed conditions of existence and optimality of solutions of multicriteria problems of lexicographic optimization with an unbounded convex set of feasible solutions on the basis of applying properties of a recession cone of a convex feasible set, the cone which puts in order lexicographically a feasible set with respect to optimization criteria and local tent built at the boundary points of the feasible set. The properties of lexicographic optimal solutions are described. Received conditions and properties may be successfully used while developing algorithms for finding optimal solutions of mentioned problems of lexicographic optimization. An injective function is said a Fibonacci graceful labelling of a graph of a size , if it induces a bijective function on the set of edges , where by the rule , for any adjacent vertices A graph that allows such labelling is called Fibonacci graceful. In this paper, we introduce the concept of super Fibonacci graceful labelling, narrowing the set of vertex labels, i.e. Four types of problems to be studied are selected. In the problem of the first type, the following question is raised: is there a graph that allows a certain kind of labelling, and under what conditions does this take place? The problem of the second type is the problem of construction: it is necessary, for a given system of requirements for the graph, to construct (at least one) its labelling that would satisfy this system. The following two types of problems relate to enumeration problems: for a given graph, determine the number of different Fibonacci and / or super Fibonacci graceful labellings; build all the different labellings of a given kind. In this setting, the problem is explored and solved for the first time using a simulation tool. A mathematical model of the problem is built and an algorithm for its solution is developed. When building a mathematical model, the following parameters are taken into account: the number of types of products / services purchased; the number of enterprises that produce the required products; the need for products of a certain type; the cost of manufacturing a unit of production of each type at each enterprise; generalized indicator of quality of manufactured products of each type at each enterprise; index of identified comparative advantages in the manufacture of products j-th enterprise; the general budget of funds allocated for the purchase of products (financing the manufacture of products). The developed mathematical model makes it possible to find the optimal result of distribution of the required volume of orders (purchases) of each type of products at different enterprises (or at one enterprise), which provides the maximum offered level of product quality, and product purchase costs do not exceed the planned level. To illustrate the results of the developed algorithm, the example shows the search for the best option for purchasing products of four types (meeting a specific need) at each of the five companies offering these types of products. The proposed algorithm is of interest for practical application, makes it possible to determine the optimal portfolio of purchases of products (semi-finished products, parts), to solve the problem of optimal \"package\" purchases / orders.
