This paper aims to explore the enforcement of the integrity of the Ad Hoc Election organizers, especially at the sub-district level, namely the PPK (Sub-district Organizing Committee) in the implementation of the 2020 Sleman Regent and Deputy Regent Elections (Election). What are the efforts made by the KPU of Sleman Regency to enforce the integrity of the Ad Hoc election organizers. This research method uses the mix-method method (quantitative and descriptive qualitative). The findings of this study are, first, that there were no violations of the code of ethics, especially the integrity of the PPK during the implementation of the election stage. Second, the Sleman Regency KPU made several efforts to maintain the integrity of the PPK. Third, the integrity of the PPK is one of the factors that boost the public participation rate, which has increased from the 2015 election. Fourth, the PPK recruitment process has an important role in getting the PPK with integrity. It is intended to explore the practice of decision making in crises. The unit of analysis for this study is the highest officials, both executive and legislative, at the provincial and district levels, where it has been awarded as the best province in handling the COVID-19 pandemic. The total of respondents who completed the online questionnaire form were 45 percent of all DPRD members in the province and district; and 41 percent of provincial and district government officials. This study found new findings that executive leaders, rather than legislators, believed that pandemic-era decision-making was complex. The second new finding of this study is that the crisis has encouraged the emergence of transformational leadership. The last new finding is the consideration of the consequences of decision making that affect executive leaders in making decisions. Pinatih","doi":"10.15294/ipsr.v7i3.39336","DOIUrl":"https://doi.org/10.15294/ipsr.v7i3.39336","url":null,"abstract":"Balinese history records the existence of the puri as a center of power through a monarchy system led by a king (puri) from the early 10th century to the early 20th century. Puri in Bali also plays a role in various religious ceremonial rituals and traditional activities. The religious ideology of the puridoes not only play a role in the realm of religion, but has expanded into the cultural, social, economic and political realms. This study attempts to describe the relationship between the political religious of the puri and the community development program. The theory used to analyze is World Desecularization Theory and Patron-Client Theory. The research method used is a qualitative approach which is located in Gianyar Regency and is supported by data originating from books and journals. The results of the study found that the religious ideology of the puri had a positive relationship with the development progress of the community. Not infrequently regional development programs originate from these religious ideas. This research also explains the concept of puri political religios, in which religion in this case not only works to build an ideological ties, but more importantly religion is able to build social and economic ties for a society. Martini","doi":"10.15294/ipsr.v7i3.39748","DOIUrl":"https://doi.org/10.15294/ipsr.v7i3.39748","url":null,"abstract":"Starting in the second round of local election, participation of millenials has been increasing. The term refers to the young demographic cohort born between 1980 and 2002, known to have distinct characteristics to the previous generations. We gathered seventeen cases of elected millennial district heads between 2010 and 2017 and making an early observation of their impact on human capital development. Simplified difference-in-difference estimation method is applied using province average as the control group. Results show that following the winning of the millennial leaders there is a diverging trend of Human Development Index score at 0.03 and 0.07 in the first and second year, consecutively, before started converging around the third and fourth year. Lacking leadership skills and experiences, that may also be perpetrated by generational gap, are among the contributing factors to the problem. We further find that leaders not affiliated with political dynasty fare better. We check the robustness of our result using poverty data and further find that millennial leaders are also under-perform in combating poverty. This study uses a qualitative descriptive design. The research location is in Semarang City. The research focus includes incumbent capabilities in the regional head elections in 2020. The sampling techniques used are purposive sampling and snowball sampling. Research informants encompass the success team of candidate pairs and the people of Semarang City. Research data was collected through interviews, Focus Group Discussion (FGD), and documentation study. Data validity was tested using data triangulation and analyzed using interactive qualitative analysis techniques. The study results show that many groups have predicted the existence of a single candidate in the 2020 Semarang City Election. Considering the incumbent's achievements while serving as mayor of Semarang, a single candidate as a democratic anomaly is accepted as a natural thing. Some factors determine the incumbent’s victory—first, political capital. The incumbent's ability to bring the City of Semarang to win various awards creates a sense of satisfaction from the public and political parties for his leadership performance while in office. Second, ocial capital. Incumbents are very popular in Semarang City, so they have high electability. Third, the economic capital. The function of representation is a form of accountability of political parties to the public by absorbing aspirations, articulating and aggregating society's interests into laws, regulations, and policies, as well as overseeing the implementation of public policies. The function representation of political parties also includes forming and running an accountable and effective government, controlling corruption, and strengthening political stability. This study aims to analyze the causes of the governance function of representation and recruitment of the Golkar Party as a political party institution that has not optimally actualize good governance in the reform era. This study also formulates a governance model for the representation and recruitment functions of the Golkar Party, which can promote good governance. The research method uses mixed methods or mixed methods research (MMR), combining quantitative and qualitative approaches with exploratory sequential mixed methods models. The theoretical approach used is the political party representation theory of Bartolini Mair (2001), and Szymanek (2015), and the political party recruitment theory approach put forward by Pippa Norris (2006). The results showed that the governance of the function representation of the Golkar Party in the reform era did not function optimally because the function representation was still electoral, and the strong interests and presence of rent-seekers made the Golkar Party not autonomous, not free from oligarchy and corruption. The results showed that during the 2008 global crisis, the flight-to-quality phenomenon happened in Thailand where the correlation between stock returns and government bonds in that country became increasingly negative during the crisis period, indicating that there was a shift in investment from stocks to government bonds. This paper also aims to know the mediating role that perceived value of E-governance (PVG). This study was conducted in Thailand. Out of the total 292 respondents of this research, 112 were male and 180 respondents were females, which means that majority of the respondents were females.  Out of the total 292 respondents of this research, twenty-three of the respondents had completed their graduation, one hundred and thirty-six respondents had completed their post-graduation, one hundred and twenty-three respondents had completed their masters and ten respondents had other degrees.  Out of the total 292 respondents, 230 of the respondents were between the age of 21 to 30 years, 42 were in the age range of 31 to 40 years, 18 were between the age of 41 to 50 years, and lastly 2 were more than 50 years old in age.  The research showed that the impact of FC and SI is positive and significant on BIU. Whereas, TR, DO and TW have insignificant impact on BIU. The study also proposed that the mediating role of PVG is significant between FC, TW, TR and BIU is significant. {"title":"Network institutionalism in women’s political interests advocacy for gender-mainstreaming of development in Lampung, Indonesia","authors":"Ari Darmastuti","doi":"10.15294/ipsr.v7i2.38227","DOIUrl":"https://doi.org/10.15294/ipsr.v7i2.38227","url":null,"abstract":"Advancing women’s political interests is not an easy activity to do at least due to two factors.  First, women political representation is low both in national and local level.  Second, women’s political interests is yet acknowledged as  important subject compared to other more salient problems such as economic and political issues.  This paper aims to present a critical analysis of how women put forward their political interests in local level through local legislations.  I use mainly network institutionalism as my theoretical analytical tool. The consequences of such adaptations on the Indonesia’s nation-state narrative and liberal democratic norms have been under-researched however. This article argues that in democratic countries, such adaptations are likely to pave the way for the emergences of disinformation order and social media algorithmic trap. Within the specific context of Indonesia’s democracy, these disinformation order and social media algorithmic trap are likely to polarize political spheres and jeopardize not merely Indonesia’s united nation-state narrative, but also Indonesia’s liberal democratic norms that evolved since the post-reform era. To evaluate such propositions, this article adopts a desk study and selects Jakarta’s 2017 Gubernatorial Election as a study case. Learning from these desk study and study case, this article proposes the following arguments. To manage the consequences of disinformation order and social media algorithmic trap on politics and democracy, we need formulate new political communication and policy research agenda based on the following dictum: who get lost by what/whom in which channel/medium and with what effects.
