The discursiveness of identity is important because it helps with how ethnoreligious identity is constructed to become hegemonic in electoral politics. Using Laclau and Mouffe’s discourse theory, this study found three articulations constructing ethnoreligious identity in electoral politics to become hegemonic, namely first, the historical articulation of enemy and ally; secondly, the institutionalization of representation of ethnoreligious identity in candidate pairs; and third, the daily socio-political practices of political actors. Reflectively, even though the three articulations have different working logics, they are ultimately absorbed in the “nodal point,” namely the hegemony of ethnoreligious identity in electoral politics. This study aims to raise citizens’ critical awareness that the hegemony of ethnoreligious identity in electoral politics is not taken for granted but is a social construction. By gaining this awareness, the citizens are expected not to be trapped in the essentialism of identity in electoral politics. This study contributes to the discourse study of the hegemony of ethno-religious identity in electoral politics.","PeriodicalId":53373,"journal":{"name":"Politik Indonesia Indonesian Political Science Review","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135802768","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Democracy believes everyone has an equal right to participate in politics, and no one is left behind. The affirmative policy regarding women's participation in politics has been regulated in Article 65, paragraph (1) of Constitution No 12 of 2003, which mentions that at least 30% of parliament members should involve women as representatives. However, in reality, many cases show that women always become a second party with the privilege to participate in politics. Lembaga Gemawan is one of the local NGOs in West Kalimantan which focuses on women's empowerment, including political participation. This article discusses the role of the NGO (Lembaga Gemawan) in encouraging women's participation in local politics in West Kalimantan. This research used a descriptive qualitative method. The research results show that the Gemawan Institute has a positive role in encouraging women's participation in local politics in West Kalimantan through two strategies, 1) establishing empowered women's communities at the local level, such as the Mempawah Regency Women's Union (SPKM) and the Kayong Utara Regency Women's Union (SETARA); 2) organized a strategic course on winning women candidates at the provincial level by providing political education for women candidates.","PeriodicalId":53373,"journal":{"name":"Politik Indonesia Indonesian Political Science Review","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135802762","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Since the massive development of information and communication technology, research related to e-democracy is now a trend carried out by scholars. The article aims to evaluate the e-democracy research trend through bibliometric analysis techniques in two decades (2001-2020). This article uses a bibliometric analysis with applied VOSviewer to provide researchers with describing data and Gephy software to map network classification. Countries in Europe and the Americas dominate the research and implementation of the e-democracy system through a smaller approach, namely, e-government. This article found nine main clusters of 306 articles that have been coming from different countries, affiliates, and authors. This clusterization mapping was helpful for future researchers in developing and discussing their research on the study of e-democracy.","PeriodicalId":53373,"journal":{"name":"Politik Indonesia Indonesian Political Science Review","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135802770","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper aimed to describe how the truth regime is articulated by the subject of knowledge and a political agent, namely Ahmad Mustofa Bisri, in the 2015 NU Congress. At that moment, Gus Mus’ practice of articulating truth by refusing the position of ‘rais aam’ was political. This study questioned how the regime of truth was articulated amid the power contest at the 2015 NU Congress. This study argued that, amid the practice of contesting truth, at the same time, there is a politics of value and idea articulation carried out by an individual who occupies a position as part of the intellectual. It is at the political level of the articulation of truth that novelty is described in this study. This study produced truths using text and context-based discourse analysis methods, including: 1). dismissing ‘hubbud dunya’, 2). fostering ‘mind’ and ‘morality’, and 3). it is strengthening ‘legawing ati’ in dedication. In contrast, the above markers are marker moments that reinforcer the primary marker, namely the regime of zuhud, articulated by Gus Mus by self-regulation (subject position) as ‘ a student’ related to elements of discourse antagonism—the term of ‘kiai’ related to the position of rais aam.","PeriodicalId":53373,"journal":{"name":"Politik Indonesia Indonesian Political Science Review","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135802773","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The research was conducted on the population and civil registration services by looking at four aspects: an overview of the use of information technology-based applications used, public services performed, an overview of the bureaucracy and public policies, and explaining the factors that hinder the ineffectiveness of smart government. The method used is a qualitative research method. Data collection was carried out through interviews, document review, and observation. The results showed that implementing smart government at the Population and Civil Registry Office of West Lombok district from public service indicators needed to have been more effective. There still needs to be an increase in facilities and infrastructure, especially computers, scanners, adding internet networks in each service room. The policy aspect is also not practical because people are not aware of the policy's existence because many people do not have smartphones and do not understand technology. In addition, online socialization needs to be massively encouraged. Lack of budget from APBD funds resulting in limitations in buying facilities and infrastructure that support smart government.","PeriodicalId":53373,"journal":{"name":"Politik Indonesia Indonesian Political Science Review","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135802760","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Digital Indonesia 2022 data released by We Are Social with Kepios shows an increase of 1 percent or 2.1 million internet users in January 2022 compared to January 2021 with increasing diverse internet usage variations. Digital transformation not only occurs in urban but also in rural areas. BPS data shows that the growth of internet users in villages is greater than in cities in 2020. This changing habit from the community encourages the village government to transform services and village development through smart governance. This research aims to describe the role of smart governance in supporting the achievement of sustainable development goals. This research was conducted by descriptive analysis using various works of literature as data. Various data show that smart governance encourages the creation of a village digital database, which is then used in the planning and decision-making process. During a pandemic, smart governance supports population administration services through features and application development. The results of the analysis conclude that smart governance generally drives the 17 goals of the SDGs, but particularly propels the achievements of SDGs' goals 16 and 17.","PeriodicalId":53373,"journal":{"name":"Politik Indonesia Indonesian Political Science Review","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135802766","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The method used in this study is a qualitative method with data collection through interviews, questionnaires, and documentation studies. Previously, the author had conducted research on the 2009 legislative election and tried to develop research with the same theme in 2019. The results showed that voter preferences in the 2009 legislative election were influenced by the work program offered, giving a certain amount of money, candidate figures, relationship factors (candidates are friends, relatives, or from the same village as voters), political party preferences, religious/ideological similarity with legislative candidates, form of loyalty to legislative candidates. Political preferences in the 2019 legislative elections in Kudus Regency, however, were influenced by the vision, mission, work programs of legislative candidates, candidate figures, political parties, giving money, advertisements on social media, KPU websites, campaigns through banners and television, family influence, feeling/without being able to give reasons. There was also a shift in voter preferences between 2009 and 2019, namely the technological advances that influenced the development of political advertisements on several social media, internet, and KPU websites that were used by voters, especially novice voters in determining their political choices. ","PeriodicalId":53373,"journal":{"name":"Politik Indonesia Indonesian Political Science Review","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2022-12-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43327308","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Different from the most significant challenge during this implementation election common in the district of Pekalongan is the level of participation people tends to be low because of the condition of geography and topography different in the district Pekalongan. The results of this study conclude that first, with the high political participation of voters during the COVID-19 pandemic, the opportunity for people to come to the polling station is significant. However, the topography and geography of the region also have a significant influence because each region provides equal opportunities for voters to come to the polling station. Second, implementing the 2020 Pekalongan Regent and Deputy Regent Elections can be carried out safely and adequately with high voter political participation. High voter political participation was achieved by 77.75% and exceeded the national target. That is equal to 77.50%. So it is also higher than in the previous elections. The findings show that the local government of Pekalongan Regency is more innovative in increasing the political participation of its people. ","PeriodicalId":53373,"journal":{"name":"Politik Indonesia Indonesian Political Science Review","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2022-12-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"41784544","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
