The need for open government is becoming higher during Covid-19 pandemic. The government of Surakarta city also experienced this situation as part of minimizing the impact of Covid-19 spread, by utilizing social media. The purpose of this study measures the open government maturity in Surakarta City Government during the early stage of the Covid-19 pandemic. The output of this study could be useful to hinder the spread of misinformation and disinformation in the pandemic situation that may reoccur in the future. The finding of this study is also useful as an example case of the implementation of open government during critical times. This research design uses qualitative descriptive methods and the analysis will be based on the Open Government Implementation Model (OGIM), by matching the current performance of Surakarta city government with the stages on OGIM. The result indicated that during the Covid-19 pandemic, Surakarta City Government has reached stage four of OGIM. The pandemic does not hinder the Surakarta City Government in providing openness to the public. It supports e-government programs that aim to realize a good and clean governance. The explanation of this topic must have coherence between chapters. This research seeks to examine the coherence in formulating the document, starting from identifying constraints in the development progress and the problem statement process until the activity programs of digitalization of governmental management to realizethe Mayor or Regent’s visions and mission. The method used is descriptive qualitative. Data sources use the document of Middle-Term Region Development Planning (RPJMD) prepared by cities and regents in the province of Central Java. Data analysis uses an ex-Ante examination model, which verifies the coherence between the discussion on identifying constraints of development practices, the problem statement process, and the effort to realize visions and missions of the development. The result reveals that 85.72% of the document prepared by the cities and regents has already been coherent between chapters. Nevertheless, while research analyzes cohesive consistency between the topics and sub-topics, just 23.81% of documents prepared by cities and regents fulfill the requirements. Consistent with coherence in the digitalization of governmental management on either discussion and total score, the documents prepared by the Regent of Kebumen and the City of Semarang achieved the highest score. This necessitates the systematic integration of coastal communities through a scientific approach. This research elucidates the intricate interplay between social capital, apprehensions regarding Covid-19, and their combined influence on the determinants of community engagement. By means of an online survey, a cohort of 303 urban communities residing in the coastal regions of Palu-Donggala actively partook in this investigation. The outcomes of this study underscore the discernible impacts of both social capital and Covid-19-related concerns on the level of participation exhibited by coastal communities. The empirical insights gleaned from this study are poised to serve as a foundational resource for diverse stakeholders engaged in formulating interventions and policies aimed at augmenting community involvement within coastal enclaves. Since the enactment of affirmative policies both in elections and internal parties, the number of women in parliament has never met the 30% quota as expected. During the ten years from 2009 to 2019, the number of women in the House of Representatives (Dewan Perwakilan Rakyat, DPR) seats only ranged from 17-20 percent. This article examines the influence of political parties' characteristics on women's representation in the Indonesian parliament in the 2009-2019 period. This research uses four party characteristics by Sundström Stockemer as variables that will be analyzed through linear regression models. The research results show that the vote size variable is the only variable significantly influencing women's representation in parliament. The estimated trend of women's representation in parliament shows an increase in the upcoming 2024 elections. However, it is still far from the target of 30%. We examine two main variables in this study, vote buying and identity politics. Previous studies on electoral clientelism in Indonesia are mostly centered on its causes and mechanisms as an electoral strategy to garner electoral votes during an election. The socio-political contexts that follow the electoral dynamics are less explained. Initially, we assume that the intensive mobilization of identity politics that made the 2019 Indonesia election more explosive would decrease since voters would also solidify their voting preference into identity lines. However, through a post-election survey at the local level by selecting four districts (N=503), we find that vote buying emerges as a more robust variable in driving voters’ behavior rather than identity politics. Moreover, regional differentiation – land and coastal areas – also matter in this study where voters in the coastal regions are more likely to accept material inducements from candidates. Penelitian ini berupaya menggali perspektif kepala desa di Kabupaten Kebumen dalam menjalankan kepemimpinan publik dan mengetahui karakteristik kepemimpinan publik yang cocok untuk konteks desa. Penelitian ini menggunakan 3 (tiga) tipe kepemimpinan publik, yaitu: a) Kepemimpinan Transaksional; b) Kepemimpinan Transformasional; dan c) Kepemimpinan Kontekstual. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif. Terdapat 4 (empat) kepala desa yang digali perspektifnya, dimana pemilihan responden didasarkan pada teknik purposive sampling dengan mempertimbangkan representasi periodisasi menjabat dan gender. Temuan studi dalam penelitian ini menunjukkan bahwa tipe Kepemimpinan Transaksional digunakan untuk mempertahankan peran eksistensial negara dalam masyarakat. Sebaliknya, tipe Kepemimpinan Transformasional juga diterapkan dalam kepemimpinan publik sebagai alat bagi pemimpin publik untuk memenuhi tuntutan pelayanan publik kepada masyarakat. The method used in this research is descriptive qualitative. Data collection was carried out by means of in-depth interviews with various informants who were directly involved in the election of regional heads, election committees, election supervisors and voters. In addition, data collection was also carried out by tracing documents relevant to the research topic, both documents originating from the election committee and supervisors. From the research that has been done, it has been revealed that the voters in the regional head election which took place in Sumenep Regency, Indonesia in 2020 behaved pragmatically and permissively towards money politics. This was caused by the poor economic conditions of voters, during the Covid-19 pandemic. This pragmatic behavior also encourages their presence to choose a pair of candidates who give money. Thus, the level of voter turnout and participation in regional head elections is higher than before the Covid-19 pandemic. The method used in this study is a qualitative analysis of Robert N. Entman's framing model. The research object used is Anis Baswedan's Instagram account as a regional leader. This research was conducted at the start of the Covid-19 pandemic, from March to May 2020. Researchers collected all uploaded information on Anis Basedan's Instagram account and analyzed it using Robert N. Erman's four analytical knives, namely; Define Problems, Diagnose Causes, Make Moral Judgments, Treatment Recommendations. Based on the results of the framing analysis, Anis Baswedan's leadership communication during the Covid-19 pandemic 1) Define Problem, namely; Covid-19 transmission; The need for Health Facilities and Personnel; Social assistance; Covid-19 Education and Information; PSBB rules; Government Readiness. 2) Diagnose Causes namely; Spread of viruses; Community concern and increasing number of victims; Emergency Response and PSBB Violations; Appreciation of health workers; Economic Decline. 3) Make moral judgment: Government's responsibility; protect citizens; Cooperation and collaboration of all parties; Enforcement of discipline; Appreciation. 4) Treatment Recommendations namely; Discipline rules and health protocols; Limitation of activities, distribution of assistance; Information updates.
