The results of this research showed that Middle Eastern tourists  positively encouraged  tourism activities and economic development of local  community but  there was an  emergence  of social, political, and cultural problems such as  identity crisis .  Local  community  in  Cisarua as part of Indonesia  is  faced with the presence of a minority group namely Arab tourists who visit this  region  at certain times and demand  a  recognition of their identity. So that the  local community  in Cisarua  is  faced  with multicultural life because they touch and interact with values that are different from what they have. Empirically ,  from a political perspective, Middle Eastern tourists have encouraged the formation of identity politics and the issue of communitarian citizenship while local values are increasingly eroded. The problem of communitarian citizenship is reflected in the phenomenon of Arabic villages through the rise of Arabic writing in business, the dominance of Arabic culture, Arabic food, and so on. The thick Middle Eastern cultur e  in tourist areas becomes a problem when dealing with local culture and nationalism as  a challenge for a sovereign nation . This is marked by the frequent use of religious issues in the political contestations such as the 2017 DKI Jakarta Gubernatorial election and the 2019 Presidential election. In the DKI election, certain Islamic groups demanded Basuki Tjahaya Purnama, who from the double minority group, as a subject due to blasphemy issue. However, in 2019 Presidential election which Joko Widodo and Prabowo Subianto rematched for the second candidacy, religious issues were also raising. Political contestation continued despite the fact  that the two presidential candidates are Muslim . This interesting fact certainly raises the question of the phenomenon of national politics which leads not only to the strengthening of Islamic identity politics  but also the identity politics between Islamic groups in Indonesia. Based on field studies, literatures and interviews, this study will discuss the construction process of the identity politics of Islamic groups against social and political reality nowadays, moreover in the 2019 Presidential Election. Minangkabau women have 2 identities, in adat (matrilineal system) women  have rights  that are  equal to men in decision making , while in religion (patrilineal system), women are not one of the main elements in decision making . In  citizenship,  community still applies  a patriarchal culture that is rooted and dominates. These two identities have a major influence on the political representation of Minangkabau women, where identity politics and citizenship  are  attempt s  to understand the relationship of these two concepts to the involvement of Minangkabau women in political representation in each election. The  research used a qualitative method  with individual analysis.  This  research was conducted in West Sumatra Province. The presence of a mining business in  a region  is dilemmatic. On one hand, it can be a blessing because regions need investment in order to boost regional income because companies can provide royalties to the government that grants permits, both to the  regional  government ,  provincial government,  and  district/city government. This is not to mention various taxes such as land rent, buildings, and other taxes. However, in terms of equality, especially  in  local  community ,  a  mining  company  discriminates and acts unfairly . The community  stated that the mining  company  had no  impact on welfare .  The second  dilemma is  implicated in more inclusive development  to reduce  inequalities in the context of democracy . So far,  studies on mining have been carried out by scientists from various perspectives such as mining, mining and investment governance, social conflicts in the mining sector, the impact of the mining sector on environmental damage, natural wealth  in the mining sector, natural resources curse, and  political economy of mining sector .  Based on v arious studies above,  scientists have not much attention to the dynamic aspects between mining management and the enforcement of citizenship rights. In this study,  researchers formulated the government strategy in political education  as an effort to increase public participation in realizing a democratic system  in  Semarang  City .  This  research used a  descriptive qualitative  method . This research  was conducted in Semarang  City ,  Central Java. The implementation of a political education by the Semarang City government has not been  maximized . Based on  the results of the research, the provision of information for the implementation of public political participation, especially the young age  group has not  been running optimally. Second, the Media (political parties) as an aggregation of the public interests, must be more active in building communication systems, one of which is  by  gathering public  aspirations in public consultation forums. The results showed that: a) education from parents; b) the role of religious groups; c) the desire to overcome the problems that exist in society are the reasons for Sundanese Muslim Women Politicians to join political parties. In addition, their aim to become politicians is to become a mediator of communication between the community and the legislature and furthermore  to  be able to play an active  role in making pro-women policies. The novelty of this research is that Sundanese Muslim women position themselves as subordinate, not to be ordinate.  Another result of  the  research  showed  the motive s . There  are  two  motives of Sundanese Muslim women politicians involved in politics, namely  the “b ecause of ” motive  and  the “ In order to ” motive . The political communication of  Sundanese Muslim Women Politicians  in West Java, especially when interacting with political party colleagues is interpreted as a process of building interpersonal relations. Women's electability has increased in the four election periods (2004, 2009, 2014, 2019) in Southeast Sulawesi.  The interesting thing  on the  results of the 2014 election  found that eight of the nine elected women legislators are the wives of four active regents, three former regents, and the governor during the election process. They are the 'new face' in the politics and previously have never become a legislative member, except become the Chair of the Dharma Wanita who are accompanying their husbands as regional heads.  T he reasons  for  women's electability in the legislative underlie this research . Through a qualitative approach, this study found that the power resources were owned by their families (money and bureaucracy) and personal abilities were also the factors of choice. In the context of Southeast Sulawesi, this study found a change in the vote mobilization strategies. Ethnic mobilization (locality) that characterized the local politics of Southeast Sulawesi had  a  smaller impact on the election, whereas money politics (economic resource) and bureaucratic politicization (normative) had a strong impact on the voters. Samudro","doi":"10.15294/IPSR.V4I2.18767","DOIUrl":"https://doi.org/10.15294/IPSR.V4I2.18767","url":null,"abstract":"This study discusses the policy implementation by Indonesia regarding the sinking of illegal fishing vessels towards Indonesia's bilateral relations with Malaysia, especially those that occurred in Tarakan and Nunukan. Many losses from illegal fishing by neighboring countries made the President of Indonesia, through the Ministry of Maritime Affairs and Fisheries, took a firm stance regarding the rules of ship sinking to the accused ships that have been proven doing illegal fishing in the Indonesian sea. The Ministry of Maritime Affairs and Fisheries together with relevant agencies helped implement the policy which had an impact on the relationship between Indonesia and Malaysia. In this case, Malaysia is still in third place after Vietnam and the Philippines in the data on the number of vessels destroyed by the Indonesia. Malaysia is also the country with the fifth largest fish commodity production in Southeast Asia whereas fish consumption in Malaysia is ranked first in the region. Thus, the country faces obstacles in fulfilling the need for fish faced with Indonesian policies in addressing illegal fishing arrests by foreign countries. By qualitative methods, this research reveals the background of the existence and implementation of policies for the sinking of illegal fishing vessels and the impact of these policies on the Malaysian state. International system pressure, state power and other theories were used to help carry out this research. As a result, this study provides an overview of the relationship between Indonesia and Malaysia after the enactment of the policy. First, the Malaysian increase their fish trade and sea safeguard with Indonesia, both in the designated sea area and the gray area. Second, the government of Malaysia adopted the sinking ships method due to its mechanism that is considered effective and efficient in creating detterence effect. Would the media also change accordingly and automatically become free after the regime’s change? Furthermore, what are the forces within and outside the media that influence these changes? This paper aims to review the exiting literatures in the post authoritarian Latin America and Southeast Asia to answer the questions. As a method, this study conducts a critical literature review. This study found that there is agreement among scholars that regime’s change didn’t automatically lead to more free reporting. However, debate is going on about what factors influence the degree of change or continuity with regard to media freedom in post-authoritarian settings. In this regard, scholars have been divided to a theoretical dichotomy. In one hand, there are groups of scholars who believe that political economy factors are the main factors that influence degrees of media freedom. In another hand, there are scholars who believe that cultural factors are more influential.
