The author argues for the relevance and significance of the research topic. A brief description of the current situation of the sectors of the Russian industry is given, the vector of measures of state support for industrial enterprises at the current stage is being specified. The thesis is formulated that due to the uncertainty of the country's economic development prospects due to geopolitical imbalances, and therefore the degree of impact of environmental factors on the domestic producer, there is a need to strengthen and/or improve the mechanism for assessing (audit) the effectiveness of existing state support measures for industrial enterprises. We are considering an alternative to integrating the element (s) of a risk-oriented approach to solve key tasks in this direction. The objectives of the study are to analyze the use and reproduction of fixed assets; to determine the sources of their renewal. The hypothesis of the study is that it should be expected that the reproduction and involvement of fixed assets in the economic turnover will favorably affect the financial condition of the organization. The article lists the main factors of increasing the efficiency of reproduction of fixed assets of construction organizations. At the same time, the state acts as a subject, and the national economy acts as an object of managerial interaction. The processes of deglobalization, exacerbation of crisis phenomena in the world economy and international relations determine the importance of a clear understanding and responsible adherence to national interests in state regulation of the economy. The author's interpretation of the essence of national interests in the economy and the specifics of the implementation of the strategic course for their implementation are presented. The key conditions for the convergence of the economic interests of the state and business are considered. The characteristic of the instruments of state regulation of managerial relations is given, assuming both consideration of external environmental factors and the need to improve the existing economic and managerial model. In this regard, the purpose of this study is, firstly, to establish the reasons for the stability of the relatively negative trend, according to legal statistics, and secondly, to identify the fundamental link, by reforming which it is possible to qualitatively increase the effectiveness of the entire complex of anti-corruption measures. It seems that this problem, accordingly, the task to be solved is not in the sphere of combating the facts (consequences) of corruption, but in the organizational mechanisms of preventive prevention of corruption, initially embedded in the structural and functional organization of the public service in all its forms. Corruption is an anomaly of the public service, therefore, its deep foundations should be sought in the structural and functional organization of the public service itself, and not after the fact beyond its borders. The conceptualization of such competencies seems relevant due to the unfolding global process of digitalization of the economy and management, legislative gaps in this field, the need for the effective implementation of national projects and government programs in modern conditions, as well as the objective need to establish clear requirements for the quality of training and the effectiveness of the functioning of civil servants. Digital competencies are considered in the context of the general concept of competencies as a set of knowledge and skills of an employee, which are refracted through value orientations, personal experience and attitudes. It shows the increasing importance of competencies as the results of life-long education in the era of digitalization, when knowledge rapidly becomes obsolete. The concept of digital literacy is considered as the basis for the formation of digital competencies. An analysis of the most popular competences models of present-day specialists is presented, in which digital transformation of management and the economy is pointed out. It is shown that the emphasis on the leadership of a civil servant in the process of digital transformation does not exhaust all aspects of their activity, involving interaction with modern ‘digitalized’ social institutions. In this regard, based on the systematization of digital competencies of civil servants, three new models are proposed. These models do not cover a complete list of competencies, but highlight important aspects of performance: 1) a role-based personal-oriented model linked to terminal values; 2) a concentric personal-professional model that emphasizes the importance of leadership skills of a servant in transforming his/her ‘the near’ and ‘the far’ environment; and 3) a problem-oriented model built on the induction from typical problems associated with digitalization to their solution through implementation of relevant competencies.
