It is already one of the leading players in the international arena. It should be noted that the BRICS is not an association «against someone». It is noted that Russia offers the BRICS countries to jointly create a specialized module that would be part of the Russian orbital station. Resource sharing, digital development and cultural exchange are carried out within the framework of BRICS. The issues of international corridors, the gas chemical cluster and green energy, cooperation between friendship cities and local authorities of the BRICS countries are discussed. It is concluded that the most ambitious geopolitical event of this era is the explosive growth in the number of BRICS members and even more potential members of this organization. The powers of the highest institutions of state power – the President of the Russian Federation and the Government of the Russian Federation – are considered from the perspective of state discipline. The constitutional principle of harmonization of mutual relations at the federal level and at the level of Russian regions is touched upon. Possession of the constitutional legal apparatus is presented as a condition for preventing cases of discrepancies and conflicts in legislative acts or departmental regulatory legal acts. \u0000The directions of development and improvement of regulatory segments that require a new scientific and legal rethinking and revision in the course of further legal work in the field of regulation are presented.","PeriodicalId":518098,"journal":{"name":"LAW. The connection between the interaction of EMERCOM of Russia with mass media and the formation of the positive image of emergency officials of EMERCOM of Russia is also shown. Legal monitoring of the organization of interaction of EMERCOM of Russia and mass media was carried out. The author comes to the conclusion that without proper legal regulation the achieving of the identified aims may involve additional difficulties. The proposed changes are primarily of a departmental nature. At the level of orders of EMERCOM of Russia the procedure and powers of specific officials for interaction with mass media and, accordingly, the formation of the positive image of emergency officials of EMERCOM of Russia are regulated.","PeriodicalId":518098,"journal":{"name":"LAW. The article highlights the adopted model laws of the CSTO and recommendations on the harmonization of legislation of the CSTO member states in various areas: collective security and peacekeeping potential of the CSTO, information security and digital sovereignty, prevention and elimination of consequences of emergency situations. It is concluded that the new priorities of the CSTO Parliamentary Assembly are the legal regulation of economic and biomedical security, the use of artificial intelligence, security in cyberspace and in the context of digitalization. Ensuring electoral sovereignty and political stability in the CSTO member states in the face of attempts to delegitimize elections, as well as countering the spread of nazism and its manifestations, are becoming important areas.","PeriodicalId":518098,"journal":{"name":"LAW. Data on the number of suspended criminal cases \u0000on fires, solved criminal cases on fires, the amount of property damage in fire cases in 2023 are shown. The corresponding norms of the Constitution of the RSFSR of 1918, the Constitution of the RSFSR of 1925, the Constitution of the RSFSR of 1978, the Constitution \u0000of the Russian Federation – Russia are analyzed in comparison, including in comparison with similar norms of the Constitution of the Russian Federation. \u0000The considered constitutions as the main normative legal acts of the state allowed us to conclude that the rights and freedoms of man and citizen were legislated in 1918, in the first Soviet Constitution. Subsequently, with the development of the state and society, the volume of human and civil rights and freedoms in Russia increased. The Constitution of the Russian Federation, adopted by popular vote on December 12, 1993, contains the largest number of such rights and freedoms, which, taking into account modern federal legislation, complies with generally recognized norms of international law.","PeriodicalId":518098,"journal":{"name":"LAW. It is noted that the legal concept «Arctic zone of the Russian Federation» has no legal significance for the regulation of the provision of guarantees and compensation. The study systematized the «northern» legal incentives provided for by law, conducted their comparative legal analysis for various categories of rescuers and firefighters. It has been established that the differentiation of measures of additional social protection of these categories is not always due to the difference in the functions and tasks of individual structures of EMERCOM of Russia.
