However, the burden of proof remains high as some resource-rich countries experience rapid economic growth. This study examines how Nigeria's strategy for governance and management of revenue proceeds from petroleum resources has helped sustain rent-seeking behavior, the resource curse phenomenon, and under-development of the country. Using the theory of new institutionalism and a process-tracing method, the article argues that political and historical dynamics in establishing legislation for governance and management of oil and gas revenues engendered path-dependent rent-seeking practices sustained by selfish political elites. The resource curse is not universal or inevitable in resource-rich countries, but largely a product of institutionalization and sustenance of initial unhealthy practices. We recommend that recognizing the need for savings, stabilization, and investment, and setting clear fiscal rules to check excessive political discretion will reduce rent seeking and the resource curse in Nigeria and elsewhere.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Ali, Hamid E., and Shahjahan Bhuiyan. 2022. “Governance, Natural Resources Rent, and Infrastructure Development: Evidence from the Middle East and North Africa.” Politics & Policy 50(2): 408–40. https://doi.org/10.1111/polp.12451.
\u0000 \u0000
Ikeanyibe, Okechukwu M. 2018. “Bureaucratic Politics and the Implementation of Liberalization Reforms in Nigeria: A Study of the Unbundling and Reorganization of the Nigerian National Petroleum Corporation.” Politics & Policy 46(2): 263–94. https://doi.org/10.1111/polp.12249.
\u0000 \u0000
Mähler, Annegret. 2011. “Oil in Venezuela: Triggering Conflicts or Ensuring Stability? However, much remains unclear regarding the origins of these perceptions. Why are some individuals and societies more prone to perceive women as less corrupt than men? We present the first cross-country examination of these questions utilizing data from the latest wave of the World Values Survey, covering a total of 49 countries. Our results suggest that both perceived riskiness of corruption and attitude toward gender equality, in addition to the overall level of gender inequality in society, matter in explaining a stronger belief in gender differences in corruptness. However, the positive association between a higher perceived riskiness and the perception that women are less corrupt is mostly limited to societies with high levels of corruption and gender inequality.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Caillier, James. 2010. “Citizen Trust, Political Corruption, and Voting Behavior: Connecting the Dots.” Politics & Policy 38(5): 1015–35. https://doi.org/10.1111/j.1747-1346.2010.00267.
\u0000 \u0000
Malmberg, Fredrik G., and Henrik Serup Christensen. 2021. “Voting Women, Protesting Men: A Multilevel Analysis of Corruption, Gender, and Political Participation.” Politics & Policy 49(1): 126–61. https://doi.org/10.1111/polp.12393.
\u0000 \u0000
Tusalem, Rollin F. 2022. “Does Gendered Representation in National Legislatures Promote Substantive Representation and Human Development? Previous research has typically used non-spatial survey data to understand marijuana legalization voting patterns. However, voting behavior can, in part, be shaped by geographic context, or place, which is unaccounted for in aspatial survey data. We use multiscale geographically weighted regression to analyze how place shaped Proposition 207 voting behavior, independently of demographic variations across space. We find significant spatial variability in the sensitivity of voting for Proposition 207 to changes in several of the predictor variables of opposition and support for recreational marijuana legalization. We argue that local statistical modeling approaches provide a more in-depth understanding of ballot measure voting behavior than the current use of global models.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Branton, Regina, and Ronald J. We rely on a national Internet-based survey experiment conducted prior to the 2020 election to assess the effectiveness of both messages on citizens' support for a hypothetical proposal to postpone the presidential election. The results suggest that respondents were more likely to support postponement if they received a fake news message that fraud is common. Subsequently, the heterogeneous choice models approach was used for the estimations. The results show that urbanization and civil conflict increase food insecurity. The parallel line probability hypothesis results specifically show that a one-unit increase in urban growth rate increases the probability of belonging to a high-risk food insecurity category by more than .6 times. Furthermore, the results show that the impacts of urbanization on food insecurity are modulated by civil conflicts in Africa leading to the net effect of .692. This corresponds to the policy threshold of 2.315 when the net positive effect is canceled out. Therefore, this study strongly recommends the need for African economies to develop urban agriculture while controlling the pace of urbanization in order to reduce food insecurity and avoid possible civil wars.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Asare-Nuamah, Peter, Anthony Amoah, and Simplice A. Comparing recent institutional trends in public health-care financing in three federal countries—Canada, the United States, and Mexico—this article explores the political struggles over fiscal federalism in health care related to both vertical and horizontal imbalances that can generate regional tensions and pit subnational governments against one another and, especially, against the national government. Grounded in a historical institutionalist perspective, the article shows how different institutional legacies shape current conflicts over federal health-care funding in these three highly dissimilar federal countries. Such an analysis stresses the role of policy feedback in social politics and the enduring “varieties of federalism” in North American public health-care funding. More specifically, the article shows how the distinct nature of policy feedback effects in the United States, Mexico, and Canada helps explain why the two former countries recently witnessed major changes in intergovernmental relations over fiscal federalism for health care while the latter did not.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Bode, Ingo, and Jorge E. We found substantive country differences, despite regime similarities and the considerable level of gender equality norms and policy diffusion within the Nordic region. Whereas Swedish reports address gender differences in school performance and behavior equipped with radical feminist perspectives and theories of patriarchal oppression, Norwegian reports largely avoid explicit references to feminist theory and include analyses of the unfair burdens of boys in school and society. It debates how the concept of privacy is grounded on the distinction between public and private, a spatial metaphor no longer applicable in the face of the ubiquity of information and communication technologies. Hence, there is a premise stating the personal is increasingly more political nowadays, due to the phenomenon of surveillance capitalism. To anchor the theoretical debate in an empirically informed discussion, the work analyzes discourses about digital rights used in the main sessions of the Internet Governance Forum. The goal is to map the main Forum controversies about digital rights and their relation with contemporary democracies. Using a combined methodology based on both quantitative and qualitative data from the main sessions of the event, the analysis starts from a survey of the recurrence keywords related to the research; privacy, rights, surveillance, and freedom. From these results, a qualitative analysis of the discourses mobilized in these activities is conducted. The outcomes of the empirical analysis are then discussed from examples of technology regulation in the United States and the European Union. Among the main conclusions of the work, the emphasis lies on the need for transparency and accountability of the artificial intelligence algorithms.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Glen, Carol M. 2021. “Norm Entrepreneurship in Global Cybersecurity.” Politics & Policy 49(5): 1121–45. https://doi.org/10.1111/polp.12430.
\u0000 \u0000
Robles, Pedro, and Daniel J. They cover machine learning techniques and policy agenda trade-offs (Sohn, 2023), comparative analysis of policy responses to the pandemic (Kasseeah & Opp, 2023), education for Rohingya refugees in Bangladesh (Prodip, 2023), environmental policies and outcomes in 37 countries (Duit et al., 2023), minority faith and environmental justice (Al-Kohlani et al., 2023), as well as religious lobbying and policy influence regarding attitudes toward same-sex marriage (Gover, 2023). In addition, Dzhurova (2023) unpacks Agamben's notion of homo sacer to show how it facilitates interpretations of the “alien” metaphor as it applies to the ultimately failed 2001 US DREAM Act. Al Aloosy's (2023) contribution discusses the ideological disunity and converging interests of Iraq's political elites and the impact these have had on recent elections and political legitimacy in Iraq. Joo et al. (2023) explore the divergence of emissions trading schemes (ETSs) in South Korea and the European Union. And finally, Hiroi and Schober (2023) analyze the links between corruption, patronage, and avertable child deaths in developing countries.

We hope you enjoy these excellent articles and, as always, encourage your future submissions to P&P.

As is customary at this time of year, the editors of Politics & Policy, Dr. David Mena Alemán and Dr. Emma R.
