Based on the fiscal environmental protection expenditure data of 31 provinces in China from 2013 to 2022, the article constructs a DEA-BCC model to measure the efficiency of fiscal environmental protection expenditure in each region. It further constructs a restricted dependent variable Tobit model to empirically test the influencing factors, and proposes to improve fiscal environmental protection expenditure. After conducting online surveys and offline interviews, we utilized a quantities method with the PLS-SEM tool to examine the potential findings. This study’s respondents were employees selected randomly from information technology enterprises in Vietnam; the final data set included 529 responses. The findings demonstrate that the organizational climate has a favorable link with knowledge-sharing behavior, whereas the remaining organizational factors, namely formalization and centralization, have a negative influence. Besides, this study found that knowledge-sharing intention plays a mediating role in these relationships. From the perspective of the Civil Law, which fully respects the concept of private law autonomy, and from the perspective of assuming the validity of a contract as a prerequisite for the application of the law in practice, a contract that violates the mandatory provisions of public law shall, in principle, be presumed to be valid. In view of the frequent toll evasion phenomenon, this article discusses the qualitative issues of toll evasion behavior by combining cases, so as to resolve practical and theoretical disputes. The issue of behavioral crime and non-crime was discussed from the aspects of modesty and criminal illegality of criminal law, and finally it was determined that it constituted a crime. At the same time, we strictly compare the constituent elements of each crime, explore the legal interests protected behind them, and gain insight into the substantive purpose of setting up the crime, so as to correctly distinguish this crime from other crimes. It is also necessary to balance the relationship between punishing crimes and protecting human rights, and when multiple crimes are established, discuss the number of crimes and make an accurate evaluation of the crime. At present, the new construction land that can be developed is very scarce, shifted the city into the secondary urbanization stage with the development of stock land as the main factor. As the main source of Shenzhen's stock land, urban village land is of great significance to the construction planning of the integration of industry and city. However, a large number of urban village land managed by community joint-stock cooperative companies involves historical issues, illegal and inefficient use, complicating the secondary development of Shenzhen's stock land. The application of the Theory of Urban Land Value-added Income Distribution reveals a decreasing number of urban village projects meeting the threshold for Urban Renewal. Simultaneously, the commercial return rate of Land Preparation and Interest Coordination is declining, posing challenges to the large-scale continuous transformation of urban villages in Shenzhen. In order to solve the dilemma of urban village reconstruction caused by the complex Dual Land Structure in Shenzhen, based on the analysis of Urban Renewal and Land Preparation Theory, this paper innovatively proposes the mode of \"Industrial Preparation + Urban Renewal\", which is consistent with the planning basis of the integration of industry and city in Shenzhen. Through the project of \"Longhua Meiguan Innovation Corridor Industrial Block\", this paper analyses in detail how to coordinate and promote Industrial Preparation and Urban Renewal, how to simplify the process of dealing with the historical issues of land on the basis of respecting historical objective facts, and how to optimize the transformation process to realize the decentralization in the theory and practice of continuous transformation of villages in cities.
