The sports industry belongs to the complex objects of general welfare, since some of its aspects face a number of serious problems and crisis phenomena. Hockey requires significant investments from those who are engaged in it due to low level of state funding. Strategic entrepreneurship can improve all aspects of the hockey industry development, but it requires complex theoretical and applied measures. The purpose of the study is to substantiate the need to introduce strategic entrepreneurship into the hockey industry. The main objective is to systematize approaches to the development of strategic entrepreneurship and to substantiate its significance for the hockey development. The study uses general scientific methods, such as collection, processing and generalization of information, analysis and synthesis, induction and deduction. The main results of the study are theoretical. The author proposes recommendations that justify the need to implement strategic entrepreneurship in the sports industry as a whole, as well as in the hockey industry in particular.","PeriodicalId":503169,"journal":{"name":"Bulletin of Kemerovo State University. The aim is to develop a concept of financial control taking into account the identified problematic factors and ensure the possibility of improving the financial control system in the context of professional participants representing the subjective side of the financial market. The methodological novelty of the author’s approach lies in the research algorithm. It includes creating the state financial control concept for the securities market professional participants’ activities based on the analysis of scientific literature, the definition of characteristic problems in the state financial control, the disclosure of the structure of its improvement concept by creating indicators for monitoring and formulating proposals for implementing the recommended measures. The financial control procedure ensures the activities’ legality, the implementation of the current regulatory framework for conducting transactions of financial resources, the openness and accessibility of financial transaction mechanisms. Currently, there are organizational and regulatory gaps that directly affect the financial control procedure, caused by, among other things, digital solutions, the introduction of the digital ruble and a number of other transformations. The subject of the study is a set of theoretical and applied principles for evaluating the effectiveness of economic entity’s business processes based on a system of certain indicators. The purpose of the study is to develop a methodology for evaluating the effectiveness of enterprise’s business processes based on the SMART approach. The authors present their vision of the groups of indicators that can be used to determine the effectiveness of business processes. The study uses a SMART approach to setting goals, which helps to correctly formulate the desired result and provides an understanding of the direction. The authors propose an approach to evaluating the business processes’ effectiveness based on six criteria: process efficiency, efficiency of providing the necessary resources, product cost, resource productivity, length of one technological cycle, adaptability of the process. The labor market is changing, informal practices are spreading, new forms of employment are emerging, the number of villagers who do not want or are unaccustomed to work is growing, etc. The article aims at identifying labor practices among the unemployed population of remote territories using the example of Khakassia. Geographical remoteness is an additional factor limiting the possibilities of rural population labor behavior. The study was conducted based on a sociological survey of region’s remote areas residents (n = 404). The article compares the groups of villagers who are unemployed for different periods. The socio-demographic composition of these groups, as well as the strategies of their work behavior, differ. The first group of respondents, those who did not work for up to a year, can be considered frictionally unemployed. Most of them are able-bodied people living in large villages with a relatively high level of prosperity and focused on various labor strategies. The second group, people who did not work for several years, is quite diverse in its composition and represents almost all segments of the rural population. The respondents of this group are engaged in personal subsidiary farming, which serves as an alternative to formal employment. The third group consists of women of reproductive age who have never worked. They do not aim at finding work or other forms of self-employment, since their main activities are household management and childcare. Casual earnings (extra money made on the side) and fishing activities are common among the unemployed population, but the income from such activities is low and unstable. In general, the labor practices of the remote territories’ unemployed population depend on various factors, but the personal motivation of the villagers, which determines the strategy of their labor behavior, has the greatest influence.","PeriodicalId":503169,"journal":{"name":"Bulletin of Kemerovo State University. The article forms a comprehensive understanding of the trends in the IT specialists’ labor market development in the context of the digital economy transformation and trends’ interaction with educational institutions through the acquisition of new professional competencies. To determine the relevance of the topic and identify key objectives, the authors performed a multidimensional bibliometric analysis of publication activity using six basic terms and their combinations. The article presents a statistical review of the IT personnel number in the world and Russia, the changes in the employment forms and the requirements for professional competencies in accordance with the Industry 4.0 paradigm, and confirms the hypothesis of insufficient flexibility and adaptability of the higher education system in terms of requests for a new type of IT specialists. The authors confirm the necessity for transforming the labor market and adapting to new realities on the part of both IT companies and specialists in the field. The article analyses legislative, regulatory, organizational documents and statistical data at the federal, regional and departmental levels. The authors perform analysis of healthcare statistical indicators in the Siberian Federal District and its subjects in dynamics; OTSW analysis on the strategizing methodology; comparative analysis of long-term healthcare development goals. The expediency of applying strategic planning and management in the transition to patient-oriented medicine is established; interrelations between strategies of different levels are discovered; region’s strategic objectives for the healthcare sector transformation and the conditions for their implementation effectiveness are defined. The authors consider possibilities of implementing a strategy for the patient-oriented medicine development in Kuzbass on the basis of region’s strengths, identify the threats and risks of not achieving strategic objectives and formulate the proposals for their reduction. In addition to information-psychological impact, it is possible to form the mobilization potential of children and adolescents through social networks. The research considers the types of social networks communities capable of having a destructive impact on children and adolescents, as well as technologies for involving children and adolescents in these communities. Under these conditions, there is a serious drop in the socio-economic sphere of the Kyrgyz Republic, which determines the relevance of studying the topic. The article shows the conditions and trends of socio-economic development of the Kyrgyz Republic’s regions and the features of its socio-economic development for 2010–2023. The issues of uneven regional development are discussed, in particular, the problems of regional economic policy in the context of modern challenges such as the geopolitical situation and digitalization processes, as well as the peculiarities of the trade relations formation are identified. The aim is to identify the key problems of regional development in the Kyrgyz Republic. The author conducts research of statistical material and publications of domestic and foreign scientists using the methods of analysis, synthesis, and induction. The study proposes measures to stabilize the situation in the region and the direction of economic policy in the new conditions of world economy. The most important measure is effort to increase the investments attraction in key sectors of the economy. Labor potential is considered as the ability of human resources to increase their labor productivity by addressing hidden reserves, existence of which depends on internal and external factors. The authors present the results of a construction industry enterprise’s personnel survey. The employees assessed the organization of the labor process, the relationship between the team and departments, their own labor potential, as well as other aspects of their work. The results aim at determining the possible motives of employees to create a staff incentive system. Along with the motives of the staff, the incentive system should take into account the amount of possible labor productivity increase. Thus, it will correspond to the interests of both employees and the enterprise. The study proposes a methodology for assessing the personnel labor potential based on determining the strengths and weaknesses of the studied indicators.
