A significant strengthening of the Eurosceptic political camp in Estonia, destabilizing the Euro-optimistic reputation carefully formed since the country regained its independence in 1991, leads to the formation of a negative foreign policy image of Estonia both in Brussels and inside the state. The study examines the image policy of Estonia in the European Union. The purpose of the article is to study the transformation of Estonia’s foreign policy image as a European Union member during the strengthening of hard Euroscepticism in this state. The problems of Estonia’s image in Brussels are becoming increasingly relevant due to the presence of Eurosceptic Conservative People’s Party of Estonia in the government coalition in 2019–2021. A system-functional approach has been used to study Estonia’s foreign policy image as an integral system, which consists of a number of interconnected elements. The research uses the scientific method of system analysis, comparative method, which allowed to compare the foreign policy image of Estonia at different chronological stages; genetic method, which helped to investigate the genesis of the Estonia’s foreign policy image, reveal its content and show the stages of its transformation; case study method, which allowed to explore a self-sufficient and unique Estonian case. The research is based on the theory of image in international relations. In order to identify the elements that influence the formation of the modern foreign policy image of Estonia, the author uses the method of content analysis. As a result of Eurosceptics’ presence in the government coalition the positive image of the country in European Union underwent significant erosion and partial destruction.","PeriodicalId":503169,"journal":{"name":"Bulletin of Kemerovo State University. The purpose of the article is to analyze the background and features of the Spanish social policy. To study the development of the Spanish welfare state, the article uses the comparative historical approach and the analysis of institutions, legal documents and statistical data. The experience of Spain and other countries is compared, approaches to the typology of social policy are considered, economic factors and transformations of support measures and principles of redistribution are analyzed. Despite the fact that some trends manifested in Spain earlier than in other countries, the Spanish welfare state formed relatively late. The country has developed a unique configuration of social support, combining the German logic of a corporatist approach with a British universalist one. International student mobility impacts different aspects of global society, including socioeconomic, political, and cultural environment, science, and technology. In order to compete in the global educational environment and attract international students, Russia has been offering a wide range of programs where the English is the language of instruction. This paper offers a descriptive research and uses a systematic approach to analyze monetary gains of Russia brought in by international students. The research uses secondary data provided by official international organizations. The results show that 64.5% of the international students who studied full-time in Russian universities in academic year 2017 / 2018 were self-financed. Among the top 6 destination countries for international students, Russia spends the lowest percentage of GDP on education, has the lowest economic contribution of international students to GDP and total economic contribution of international students. International students in Russia spent around $637.5 million on tuition and $1,632.7 million on household expenses during the period of study. The study is devoted to the current policies in the Middle East, in the ethnogeographic area of Kurdistan. The study researches numerous parties (political entities) of the Kurds of Iraq, Syria and Turkey, considers the events that took place in Kurdistan in 2022 and 2023. The central government of Iraq receives new levers of pressure on the leadership of the Kurdish Autonomy. At the same time, the Turkish leadership refuses to resume oil exports. Although the government of Recep Tayyip Erdoğan pursues its own goals, in this case the actions of Ankara and Baghdad coincide. Relations between the Kurdish Democratic Party and the Patriotic Union of Kurdistan remain tense on a number of issues. During the adoption of the budget law, the latter actually opposed the idea of Kurdish autonomy in Iraq. In Syria, the autonomy of the Kurds (Rojava) will exist as long as the United States maintains its presence. The Syrian government is promoting the withdrawal of Turkish troops from Syria as a precondition for restoring relations with Ankara. Turkey refuses, because the Syrian Democratic Forces are not controlled by the Damascus. Thus, the Syrian Kurds are the stumbling block of the post-war settlement in Syria. In Turkey, there is a split between the opposition and pro-government Kurds. The opposition is divided into legal and illegal. Because the government of R. T. The purpose of the article is to analyze the growth of cash circulation level and available methods for detecting counterfeit banknotes, as well as to determine the most relevant protective elements. The author uses the statistical data of the Central Bank of Russia on the amount of cash in circulation and counterfeit banknotes, as well as statistical data of the Ministry of Internal Affairs of Russia on the number of crimes committed under the Article 186 of the Criminal Code of the Russian Federation. The industrial policy determines the specifics of the industries development, the competitiveness of individual industrial enterprises and is based on a set of economic policies implemented by the state; however, it also has its own features. Innovation and investment processes are the basis of effective industrial policy. The purpose of the study is to consider various approaches to determining the interdependence of effective industrial policy and the innovation process of foreign and Russian scientists, as well as to analyze the factors and conditions that ensure the effectiveness of the state industrial policy implementation. As part of the analysis of factors and conditions that ensure the effectiveness of the state’s industrial policy, the article assesses the advantages and disadvantages of the industrial policy implementation and its impact on the state’s to form and regulate the innovation process. The author uses methods of scientific analysis and synthesis. The positive and negative features of the industrial policy implementation in modern Russian economy in the context of globalization are identified, the underestimation of the business sector’s role in the innovation process implementation is revealed. The factors that reduce the effectiveness of the industrial policy innovative model implementation due to the inconsistency of the tools and methods are identified. The conditions for ensuring the long-term economic development effectiveness are revealed. Modern industrial policy requires consideration of the factors influencing its efficiency, as well as the specifics of the investment and innovation process implementation in the national economy’s industrial development in the context of globalization. The improvement of the existing scientific research and education systems will ensure the long-term advanced development of domestic industry, provide an opportunity to develop import substitution and occupy new niches in the global economic system. Industrial policy is determined by the peculiarities of the innovation process implementation in the economic system. The most important aspect of the small and medium-sized enterprises’ activities study in the region is the analysis of differences between territories in the levels of entrepreneurial activity, as well as the assessment of relevant processes dynamics in various external conditions. The purpose of the study is to identify intraregional differences in the entrepreneurial activity of the region, to assess the nature and significance of their changes based on the materials of the Kemerovo Region – Kuzbass in 2020–2022. The indicator of the number of small and medium-sized enterprises normalized per 10 thousand people was used, as well as descriptive statistics methods, paired samples t-test, pair and rank correlation coefficients. In 2020–2022, inter-municipal fluctuations in entrepreneurial activity practically did not depend on the population density or the spatial position of the municipality. The agglomeration factor did not contribute to a faster recovery of the medium-sized enterprises’ sector. It was revealed that remote peripheral areas are not outsiders in terms of entrepreneurial activity, which contradicts existing theoretical concepts. The minimum entrepreneurial activity is observed in small towns and rural areas adjacent to the cities of the Kuzbass agglomeration, which can be attributed to different possibilities of consumer demand migration, but requires further research.","PeriodicalId":503169,"journal":{"name":"Bulletin of Kemerovo State University. The author determines the relations of the organization with its branches and mechanisms for regulating internal conflicts between them. The purpose of the article is to consider and analyze the ideological and structural transformation of the organization at the end of the XX and the beginning of XXI centuries, in particular, the strategy for the inclusion of Indian Muslims in the Hindu nationalist mainstream. The article uses descriptive, historical-genetic, chronological, comparative and structural-functional methods. The author analyses the development of Hindutva ideology in the works of V. D. Savarkar and M. S. Golvalkar; the campaigns for the rapprochement of the Hindu and Muslim communities conducted by the organization and its branches, as well as the structural and ideological transformations of the Rashtriya Swayamsevak Sangh and the Sangh Parivar. The article pays particular attention to the attitude of Hindutva ideologues towards minorities, specifically Indian Muslims. At the end of the XX century significant political and economic changes in India contributed to the complication of Indian society, which affected both the Rashtriya Swayamsevak Sangh and the Sangh Parivar’s membership and ideological orientation. New branches have emerged to defend the interests of groups that were not previously in the orbit of the organization’s interests. At the same time, the successes of the Bharatiya Janata Party, the main political asset of the Rashtriya Swayamsevak Sangh, and the desire to consolidate them prompted the search for additional electoral support from the Muslim part of the country’s population. The changes demonstrate the organization’s willingness to change both structurally and ideologically in order to gain mass support in changing India. The purpose of the study is to substantiate the author’s vision of the social entrepreneurship essence and its representation in definitions. The meaning of social entrepreneurship determines the expediency of its understanding in a broad and narrow interpretation. In a narrow intepretation, it is proposed to define it as the entrepreneurial activity of medium-sized and small businesses aimed at achieving socially useful goals, contributing to solving social problems of citizens and society. In a broad sense, social entrepreneurship includes what its narrow meaning implies, as well as socially oriented activities of commercial enterprises; social activities of non-profit organizations, charitable foundations; informal social entrepreneurship, including patronage. In the absence of a generally accepted standard for evaluating this indicator, the study uses a quantitative approach based on the analysis of the visits and doctors numbers dynamics in medical organizations of the Kemerovo Region. The purpose of the study is to analyze the dynamics and make a forecast of the medical personnel productivity. The authors use general scientific methods of analysis and synthesis, logical analysis; for data analysis standard methods of descriptive statistics were used. The forecast model is compiled by time series analysis using a cross-platform software package for econometric analysis Gretl. Materials for analysis included domestic and foreign literature, regulatory documentation for 2011–2021, as well as data of the Federal State Statistics Service. The authors present the experience of evaluating the medical personnel productivity of the Kemerovo Region – Kuzbass, reveal negative dynamics of the indicator, and make a forecast of its development.
