It provides information about the inception of the ARA’s operations and discusses the working conditions of the ARA based on archival documents and materials from the State Archives of Kirovohrad Region. The aim of the research is to introduce archival sources related to the activities of the American Relief Administration in Ukraine during the 1921–1923 famine, focusing on the case of Yelysavethrad Region, into scientifi c circulation and popularize them. The research methodology encompasses general scientifi c methods such as analysis, synthesis, description, detailing, and generalization. Historical methodology, including historical-chronological, historical-genetic, and historical-source analysis, was employed during the search and processing of archival documents. The scientifi c novelty of the article lies in a comprehensive analysis of the potential of the documents from the State Archives of Kirovohrad Region for studying the activities of the international organization ARA during the 1921–1923 famine on Ukrainian territories. Information from these documents allows for a deeper understanding of the course of the famine on the Yelysavethrad County, thereby providing a signifi cant addition to the existing knowledge. The local peculiarities of ARA’s operations were elucidate, and its contribution to overcoming the humanitarian catastrophe was establish. This has made it possible to reconstruct a clearer picture of the actual state of aff airs in soviet society. The prospects for further research lies in the necessity of preparing a synthetic study that would comprehensively elucidate the specifi cs of activities of the American Relief Administration (ARA) on the territory of Ukraine, achievable only through the identifi cation and analysis of the widest possible range of documents related to the researched issues. The conclusions emphasize that the documents from the State Archives of Kirovohrad Region enable us to uncover the essence of the ARA’s activities, specify certain aspects of its operations, and reconstruct the contemporary societal relations in Yelysavethrad Region. The normative acts of the EU defi ne its archival practice. The archival practice of the European Union is a separate area of European archival practice, which has its own specifi c goals, cooperation programs and specifi c activities, and requires a separate study. The study of the archival legislation of the EU will contribute to identifying the ways of its implementation in the archival legislation of Ukraine and the ways of European integration of Ukraine in the archival sector. The research methodology is based on the comprehensive application of general scientifi c methods such as analysis, synthesis, comparison, and generalization, as well as specialized scientifi c methods like historical-source analysis and historical-comparative method. The study analyses mainly secondary EU legislation. It covers EU documents that are directly related to the archival sector (including the normative acts that determine the policy regarding EU archives and fi lm archives) and the preservation of cultural heritage in the context of digitalization of the economy. Scientifi c novelty. The article shows how the EU legislation identifi es the role of archives in the context of rapid technological progress and political changes in Europe. It analyses the main directions and specifi c projects of archival cooperation for the achievement of the common goals of the EU. The conclusions summarize and briefl y outline the various functions that archives should play in the EU according to its legislation: administrative (to support the democratic functioning of society); scientifi c, educational, and historical memory (for the formation of the European identity and emphasizing of national diversity); recreational, creative, educational (including for the purposes of economic growth, in particular, increasing the competitiveness of the fi lm and creative industries). {"title":"Mass Renaming of Settlements of Lviv Region in the mid-1940s","authors":"Bohdan Smereka","doi":"10.47315/archives2023.336.110","DOIUrl":"https://doi.org/10.47315/archives2023.336.110","url":null,"abstract":"The objective of the work is to study (on example of Lviv Region) the large-scale campaign of the renaming of settlements of the Ukrainian SSR in 1944–1946, as a result of which the names of almost 3 thousand cities, towns, villages and hamlets were changed. The scientifi c novelty of the article consists in the introduction into scientifi c circulation of documents with proposals to rename settlements (including rejected ones). These materials are stored in the fond of the Lviv Regional State Administration in the State Archives of Lviv Region. Methodology. Given the interdisciplinary nature of the research, the article uses methods of both historical (historical-critical, comparative-historical, historicaltypological) and linguistic studies (textological, descriptive, comparative methods, etymological analysis). The prospect of further research consists in identifying and studying documents of the Region executive committees of Soviet Ukraine with draft decisions (including unimplemented ones) on renaming of settlements. Renamings had an important ideological signifi cance, so the republican authorities often resorted to them. Conclusions. It was found that the names of 374 settlements of Lviv Region were changed as a result of the renaming campaign of 1944–1946 (320 names offi cially, another 54 – de facto). It was mainly about oikonyms, which indicated the presence of Poles and Germans in the region (in particular, motivated by the relevant anthroponyms). Settlements with unpleasant names were renamed, compound oikonyms also underwent changes. Lists of settlements for renaming were formed on the basis of proposals sent to the Lviv Regional Executive Committee by the heads of raion executive committees. Among the rejected proposals, there are also ideological options. The main goal of the campaign was to «Ukrainize» oikonyms motivated by vocabulary of foreign origin. New names were often common (such as Verbivka or Ivanivka) or those that violated the established norms of word formation of the Ukrainian language (Vysoko-Fedorivka, Zelenivka). The main attention is focused on the features of the development, methodological design, fi lling, features and prospects of using the resource. Research methodology. The authors studied the problem through the prism of historical-thematic and historical-chronological approaches, applying the concepts of analysis, systematization and classifi cation of data. Special methods of historical and geographical informatics, geoinformation systems, cartography and database formation methodology were used. Scientifi c novelty. Considering the lack of an electronic cartographic register of archival information resources of scientifi c and technical documentation in Ukraine, the novelty of the work consists in the publication of the specifi cs of the database of objects, the information about which is contained in documents from the fоnds of the Central State Scientifi c and Technical Archives of Ukraine. Prospects for further research. During 2023– 2024, the CSSTA of Ukraine is expected to continue work on fi lling in the «object cards» of the catalog, improving the methodological base, testing and popularizing the preliminary intermediate results. Conclusions. «Object-geographical catalog of the Central State Scientifi c and Technical Archives of Ukraine» is a large-scale multifaceted electronic cartographic register of archival information resources of scientifi c and technical documentation. The variety of documents stored in the fonds of the CSSTA of Ukraine determines the structural and procedural specifi city of the development and formation of the catalog. The object-geographical catalog uses a specialized cartographic search system on the open platform «Google My Maps». The goal of the project is to enable every potential user to remotely conduct a targeted search for documents on a 24/7. The research methodology is based on a systematic approach in realizing the integrability of scientifi c knowledge, adherence to the principles of historicism, comprehensiveness, continuity, the use of descriptive, structural methods, the method of analysis and synthesis, as well as the modeling method. Scientifi c novelty is determined by the author’s work on systematization in the fi eld of digital transmission of data of the State Archives of the Poltava Region, and recommendations have been developed for the modernization of the digitization technology of the materials of the main archival institution of the region. Prospects for further studies relate to the problem of modernization of the technology of digitization of materials in the State Archives of the Poltava Region, which is connected, fi rst of all, with the need to integrate digitized archival documents into a single electronic system of descriptions of archival fonds in order to facilitate access to materials for users. Training of highly qualifi ed modern specialists is also an important aspect. Conclusions. During the research, it was established that the State Archives of the Poltava Region is one of the leading archival institutions of Ukraine, where the process of document digitization has begun. This was facilitated by successful cooperation with the American corporation FamilySearch International records, registration of acts of civil status, lists, personal fi les, etc.). {"title":"Larysa Dehtyarenko (1946–2022): Half a Century of Work in the Library Field","authors":"Olesya Dzyra","doi":"10.47315/archives2023.336.166","DOIUrl":"https://doi.org/10.47315/archives2023.336.166","url":null,"abstract":"The article enlightens the life path and scientifi c accomplishments of Larysa Oleksandrivna Dehtyarenko (1946–2022), the head of the department of foreign Ucrainica of the Vernadsky National Library of Ukraine, who devoted fi fty years of her life to library work. L. Dehtyarenko has been working for many years as a staff member and the head of the special storage fonds, but with its reorganization – as the head of the department of foreign Ucrainica. She was a participant in a turbulent stage in its history, namely the declassifi cation of fonds previously prohibited by Soviet censorship for a wide circles of readers. In this connection, the aim of the research is to analyze information about the professional growth and research activity of L. Dehtyarenko, directed at revealing the secret fonds at the time. Methods of analysis, synthesis, comparative-historical, problematic-chronological and biographical methods were used to write the article. The scientifi c novelty of the research is the representation of the fi rst biography of L. Dehtyarenko, which in its turn reveals the activities of the special storage fonds (1960–1980s), transformed in 1992 into the department of foreign Ucrainica. Conclusions. L. Dehtyarenko devoted years of work to the preservation and promulgation of valuable Ukrainian literature in the VNLU, which consisted of publications of diaspora and repressed authors. L. Dehtyarenko studied the fonds, engaged in book and librarian studies. She was one of the fi rst to start writing the history of the special storage fonds of the Central Scientifi c Library of the Academy of Sciences of the Ukrainian SSR. As its staff member tried to protect books and magazines from destruction. However, she could not prevent the removal of books from the main book depository and the total majority of the orders of the General Directorate for the Protection of State Secrets in Print under the Council of Ministers of the Ukrainian SSR, to which the special fonds was subordinated. With its closure, she strongly advocated the creation of a scientifi c department of foreign Ucrainica, of which she became the fi rst head and has been organizing its work for more than twenty years. {"title":"The Role and Functions of the Archives in the Age of the Information Society: New Trends and Approaches (From the Experience of the CSAMLA of Ukraine for 2012–2022)","authors":"Ihor Reznik","doi":"10.47315/archives2023.336.055","DOIUrl":"https://doi.org/10.47315/archives2023.336.055","url":null,"abstract":"The article presents the generalized experience of the Central State Archives-Museum of Literature and Arts of Ukraine (hereinafter – the CSAMLA of Ukraine, Archives-Museum) in the fi eld of digitization of archiving activities in 2012–2022. The author describes new trends and approaches in the institution’s activities, the implementation of which was caused by the emergence of new challenges and problems in the age of rapid development of the information society in Ukraine. Also, on the basis of statistical indicators, the results of the implementation of modern information and search services and new services for researchers in the activity of the CSAMLA of Ukraine were analyzed. The purpose of the research is an objective study of the history of the digitization of the CSAMLA of Ukraine over the last decade and the consequences of this process. The methodological basis of the study is based on the principles of objectivity, comprehensiveness and a systematic approach to studying the technical capabilities of the CSAMLA of Ukraine and measures to improve them as a complex of interrelated elements. General scientifi c methods are used: analysis and synthesis, classifi cation, comparison, detailing and generalization, methods of structural and functional analysis, statistical method, methods of historical research (chronological, historical-comparative, method of historical description). Scientifi c novelty. On the basis of the analysis of a complex of innovations in the activity of the Archives-museum and statistical data for 2012–2022, a generalized historical study of this period in the history of the CSAMLA of Ukraine in the context of its adaptation to the challenges of the information society has been prepared for the fi rst time. In the conclusions, it is stated that over the last decade, the CSAMLA of Ukraine was faced with the need to carry out forced technical and methodological modernization in connection with the emergence of dozens of new and various problems that required an urgent solution, and in view of the constant acceleration of the rhythm of life in Ukraine in the conditions of the technical revolution. On the basis of objective indicators and statistical data refl ecting the results of the activities of the Archives-museum, it was concluded that in general it has achieved signifi cant technical progress and successfully adapted to new realities, and the role and functions of the institution in the life of society have undergone noticeable changes. {"title":"«Native Archivist» Vira Zhuk (to the 95th Anniversary of the Birth)","authors":"Maryna Chyrkova","doi":"10.47315/archives2023.336.148","DOIUrl":"https://doi.org/10.47315/archives2023.336.148","url":null,"abstract":"The article is dedicated to the 95th anniversary of the birth of Vira Nykanorivna Zhuk (1928–2018) – a Ukrainian scholar-historian, archivist, bulgarianist, local historian, pedagogue, public fi gure. The purpose of the work is to study various aspects of the formation of V. Zhuk’s personality as a historianarchivist, to analyze the directions of her professional activity, to establish a contribution to the development of archival aff airs. The research methodology is general scientifi c methods of analysis and synthesis, principles of historicism and objectivity. The work uses chronological, systematic methods, source analysis. Thanks to the biographical method, the main factors that infl uenced the formation of the personality of V. Zhuk as a historian-archivist were clarifi ed. The scientifi c novelty consists in the actualization of the methodological heritage of V. Zhuk in the fi eld of archival studies. Based on the study of the correspondence of I. Butych with V. Zhuk and the latter’s publications in the «Archives of Ukraine», the details of the creation of the methodology for organizing the archival fonds of the regional editorial boards of «History of Cities and Villages of the Ukrainian SSR» were clarifi ed. Conclusions. The professional development of Vira Zhuk as a historian-archivist was infl uenced by famous scientists, teachers, archivists-practitioners: A. Vvedenskyi, V. Dyadychenko, V. Zhebokrytskyi, L. Slavin, V. Strelskyi, I. Butych and others. At the same time, one cannot ignore the impact of the turning points in Ukrainian history of the 20th century, which V. Zhuk witnessed in. As an archivist, she devoted a lot of time and eff ort to the use of archival information in various forms and achieved considerable success, for which she received a government award and an honorary title. The achievements of V. Zhuk in the systematization, description of documents, creation and improvement of the scientifi c reference apparatus are undeniable, an example of this is organized by her fonds of the Poltava Regional Editorial Board «History of Cities and Villages of the Ukrainian SSR», fond of M. V. Sklifosovskyi, two editions of the guidebook of the State Archives of the Poltava Region etc. Her contribution to replenishment, preservation and popularization of the National Archival Holdings requires further study.
