Since 2003, hospital services have therefore been remunerated via the DRG system by means of flat rates per case. With few exceptions, all hospital services were remunerated via these flat rates per case until 2019. In 2020, the personnel costs for the nursing staff working in the hospital bed were then covered by the DRG-classified remuneration in order to relieve the enormous economic cost pressure on the nursing staff employed in German hospitals. This pressure is particularly evident in hospital wards with a low proportion of elective procedures (such as obstetrics). The economic management of such hospital wards is challenging. Now an even more far-reaching health policy proposal is being made. According to this proposal, hospitals should be financed for their maintenance costs. This is to be done by means of normatively determined budgets. In this way, a financial relief of the hospitals on the one hand and the promotion of the quality of service provision on the other hand should succeed. In the following paper, the challenges of acute inpatient obstetrics due to the current and planned financing system are examined. The reason for his delight was the fact that - Hoffmann continued - the Innovation Committee recommends the transfer to standard care for 17 projects from the first and second funding waves of the new forms of care, but above all that the results of care research - including those of the ‚WiZen‘ innovation fund project, which was able to demonstrate the superiority of initial therapy in the primary treatment of cancer patients in certified centres - form an evidence base for the recommendations of the government commission for hospital reform. However, this is also precisely what the DNVF Chairman reminded the research community gathered at the German Congress for Health Services Research. The evaluation of available evidence is thus directly linked to pricing, reimbursement and also to care management. Greater flexibility in dealing with the evidence requirements has been exercised in the past, but without consistency and certainly also when a lowering of the requirement level led to a financial advantage for the statutory health insurance (SHI). This paper investigated (a) which patient involvement activities and measures are implemented in German health care facilities for patient safety, and (b) which recommendations for action can be derived for our health care facilities. Aim and method: A literature and Internet search was conducted on institutional practices and organizational activities in Germany to improve patient safety with the involvement of patients. Interviews with five experts were conducted who advised our approach. An agenda for future research projects and first recommendations for clinical practice was formulated afterwards. Results: The evidence base on established measures to incorporate patient perspectives into the strategic promotion of patient safety in healthcare facilities in Germany is scarce and inconsistent. Patient surveys and the use of patient advocates are common. It remains unclear how patient councils as well as self-help groups have the potential to contribute to the promotion of patient safety in practice. Conclusions and agenda: An agenda is proposed. This initiative is the brainchild of astrophysicist Prof Dr Bernhard Müller from Monash University (Australia), who is associated with the group of authors led by Prof Dr Matthias Schrappe (University of Cologne), which has critically examined corona management in Germany since the outbreak of the corona pandemic with eight thesis papers and four ad hoc statements (4) as well as a multi-professional commentary series (5) - all published in ‚Monitor Versorgungsforschung‘. In addition, Müller published a widely acclaimed controversial paper ‚Zur Modellierung der Coronapandemie‘ (6).
