The concept of electronic commerce is clarifiedand pro-posed to be defined from the value perspectiveandconsider e-commerce as the process of exchangingphysical anddigitalgoodsandserviceswith the use of Internet to transform the interaction betweenparticipants to createadditional value. It is definedthat e-commerceadoptionratesamongretailSMEsare significantlyslowcompared to otherdeveloping countries and the reasons for suchSMEs’ behaviorare underestimated.Thestimulating,inhibiting, or dual role of factorsaffecting e-commerce adoptionamongretailSMEs is highlighted.Thetechnology,organization,environment,andmanagerialgroupsof factors wereidentifiedand their nature and impact on the e-commerceadoptionwithin the retailSMEs’ activitieswereinvestigated. The conceptualframeworkbased on the TOEmodelwasdevelopedwhere the factorsaffecting e-commerce adoptionamongretail SMEs are considered. {"title":"THE IMPACT OF WAR-INDUCED FORCED MIGRATION ABROAD ON THE STATE OF UKRAINE'S LABOR POTENTIAL IN THE CONTEXT OF SOCIAL SUSTAINABILITY","authors":"Olena Malynovska, Liubov Yatsenko","doi":"10.25140/2411-5215-2023-2(34)-7-25","DOIUrl":"https://doi.org/10.25140/2411-5215-2023-2(34)-7-25","url":null,"abstract":"The labor potential is an important component of the country's economic potential, and its quan-titative and qualitative characteristics significantly affect the rate of economic growth and social sus-tainability. The article presents the general theoretical foundations of the concept of social sustainabil-ity, the main milestones of its formation, key principles and concepts. The information base for the study of migration flows and their expected impact on the qualitative and quantitative characteristics of the labor potential was based on statistical data from Ukraine and countries that have provided asylum to forced migrants. The results of sociological surveys were also used, dozens of which were conducted by international organizations, foreign and Ukrainian think tanks during the war year. An analysis of the available estimates and reservations to them allowed us to formulate the author's assumption about the real number of refugees from Ukraine who have taken refuge in Europe, the United States, and Canada, as well as voluntarily or forcibly ended up in the Russian Federation. The socio-demographic charac-teristics of those who left indicate a significant outflow of working-age people, including a large number of highly skilled workers. A serious risk is posed by the emigration of children and young people, and their failure to return threatens the Ukrainian economy not only with a reduction in labor supply in the near future, but also with a deterioration in its quality characteristics and a loss of Ukraine's demo-graphic potential in the medium and long term. The massive out-migration of the population had a negative impact on effective demand, which is an important driver of the economy.The author proves the expediency of formulating and implementing the state policy of Ukraine aimed at counteracting these negative challenges, which is a prerequisite for ensuring social sustaina-bility. Such an understanding is important for a strategic approach to planning of training and developing the necessary skills.The article is devoted to the range of grant funding tools that the European Union offers to young people and adults to support their personal and professional development, as well as to promote ac-tive citizenship and social integration. The peculiarities of each program, their main tasks and the budget of EU grant programs available for the period 2021-2027 have been studied and characterized in detail, in particular: Erasmus+, Creative Europe, European Solidarity Corps, aimed at the support and development of interdisciplinary and other modern skills by citizens of Ukraine, in particular young people.The article examines a wide range of EU grant instruments available to Ukrainian citizens during wartime, including opportunities for training, research, business development, and the film industry. Among them: Home of Europe -created tosupport professional and creative exchange between Ukrainians and their colleagues in EU countries and Great Britain, focusing on culture and creative sector, education, medicine, social entrepreneurship, media and youth work; ALLEA centralizes infor-mation on the support of Ukrainian scientists and students of the world scientific community; The liai-son office of Ukrainian think tanks in Brussels also has links to grant programs for think tanks, re-search institutions, researchers, students and experts in Ukraine and the EU. The purpose of the article is to identify the key role and importance of environmental taxation in solving the problems of excessive load on the environment, to highlight the main problems and issues that slow down the positive effect of the implementation of its mechanisms, to analyze theregulatory documents in this feild. It is determined that depending on how rapidly the country is developing, the implementation of one of the functions (environmental protection, incentive and fiscal) will prevail during the implementation of reforms in the field of environmental taxation. The great role and importance of environmental taxation at all levels of socio-economic development of the country is defined: budget filling, financing of environmental protection measures, motivation for innovative activities, for the introduction of resource-saving technologies and the environmental management system, increasing the competitiveness of regions, reducing the level of anthropogenic load on the environment. The main provisions of the normative and legal documents for the regulation of environmental taxation in Ukraine are systematized, the demotivational direction of action of its individual components is determined, which leads to decrease in the incentives of business entities to reduce the man-made loadon the environment. Attention is focused on the imperfections of the information provision of research, and the creation of unified information databases is proposed. The need to direct the results of scientific research into the feild of their practical implementation has been proven. The presence of the leading role of the appropriate finan-cial mechanism in the process of practical implementation of public-private partnership among the pos-sible areas of its application is substantiated. It was emphasized that the economy of the country during the military aggression has a significant need to ensure infrastructure restoration, stabilization of the processes of economic and social development, the provision of which requires significant amounts of financial resources. Based on the generalization of existing approaches to the interpretation of the es-sence of the \"financial mechanism\" category, the author's interpretation of the \"financial mechanism of public-private partnership\" category is proposed as a system of building financial relations between state authorities and private partners regarding the formation, distribution and use of financial re-sources aimed at the implementation of joint interests in relevant projects, ensuring the formation of conditions for effective functioning of the national economy.The specified author's approach made it possible to single out the leading role of the financial mechanism of the public-private partnership in ensuring the effective functioning of the national econ-omy. An author's approach to the construction of a financial mechanism for the development of public-private partnership in Ukraine with a specification of proactive direction for a long-termperiod is pro-posed.It is substantiated that in order to properly function the financial mechanism for the development of public-private partnership in the country, it is extremely necessary to ensure at the legislative level a guarantee to its participants of clear compliance with the terms of existing and future agreements of this cooperation, the establishment of additional state guarantees for projects aimed at restoring critical infrastructure. It is noted that the authorities should ensure the provision of full support at all stages of project implementation, the formation of a system of measures aimed at compliance with the terms of the existing public-private partnership agreement by all its participants. As a result, we applied a statistical regression to predict the relationship between dependent and independent variables, the main purpose of which is to predict the probability of proposed factors (firm size, International Experience, Innovation, Network, Product Characteristics, assets, export intensity, and industry) affecting the level of resource utilization obligations in firms ' choice of entry modeThe article also explains that the size of SMEs strongly and positively affects the extent to which firms participate in the choice of entry method.International experience also has a significant impact on firms ' decisions regarding participation in certain ways of entering the market. As expected, network relationships significantly influence the choice of ways to enter the foreign market. The intensity of assets and exports is indicated as positive and very important. Empirical results show that innovations not only significantly influence the firm's choice of a way to enter the foreign market, but also correspond to the forecast direction.Also, the product characteristic factor has a strong positive effect. In addition, firms that engage in higher levels of advertising are more likely to choose high-level resource commitments, such as joint ventures or direct investment. The high level of export intensity also encourages firms to choose high-level resource commitments. The main tools of Lean are systematized. From the point of view of system principles, two main subsystems are distinguished in Lean -procedural-technical and cultural-psychological. Emphasis on the first subsystem and neglect of the cultural component usually leads to the non-acceptance of this concept in the enterprise. The article develops a system of management com-ponents that require coordination when implementing Lean, which include: planning, production, ac-counting, budgeting, procurement, culture. Basic system models for traditional and Lean accounting have been developed. The global experience of adapting flexible methods at enterprises has been ana-lyzed, which confirms that the main difficulties in implementing the concept lie precisely in the cultural component. The results of an experiment at a Ukrainian enterprise regarding the implementation of Lean were considered, which made it possible to reduce the total execution time of one process by almost 40% and reduce the time to search for the necessary information by 23% within the framework of 1 order. Therefore, the concept of Lean deserves the attention of managers of domestic enterprises in order to increase the level of competitiveness of products and services, increase the satisfaction of their con-sumers and significantly reduce the level of costs. The systemic nature of this management concept lies in the interdependence and mutual influence of the used tools and subsystems. Therefore, the best effect from the introduction of the concept is obtained by those enterprises that do it comprehensively. Using the principles of generalisation of the theoretical and methodological, as well as applied basis in the field of territorial development at the intersection with the theory of efficiency, the article solves a scientific problem of assessing the socio-economic efficiency of the post-war development of the regions of Ukraine. The lack of effectiveevaluation tools was established. The author's scientific and methodological approach to assessment is proposed, which is based on a comprehensive territorial and security-oriented approach and is built on the principles of the Law of Ukraine dated 07.09.2022 No5323 “On Amendments to Certain Legislative Acts of Ukraine Regarding the Basics of the State Regional Policy and the Policy of the Restoration of Regions and territory”. On the basis of the matrix approach, it is proposed to form a coordinate systemfor the distribution of regions of Ukraine in order to determine the position of a point on the plane that describes the correspondence of the region to a specific functional type. The selection of individual indicators as abscissa and ordinate axes is justified. By converting natural indicators into relative ones, the initial data for the distribution of regions according to their functional type was formed. In order to further compare the data, the average value for each indicator and region in the five-year dynamics was calculated. The boundaries of each type of territory are outlined.
