For regional politicians, it is a vital component of regional innovation policy, as the successful use of R&D results of local free economic zones is important for the competitiveness not only of the region but also of the country as a whole. \u0000There is a clear shift towards regionalization in higher education innovation policy and technologies. One of its consequences is the expectation from universities to create networks and establish regional connections. It is also important to create broad shared cluster networks, although most clusters focus on weak local networks. Nevertheless, network members are responsible for more patent applications than others. The main goal of this work is to investigate the specifics of the development of cluster partnership as a form of quasi-integration process. \u0000Methods of research. The article uses general scientific research methods, in particular, empirical methods: methods of historical, logical and comparative analysis – to reveal the evolutionary foundations of cluster partnership development as a new form of quasi-integration process. \u0000Presentation of the main research material. The latest global technological trends are characterized by the intensification of the fifth industrial revolution and the transition of the world economy to the sixth technological system and the knowledge economy. While the industrial economy defines vertical integration, the knowledge economy encourages the formation of inter-organizational relationships and business arrangements built in networks. In this context, the development of national ecosystems and second-level clusters is observed, as well as the spread of partnership interaction between cluster structures on a global scale, which proves the timeliness and relevance of this research. The article analyzes the main stages of integration processes in terms of the formation of technological structures. It was established that the sixth stage of the development of integration processes coincides with the formation of the VI technological system and the evolution of the category of quasi-integration, which is a predictor of the development of cluster partnership. The development of the concept of quasi-integration among Ukrainian and foreign scientists is studied. Therefore, based on the research data, the article proposes to supplement the given classification of forms of quasi-integration with such a form as cluster partnership. In this research, the barriers of integration and quasi-integration are considered and their features are highlighted in relation to the forms of integration and quasi-interactional structures. \u0000Conclusions from the conducted research. In the course of the research, researching the forms of the quasi-integration process, it was proved that the cluster partnership contains features of both an integrated structure and a quasi-integrated structure. It is well known that the state of the Ukrainian economy is unsatisfactory and requires significant improvement. Based on Peter Drucker's words that \"there are no underdeveloped countries, only poorly managed ones\", we can conclude about the necessity and expediency of significantly increasing the efficiency of the application of modern management systems. in Ukrainian organizations, in particular, and in Ukraine as a whole. In this regard, it seems relevant to understand more deeply the features of modern management and the problems in this area inherent in Ukrainian society. Therefore, the purpose of this work is to analyze the development (evolution) of management in the world to understand its features at the present stage, as well as to investigate the actual application of management in Ukraine and identify the problems that exist here in order to prepare proposals for improvement. \u0000Research methods. In the process of research, the methods of comparative analysis, data analysis by grouping them, summarizing information were applied. \u0000Results. It was revealed that the concept of \"management\" was constantly changing in the world, and since the beginning of the 21st century, it acquired a fundamentally new meaning, which was established, in particular, in the international standard ISO 9000:2000. Unlike the previous understanding of management as \"contrоl\", modern management is, first of all, about the public brain and public mind, about common values and the formation of common goals based on them and the subsequent achievement of these goals through \"contrоl\". Modern management is an independent branch of knowledge and an independent sphere of activity, which plays a key role in ensuring competitiveness and sustainable development of both individual organizations (enterprises, institutions) and countries as a whole. At the same time, there are significant problems in understanding and applying modern management in Ukraine, which have been hampering its development for more than 30 years. The term \"management\" is considered a synonym of the Ukrainian terms \"управління\" and \"керування\", which is fixed in DSTU ISO 9000:2015. Even today, there is a misconception that management is a component of technical regulation, in particular standardization. Due to a misunderstanding of modern management, it was initially \"assigned\" to Derzhstandart (in recent years, to the Department of Technical Regulation of the Ministry of Economy). As a result, today \"management in Ukrainian\" is, in fact, \"management\" that is \"stuck\" in the 20th century. This has become one of the key factors in the emergence of many problems in Ukrainian society. The integrated management system allows you to track important information both at the macro level, at the micro level, and within the investigated enterprises. \u0000The hypothesis of the scientific research consists in substantiating the conceptual system of management information support, which takes into account the main parameters of the activity of tourist enterprises and is aimed at the comprehensive identification of bottlenecks of its activity, the formation of measures to eliminate deficiencies in management and improved systems of complex management information. \u0000The purpose of the study is the formation of elements of a complex information system for managing information support for the development of tourist enterprises. \u0000The methodology of scientific research is to ensure the management of a tourist enterprise with a unified system of information support based on the results of research using general scientific and special methods. One of the main methods is dialectical, since all phenomena are considered as a whole, all processes are organically connected with each other and are in continuous motion. Najbliższą społeczeństwu jest gmina – najniższy szczebel w strukturze jednostek samorządu terytorialnego. W poniższej pracy rozpatrywana jest lokalna polityka mieszkaniowa na terenie gminy Mogilno. Celem pracy jest przedstawienie wybranych problemów społeczno-ekonomicznych związanych z gospodarowaniem gminnymi nieruchomościami mieszkaniowymi oraz analiza stanu gminnego zasobu mieszkaniowego na przykładzie wybranej gminy. METODY. Podstawową metodą badawczą jest metoda opisowa i metoda porównań w czasie. Wykorzystano również między innymi wskaźniki struktury, a dla prezentacji danych zestawienia tabelaryczne oraz wykresy. W badanej gminie na podstawie Raport o stanie gminy Mogilno za 2016–2020 rr., zaobserwowano że wiek nieruchomości wchodzących w skład zasobu gminnego kształtuje na poziomie 40 lat i więcej, a strategia gminy skupia się przede wszystkim na utrzymaniu go w dobrym stanie technicznym. WYNIKI. Z uwagi na duże wiek zasobu wymaga on dużych nakładów finansowych i przemyślanych działań. Największy problem stanowi zadłużenie lokatorów wpływający na płynność finansową zakładu budżetowego zarządzającego zasobem gminnym lokali mieszkalnych. WNIOSKI. Wnioski skupiają się na wskazaniu optymalnego kierunku wykorzystania posiadanych zasobów mieszkaniowych i realizacji w sposób optymalny lokalnej polityki mieszkaniowej. Osiąganie natychmiastowych efektów jest nieosiągalne bowiem z uwagi na charakter dobra jakim jest mieszkanie. Dla ekonomistów mieszkanie stanowi towar na rynku. Przy zakupie mieszkania decydujące znaczenie ma cena, co niekoniecznie wiąże się z ich jakością. Mieszkanie dostosowane do potrzeb rodziny pozwala na jej prawidłowe funkcjonowanie w społeczeństwie. However, our study shows that this criterion of incompatibility between logics is not theoretically robust enough to discriminate situations of organizational hybridity, as it struggles to differentiate incompatible logics from simply different logics. In response, this article proposes a new approach to incompatibility between institutional logics by mobilizing the concept of a higher common principle derived from the economies of worth. Through the rereading of five empirical articles mobilizing the concept of hybridity, we demonstrate how the higher common principle provides a more restrictive way of operationalizing incompatibility between logics to qualify organizational hybrids more rigorously.
