{"title":"Domestic Lobbying for External Change: Textile Sector and Pakistan’s Entry into Generalised System of Preferences Plus","authors":"S. Export-oriented industries have incentives to expand trade, as doing so results in greater market access and higher profits. To achieve higher trade, such industries lobby policymakers through associations and interest groups that vie for policy influence. This paper suggests that such organization allows exporters to lobby governments at both the domestic and international levels. Domestically, exporters can take vocal positions on policy and pressure the government into concessions. Externally, exporters can placate opposition to their proposals by engaging in diplomacy and negotiation to finalize agreements. This paper uses Pakistan’s quest for Generalised System of Preferences Plus status with the European Union (EU) as an illustration of this mechanism. Influential domestic factions in Pakistan’s textile sector stood to benefit from preferential trading with the EU, and they successfully lobbied for favorable change in the country’s domestic policy and external relations. Drawing on frame analysis, this study explores the discourse and ideologies related to minoritized groups using multiple media sources. {"title":"Geopolitics, Conflict and Narratives: An Assessment of Kashmir Conflict after the Abrogation of Article 370","authors":"Saroj Kumar Aryal, Sania Muneer","doi":"10.1177/00219096231192318","DOIUrl":"https://doi.org/10.1177/00219096231192318","url":null,"abstract":"Kashmir, a triangularly contested region between India, Pakistan and China, is administratively divided between India and Pakistan; it has hitherto sparked three major wars and countless small-scale military actions regarding the contest over the region. On 5 August 2019, the abrogation of Article 370 of the Indian Constitution, which conferred a special status on Jammu and Kashmir in the realm of peripheral governance and autonomy, altered the geopolitical and social dynamics of the region. The government has been floating the narrative that the dissolution of this article was a result of numerous inputs, with the consent of Kashmiris and with facilitation from the elected state government, over the years to achieve the objectives of integration, administrative ease and good governance. However, the manner in which the abrogation of Article 370 had been carried out under heavy militarization of the region and imprisonment of all the Kashmiri politicians was far from amicable. Furthermore, in the aftermath of the abrogation, the Kashmir valley has witnessed political instability, human rights violation and alteration of indigenous identity by forced migration and revision of exclusive land rights. The Indian government’s portrayal of abrogation as the biggest success contrast with ground realities of a militarized life in Kashmir. This paper, relying on both the primary and secondary resources including correspondence with Kashmir scholars, aims to assess the contemporary geopolitics of the Kashmir conflict after the abrogation of Article 370 by examining the reasons behind and the impact of this decision on the Kashmiri people. After reconsidering the way in which the decolonization process took place in Africa in the aftermath of the Second World War, the article proposes the theory of reinventionism as a way to gain genuine self-determination. That theory, which should fuel all the aspects of the African reality, is meant to lead to a breaking up with any structural domination in Africa. {"title":"Forgotten and Exploited: The Plight of Migrant Female Domestic Workers Interrelated to Human Rights Violation in Ethiopian Towns","authors":"Lombebo Tagesse, Kassahun Asres, A. Erulkar","doi":"10.1177/00219096231192309","DOIUrl":"https://doi.org/10.1177/00219096231192309","url":null,"abstract":"This study aims to investigate the experiences of migrant female domestic workers (FDWs) in relation to social exclusion, policy exclusion, and human rights violations in the studied area. The pragmatic paradigm, with an embedded design, was employed as the dominant approach. Convenience sampling was used to gather a sample of domestic workers who are not officially recorded. A total of 130 participants took part in the quantitative study, and 28 participated in the qualitative study. Quantitative data were analyzed using the SPSS software, while qualitative data were analyzed thematically. The results indicate that migrant FDWs are marginalized and excluded from the country’s labor laws, and the Council of Ministers has delayed issuing laws to protect them. As a result, most respondents do not have legally binding work contracts and instead have contractual arrangements that are drafted by brokers and favor employers. This leads to various human rights abuses, including the denial of the right to education and access to health care. In addition, employers were found to be reluctant to send their employees to school, and some even fired employees due to their illnesses. These experiences have led to mental health issues such as low self-esteem, feelings of despair and insecurity, and resentment toward employers and society at large. The research findings highlight the seen and unseen influences on health reporters and probe whether they are able to adhere to ethical practices in their work and, if not, what are the impediments. The study also illuminates how journalists deal with a range of issues in delivering their professional responsibility of reporting matters relating to health and allied themes. {"title":"An Empirical Evaluation of Traditional Chinese Village Exploitation on the Local Economy: Evidence from a National Cultural Policy","authors":"Zhimin Li, Youze Lang, Guoqiang Lou, Jizhou Zheng","doi":"10.1177/00219096231192313","DOIUrl":"https://doi.org/10.1177/00219096231192313","url":null,"abstract":"To overcome the difficulty of assessing cultural effects, we designed a quasi-natural experiment using a traditional Chinese village selection as cultural policy. Using county panel data from 2009 to 2017, we estimated the impact of traditional village exploitation on county economies using a staggered difference in differences (DID) model. The results showed that counties with national traditional villages have a significantly higher gross domestic product (GDP) and GDP per capita than the control group, with a yearly increasing trend. The heterogeneity analysis revealed that the effect of this cultural policy in the eastern, central, and western regions was very different. The impact was most significant in the less-developed regions of western China. This result indicates that cultural policies are advantageous for reducing regional developmental imbalances. The mechanism test also showed that the greater the distinctiveness and agglomeration of cultural resources, the greater the impact of traditional village exploitation on the county economy. In addition, we found that national 5A Scenery Sites do not have a driving effect, but rather a polarizing effect, on counties where traditional villages are located. It conceptualizes smart city development goals into urban and extra-urban and review smart city development programmes in terms of ex-post and ex-ante. Extra-urban refers to development goals that go beyond the spatial or conceptual boundaries of the city. This will help to demonstrate how the pursuit of extra-urban may compromise the attainment of urban development goals. The paper uses Abu Dhabi as the frontline city in the Middle East and North Africa (MENA) region in the race to attain the smart city status, having led consistently in the McKinsey Global Institute poll of 2018 and the global indexing exercises conducted by the International Institute for Management Development and Singapore University of Technology and Design in 2020 and 2021. The study has used qualitative document analysis method to review policy documents regarding the smartification initiatives in Abu Dhabi. However, whether the negative humanitarian consequences can continue over the long term remains unclear. We explore this question in the context of the permanent lifting of comprehensive US sanctions against Sudan in October 2017. Relying on 41 semi-structured, in-depth interviews, we present an explanation about why Sudanese public suffering is likely to endure not only while sanctions are in place, but also long after they are terminated. This research indicates that sanctions’ negative externalities are higher than conventionally believed.
