When HRM is not among the list of required courses, programs forgo their responsibility to teach the next generation of public servants why merit-based civil service is crucial to a functioning democracy. The danger of ignorance is reflected in an Executive Order issued in 2020 that would have removed job protections from thousands of federal civil servants. While the Order was rescinded in 2021, it has many advocates and remains on the agenda. This is a wake-up call to MPA programs to require students to learn why job protections are the bedrock of good government, a bedrock as foundational as a free press and more foundational than budgeting skills. However, 97% of MPA programs require a budgeting course but only 72% require an HRM course. The innovator implements their idea as a minimum viable product, independent of the government. Once the innovation is operating, it creates pressure on officials to sustain and expand it with government resources. This case illustrates the strategy with a factual example of innovating public access to government records in Virginia. The narrative presents two major decisions: (1) What strategy should the innovator use to get the government to make data available to the public? and (2) Once the innovator created a demonstration version, what else did he need to do so the government would adopt his innovation? The narrative is followed by teaching notes with suggested discussion questions. These organizations provide valuable opportunities for networking and collaboration at the national and international level. But what about state-level connections? In 2019, we sought to create similar opportunities within North Carolina. We wanted a way for our students to present their research and a means to improve faculty engagement across the state. We also wanted to promote public administration and MPA programs throughout the state. Its origin dates to the second part of the 19th century. However, it was not until 1954 that the University of Chile decided to open an academic program in the subject. The current article is an effort to share the Chilean experience with the public administration community. After presenting the reality of Latin America in this subject, this article develops three topics: the history of PAE in Chile, the current state-of-the-art of this academic field, and an analysis of the curricula of undergraduate programs in the country.
