Suggested fixes tend to center in on higher taxes or cuts in benefits. Both have been tried and neither has worked. Retirement security can only be secured when Social Security is fully privatized. A privatization plan requires a slow, continuous transition from today's all-government model to one based entirely on private accounts. Motivated by a simple theoretical political agency model, we predict that CPA should increase service quality and local taxation, but have an ambiguous effect on the efficiency of service provision. We test these predictions using a difference in difference approach, using Welsh local authorities as a control group, exploiting the fact that local authorities in Wales were not subject to the same CPA regime. To do this, we construct original indices of service quality and efficiency, using Best Value Performance Indicators. We estimate that CPA increased the effective band D council tax rate in England relative to Wales by 4%, and increased our index of service quality output also by about 4%, but had no significant effect on our efficiency indices. Using a unique dataset we empirically examine the determinants of fiscal transparency of provincial governments in China. We propose an integrated framework to explain the variation in fiscal transparency, in which external demand and pressure, fiscal performance, government resources and capacity, as well as top leaders’ attributes are argued to play important roles. Fiscal transparency is measured by governments’ responses to open fiscal information requests of citizens and their information availability and completeness. Our findings show that economic openness, marketization, institutional capacity, and attributes of local leaders (e.g., tenure) are key drivers of fiscal transparency, and their effects on responsiveness and information completeness are slightly different. In fact, for developing countries regional integration can represent an opportunity for integrating into the global economy by minimizing market fragmentation costs. Regionalism in Africa was led by public sector organizations and it was done without the public support and the support of private sector, thus, failing to produce positive consequences. New wave of regionalism is moving away from the described approach and accentuates political integration in which progressive level of integration is not considered until all conditions were fulfilled. Quantifying the impact of organizational management is thus central to the empirical evaluation of this claim. Utilizing novel features of the Government Performance Project (GPP), we assess the impact of state-level management practices on the credit quality of US states. The central challenge - that both the GPP data and bond ratings take the form of ordinal grades - suggests a common solution utilizing multiple indicators of a latent construct (management capacity and credit quality) with appropriate measurement models. After describing the characteristics of the measurement approach, we derive management capacity scores from the GPP data and credit quality scores using bond ratings from the three rating agencies. These derived scores then allow us to test linkages between credit quality of the US states and broad aspects of their relative management capacity. Regional development programs are designed to improve the income-generating capacity of, and reduce poverty in, a focus region within a country. The primary and unique characteristics of these programs lie in promoting a broad range of productive activities in a predefined region. To do this, regional development programs often need to address the institutional structure under which decisions are made as well as how economic resources should flow from the center to the local level. As such, the programs involve both productive and institutional transformation. Evaluating the impact of regional development programs is complicated by the need to assess both the impact of productive investment as well as the institutional transformation. As with all impact evaluations, evaluating regional development programs is thus much more likely to be successful if planned along with the design of the program. An explanation that frequently recurs in evaluations is a lack of efficient cooperation between organizations. Even though crisis cooperation is anticipated and planned for, it seems to create several problems. How is cooperation possible between organizations with different mandates, cultures and professions? This paper aims to identify factors that strengthen or hamper cooperation in crisis management between Swedish government agencies. A rationalist organizational and a social psychological perspective are applied, respectively, to demonstrate the interdependence of organizational context and human behaviour. One conclusion is that long-term organizing and exercises could help authorities to identify strengths and weaknesses such as differences in regulations and culture. Our paper explores conceptual patterns crisis management behaviour, drawing upon Lalonde's (2004) archetypes of crisis managers as collectivists, integrators, and reactives. We add a paralytics archetype for our analysis. Key findings include an imbalance between counterproductive and constructive archetypes. Reactive and paralytic crisis manager behaviours were over‐represented, significantly contributing to conflict, communication failures, and the systemic failure of governments. Collectivist and integrator archetypes were badly under‐represented, limiting intergovernmental relations, cooperation, and communication embedded in these behaviour types.
