In this regard, the problem of elaborating methodological approaches that ensure the orderliness and controllability of the process of restructuring employment, including objectifying the choice of progressive industries and assessing the quality of shifts in the sectoral structure of employment, is highly relevant. The article substantiates approaches to identifying sectoral priorities for restructuring employment based on the criteria of economic efficiency and involvement in the implementation of government programs and also proposes a sequential process for evaluating the quality of shifts in employment based on their compliance with the selected sectoral priorities. Within the framework of the proposed approaches, using the example of the labor market in Kazakhstan, the results obtained are presented, such as a sequence of analytical actions to determine the range of priority sectors, a matrix for identifying sectoral priorities for employment, a scheme for implementing a methodological approach to assessing the quality of shifts in the sectoral structure of employment. On the basis of the proposed approaches, an assessment of the quality of shifts in the sectoral structure of employment in Kazakhstan was carried out and conclusions were drawn about the insufficient correspondence of these shifts to the priorities of the country's economic development.","PeriodicalId":445107,"journal":{"name":"Kazakhstan-Spectrum","volume":"61 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-09-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115694788","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Over the past decade, functional analysis has been tested and applied as a tool for public administration reform in many foreign countries. The authors have studied various aspects of functional analysis, their historical development, including modern attempts to implement and reform them. Economic problems in many countries in the mid-and late-1990s led to a growing awareness of the link between weak economic activity and weak government systems. The change in the perception of the role of public administration in reform processes occurred at a time when many countries were operating \"ascetic\" programs. One of the elements of such programs was to reduce the number and role of management structures. Carrying out functional analysis in state bodies is one of the ways to optimize the quantitative and qualitative composition of civil servants, to increase the efficiency of the activities of state bodies. This is a research activity that studies the goals and activities of a public authority, strategy, management structure, and management processes. The authors conducted a functional analysis as a tool for public administration reform. The most important factors that should be taken into account when developing a functional analysis are examined: what goals should be achieved through functional analysis, what type of analysis can be performed, how the analysis process can be managed, and finally, what steps should be taken immediately after the analysis. The article examines and analyzes the international experience of conducting a functional analysis of the activities of a public authority in such countries as Latvia, Moldova, and Singapore.","PeriodicalId":445107,"journal":{"name":"Kazakhstan-Spectrum","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-09-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131124834","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The economic crisis caused by the covid-19 pandemic, absorbing scarce resources and capacities, highlighted the importance of implementing long overdue economic reforms. Piecemeal reforms focusing on segments of the water sector are important but the water sector is an integral part of the economy as a whole. Accelerating structural and institutional reforms of the economy would allow the water sector to achieve economic and financial sustainability.","PeriodicalId":445107,"journal":{"name":"Kazakhstan-Spectrum","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-06-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130760062","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

One views smart citizens in terms of the object of management or the impact of urban policy, while others are aware of the impact of neoliberal approaches and the consequences of the introduction of technologies that reduce the distance between the city and the city dweller in the management system. \u0000This article examines the evolution of changes in the concept of \"citizen\" in the context of the implementation of the concept of Smart City. It is proposed to consider the differences between several forms of possible participation of the \"citizen\" in the life and management of the city's development. The universal nature of the ongoing changes in relations at the level of the city-city dweller in the implementation of socially oriented Smart City projects is emphasized. Based on the example of Kazakhstani cities, the authors considered the formation of a new social phenomenon, the \"composite citizen\", which means a new quality of citizens' participation in the formation and management of urban development policies.","PeriodicalId":445107,"journal":{"name":"Kazakhstan-Spectrum","volume":"32 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-06-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125598293","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
