Based on the study of secondary sources and state official documents, the author has attempted to identify the main stages in the formation of the institute, its features, advantages, as well as problems and barriers that arise in the process of implementing the goals of partnership. In the course of the study, regulatory documents on the transition to a new model of public administration were analyzed. The study reveals the current position of personnel management services in the public service system. At the same time, statistical data on the effectiveness of the work of civil servants for the past reporting period are presented. The article presents the data of a global study on the public administration efficiency index conducted by the World Bank. The results of an international study prove that the previous experience of the transformation of the civil service has yielded positive results. However, Kazakhstan will need at least three decades to achieve its goals and objectives. {"title":"E-GOVERNANCE DEVELOPMENT AS A LEGITIMATION STRATEGY: A CONTENT ANALYSIS","authors":"Asem Kalkamanova","doi":"10.52536/2415-8216.2021-4.03","DOIUrl":"https://doi.org/10.52536/2415-8216.2021-4.03","url":null,"abstract":"This paper demonstrates that high level of e-governance in authoritarian regimes is a way to legitimate the rulers. On the other hand, one of the important functions of e-governance is the provision of official information to the public and mass media. Using the cases of two states Kazakhstan and Russia, I show how legitimation claims are conveyed through the official governmental websites. This paper uses content analysis to assess what legitimation strategies are used by Kazakhstan and Russia. The findings confirm earlier researchers’ claims that all types of authoritarian regimes strive to demonstrate high sectoral performance. Stressing high economic development, praising the achievements for each ministry has become the way to demonstrate their legitimacy. In addition, both countries almost equally underscore their international engagement. Nationalism ideals are more specific to Russian government than to Kazakhstani. To reveal the general trends of such transformation, the author bases her thesis on the analysis of post-industrial theorists, and sets out the following basic guidelines for party building: unprecedented development of science and technology, influence of symbolic knowledge on the system of power distribution; increased role of information flows, diversification of information transmission forms; demassification of society and its network organisation; destruction of former identities, erosion of classes and social groups; deconstruction of ideologies, their transformation into applied political technologies; shift of political activity to Internet platforms and media space. People not only get accurate information from the media about important state issues, but they also determine the level of importance of a particular topic based on how much attention is given to that topic in the broadcasting process. The article summarized the idea of the impact of published media information on public life, including the formation of public opinion on any issue, using the method of comparative analysis. Traditional print media emphasize the importance of topics in daily issues with capital letters, while television news conveys the significance of an event through the opening story, length, and attention to detail in the newscast, while new media prioritize online features with the advantage of direct communication. These signs, which are always in use, effectively convey the importance of each topic.
