To verify whether those recommendations have been applied appropriately to the recent development of mobile web pages, the first pages of 775 online news mobile sites were captured and analyzed in terms of the relationship between the words of the content and various design aspects of the sites. The dependent variable is the number of content words displayed on the first page and the independent variables are the different aspects of the mobile web pages' interface design.Findings – Multiple practices of wasting space were identified such as too large advertisement areas and navigation only first pages. Online interviews were conducted with ICT Directors in colleges of the University of Malawi and Mzuzu University. The ICT Directors provided information on bandwidth levels and estimated costs for libraries using VSAT and fibre optics for internet connectivity. User statistics from INASP for the years 2006, 2011 and 2012 were the main sources of information.Findings – Libraries in Malawi have been affected by the fibre optic network. The fibre optic network has increased bandwidth from a maximum of 1,024 in Kbps around 2006 to between 4 and 8 Mbps per month. Bandwidth costs have been reduced from an average of $US3,000/Mbps in 2006 to around US$1,700/Mbps per month in 2012. In this second part, the aim is to investigate the second two aspects: project products and deliverables and assumptions and constraints that will affect the project.Design/methodology/approach – The methodology of this article is based on a review of the literature as well as best practice in the field.Findings – Project products and deliverables must be accurately defined and described to ensure a successful project plan. However, the interview method and general observations were also used, whenever required, to supplement the data and make the information more explicit. The data collection tool was a web questionnaire, which was created with the help of software provided by surveymonkey.com. The questionnaire was e‐mailed to the entire population i.e. all IRs identified in India.Findings – It was observed that 79 per cent of the institutions had used the DSpace IR software package. The respondents considered end‐user interface to be the top‐ranking IR‐system feature. It was found that all IRs supported text (HTML, Postscript, PDF, Spreadsheet etc) file formats. Half of the respondents marked bitstream copying as a long‐term preservation strategy.
