One of which is through increased innovation. In doing so, it should be integrated within a system to ensure its implementation and sustainability, with actors, institutions, interaction relationships and productive processes that influence the direction of development, speed and diffusion of innovation. Its implementation in the regions is known as the regional innovation system, which is an integral part of the national innovation system. This paper aims to describe the implementation of the innovation system in terms of regulation, implementation, monitoring and evaluation. The method used is desk study, by analyzing secondary data descriptively according to related topics. Based on the literature review, it is known that the implementation of innovation in Indonesia runs within a national innovation system. The implementation of innovation in the central and local governments is based on the law and regulations underlying the innovation system in Indonesia. Programs and activities are carried out to support the implementation of innovation, such as the implementation and strengthening of the Regional Innovation System (SIDa), the construction of a Science Techno-Park, and the assessment of the regional innovation index. The preparation of the SIDa Roadmap was carried out as one of the strengthening steps to create a conducive innovation system. One form of monitoring and evaluation carried out by the central government on implementing innovation is through the measurement of the regional innovation index, where awards and guidance are given to regions based on their innovation predicate. Local governments need to prepare an innovation database as a strategic step in developing innovation, intellectual property and information, as well as encouraging the growth and development of a culture of innovation through education, training, appreciation, and innovation campaigns. \u0000Abstrak \u0000Pemerintah Indonesia melakukan berbagai upaya untuk mendorong peningkatan daya saing global. Salah satunya melalui inovasi. Untuk menjamin pelaksanaan dan keberlangsungan inovasi, maka inovasi dijalankan dalam suatu sistem, dimana di dalamnya terdapat pelaku, kelembagaan, hubungan interaksi dan proses produktif yang mempengaruhi arah perkembangan, kecepatan dan difusi dari suatu inovasi. Pelaksanaannya di daerah dikenal dengan istilah sistem inovasi daerah, merupakan bagian integral dari sistem inovasi nasional. This value increased from 63.33% to 9.8% in 2018. This situation represents that the Indonesian people are vulnerable to psychological or mental-emotional disorders. The existence of the COVID-19 pandemic has resulted in the disruption of the entire system of work mechanisms and social interactions. One of the groups of workers who are at risk of experiencing work stress is the State Civil Apparatus (ASN) at the Leadership Administration Bureau (BAP) of Banten Province. This study aims to measure the level of work stress of ASN in the Bureau for Executive Administration (BAP) of Banten Province. This study aims to measure the work stress scale of ASN in BAP. However, in its implementation, home isolation is considered ineffective and even increases the transmission of the COVID-19 outbreak. This study aims to determine the implementation of home isolation of confirmed COVID-19 patients in Pekanbaru City. This study used a mixed-method with a sequential explanatory type, namely conducting quantitative research first, followed by qualitative research to explain the results obtained from quantitative research. The study found that home isolation was not optimal because it was a risk of family member transmission, limited monitoring, and weak financial support. This study recommends the need for financial and material support for self-isolated patients from the government, strengthening coordination between stakeholders related to COVID-19, improving data and information quality, and using monitoring based applications. \u0000Abstrak \u0000Isolasi mandiri (isoman) di rumah merupakan alternatif terakhir upaya penanggulangan wabah COVID-19 jika kapasitas pusat layanan kesehatan dan fasilitas isoman yang tersedia terbatas. Namun, dalam pelaksanaannya isoman dinilai tidak efektif bahkan meningkatkan penularan wabah COVID-19. Penelitian ini bertujuan untuk mengetahui pelaksanaan isoman di rumah pasien terkonfirmasi COVID-19 di Kota Pekanbaru. Penelitian ini menggunakan metode campuran dengan jenis eksplanatoris sekuensial. Metode kuantitatif survey online yang didukung oleh data kualitatif menggunakan studi dokumentasi, wawancara mendalam, dan observasi. Hasil analisis data kuantitatif dalam bentuk tabel atau grafik didukung dengan analisis kualitatif dalam bentuk narasi dan dokumentasi. Hasil penelitian menemukan bahwa pelaksanaan isoman di rumah masih belum optimal dilakukan karena rentan dengan risiko penularan anggota keluarga, terbatasnya pemantauan petugas baik terhadap kondisi kesehatan pasien maupun kepatuhan pasien isoman serta lemahnya dukungan finansial bagi pasien isoman. This circumstance is a result of the natural resources contained by the two maritime entities. However, those strategic roles could not be empowered optimally yet, both in terms of socio-economic and security-defense aspects. Whereas, the optimal empowered areas have significance to strengthen the national sovereignty. This research aims to analyze the problems and present the solutions in developing the coastal areas and the front islands to enforce national sovereignty. This research uses a literature review approach. Desk research and annotated bibliography are used as the data collection and analysis methods. The result of this research is that it is important to conduct effective regional development mechanisms based on regional security and management approaches. Effective regional security could be done by involving the community in the state defense system through a reserve component scheme, while effective regional management could be done by enhancing the roles of the three main stakeholders, who are the government, society, and other interest groups (private sector, NGOs, local governments). The conclusion of this research is in terms of enforcing the national sovereignty, the development of the coastal areas and the front islands has to be done comprehensively by combining security and prosperity approaches, which are implemented through effective regional security and management mechanisms. \u0000Abstrak \u0000Wilayah pesisir dan pulau-pulau terdepan memiliki nilai strategis bagi Indonesia sebagai sebuah negara maritim. Hal ini tidak terlepas dari kekayaan sumber daya alam yang dimiliki oleh kedua entitas maritim tersebut. Namun demikian, nilai strategis tersebut belum dimanfaatkan secara optimal karena wilayah pesisir dan pulau-pulau terdepan belum diberdayakan, baik dalam konteks sosial-perekonomian maupun pertahanan-keamanan. Padahal, secara umum wilayah pesisir dan pulau-pulau terdepan yang diberdayakan secara optimal akan memiliki signifikansi penting dalam menopang kedaulatan nasional. Penelitian ini bertujuan untuk menganalisis permasalahan dan merumuskan solusi terkait pola pembinaan wilayah pesisir dan pulau-pulau terdepan dalam mendukung tegaknya kedaulatan nasional melalui pendekatan tinjauan pustaka. Pengumpulan data dilakukan melalui metode desk research. Analisis data dilakukan dengan metode annotated bibliography. Nutritional problems if not addressed will cause the Indonesian nation can experience a lost generation. The occurrence of malnutrition can be prevented if the root cause of the problem in the community concerned can be known, so that overcoming the problem of nutrition can be done more fundamentally through handling the root of the problem. The purpose of this study is to identify the causes of malnutrition, identify the implementation of efforts to overcome malnutrition, and formulate strategies to overcome malnutrition in South Kalimantan. This research is a descriptive study with a combination method combining qualitative and quantitative approaches. The results showed the number of malnutrition in South Kalimantan that was found in 2018 to September was 95 cases. Cases of malnutrition were found mostly with non-clinical symptoms. Most cases of malnutrition found with clinical symptoms are marasmus. Most of the cases in 2018 were caused by poverty + poor parenting + lack of sanitation. Efforts to combat malnutrition in South Kalimantan are not only carried out by the health department but also supported by cross-sectors which are included in sensitive interventions, including social services through PKH programs and non-cash direct assistance (literature, basic food distribution, business capital assistance, home rehabilitation) not living) and also the food security department through KRPL and CPP programs, and others. However, coordination between related agencies in managing malnutrition problems, especially at the district / city level, is still not optimal. Kabupaten Ogan Ilir merupakan sentra penghasil songket yang sudah terbentuk cukup lama dan sentra pengrajin songket terbesar di Provinsi Sumatera Selatan. Penelitian ini bertujuan untuk mengetahui strategi pemberdayaan ekonomi pengrajin songket khas Kabupaten Ogan Ilir oleh Dinas Perindustrian, Perdagangan, Koperasi dan UMKM Kabupaten Ogan Ilir Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Subjek penelitian yaitu pengrajin songket, penjual songket dan aparatur di Dinas Perindustrian, Perdagangan, Koperasi dan UMKM. Adapun teknik analisis data yang digunakan adalah teknik analisis kualitatif dan analisis SWOT. Dimana analisis kualitatif menggunakan teknik pengumpulan data triangulasi sedangkan analisis SWOT digunakan untuk mengukur kondisi internal, berupa kekuatan dan kelemahan yang dibuat dalam matriks IFE dan kondisi eksternal berupa peluang dan ancaman yang dibuat dalam matriks EFE. Hasil penelitian ini menunjukkan bahwa strategi pemberdayaan ekonomi pengrajin songket khas Kabupaten Ogan Ilir oleh Dinas Perindustrian, Perdagangan, Koperasi dan UMKM Kabupaten Ogan Ilir yang dapat digunakan yaitu strategi intensif dengan penetrasi pasar, pengembangan pasar, pengembangan produk atau melakukan integrasi dengan berbagai peluang yang ada. The Makassar-Parepare railway is the first PPP project handled by the Ministry of Transportation as the PJPK. This paper aims to evaluate the preparation stage of the Makassar-Parepare project. The research method used is descriptive qualitative. Primary data was collected through interviews. The data obtained were analyzed using the ATLAS.ti application. The results of the study indicate that the PPP preparation of the Makassar-Parepare project has generally been well carried out based on regulations. However, there are some obstacles in the preparation process, such as schedule delays due to land acquisition and the lack of understanding of the person in charge of the cooperation program because of unpreparedness of human resources. Thus, good organizational coordination is needed in the preparation process of the PPP project. \u0000Abstrak \u0000Kerjasama Pemerintah dengan Badan Usaha (KPBU) merupakan suatu sistem pembiayaan proyek infrastruktur yang dikembangkan dalam rangka mengatasi keterbatasan anggaran pembangunan. Salah satu proyek strategis nasional yang menggunakan skema KPBU saat ini yaitu proyek KPBU Kereta Api (KA) Makassar-Parepare. Tulisan ini bertujuan untuk mengevaluasi tahap penyiapan proyek KPBU KA Makassar-Parepare. Metode penelitian yang digunakan adalah kualitatif deskriptif. Data primer dikumpulkan melalui proses wawancara, sedangkan data sekunder dikumpulkan melalui studi pustaka dan peraturan yang relevan dengan objek penelitian. Data yang diperoleh dianalisis dengan menggunakan aplikasi ATLAS.ti. Hasil penelitian menunjukkan bahwa penyiapan proyek KPBU KA Makassar-Parepare pada umumnya telah dilaksanakan sesuai dengan peraturan yang ada. Meski demikian, terdapat kendala dalam proses penyiapan seperti pada proses penetapan trase jalur kereta api yang mengalami kemunduran jadwal karena permasalahan pembebasan lahan, dan minimnya pemahaman penanggungjawab program kerjasama (PJPK) terhadap konsep KPBU. E-learning must be implemented by all educational units without exception. This study aims to analyze the obstacles that occur during the implementation of e-learning. The type of research is descriptive qualitative. The primary data were collected directly from main sources through interviews with 4 Digital Immigrant Teachers at Pondok Ranggon 01 Pagi Elementary School, Cipayung District, DKI Jakarta. The results indicated that the Digital Immigrant Teachers at Pondok Ranggon 01 Pagi Elementary School were quite capable of doing the e-learning technology. However, when using E-learning platforms, some elements might be considered as obstacles in e-learning such as limited internet access and lack of proficiency in operating e-learning applications. Recommendations from this study on the implementation of e-learning increase literacy in the use of communication technology as part of the communication strategy for implementing government policies. \u0000Abstrak \u0000Kementerian Pendidikan dan Kebudayaan mengeluarkan kebijakan untuk menjalankan proses Pembelajaran Jarak Jauh (PJJ) yang harus diikuti seluruh guru dan murid di Indonesia tanpa terkecuali dalam rangka penanganan pandemi Covid-19. Penelitian ini bertujuan untuk menganalisis hambatan yang terjadi pada saat pelaksanaan PJJ. Penelitian ini dilakukan dengan pendekatan kualitatif. Data primer diambil melalui depth-interview kepada 4 orang guru digital immigrant di SD Pondok Ranggon 01 Pagi Kecamatan Cipayung DKI Jakarta. Hasil penelitian menunjukan guru digital immigrant di SD Pondok Ranggon 01 Pagi berhasil menerapkan dan beradaptasi dengan teknologi meskipun dibutuhkan literasi yang dilakukan secara berkesinambungan oleh pihak sekolah. Berbagai hambatan yang terjadi yaitu buruknya sinyal internet, keterbatasan kuota, serta kesulitan untuk menggunakan aplikasi yang disiapkan oleh pemerintah. Mojomolang Village, as one of the developing villages based on the Building Village Index (BVI), does not yet have a local economy to develop. This study aims to analyze local economic development in Mojomolang Village. This research is qualitative with a case study approach. The data were collected through interviews and observations. Aspects of local economic development used as research parameters are locality, economic base, job opportunities, community resources, knowledge, and communication. The results of the study indicate that local economic development has not been well implemented in Mojomalang Village. The local potential has not been used optimally; local economy-based jobs are not yet available for village communities; the knowledge of human resources is still low, seen from the lack of utilization of innovation and technology. Based on this, the village government needs to develop local potential based on the economic sector of the majority of the community and take advantage of BUMDes to move the village community's economy. \u0000Abstrak \u0000Pembangunan desa menjadi ujung tombak setelah adanya Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Indeks Desa Membangun (IDM) yang mengadopsi pendekatan pembangunan berkelanjutan mengharuskan adanya pemanfaatan sumber daya ekonomi lokal dalam rangka pembangunan desa yang inklusif. Desa Mojomolang, sebagai salah satu desa berstatus membangun berdasarkan IDM, belum memiliki pengembangan ekonomi lokal. Penelitian ini bertujuan untuk menganalisis pengembangan ekonomi lokal di Desa Mojomolang. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Pengambilan data dilakukan melalui wawancara dan observasi. Aspek pengembangan ekonomi lokal yang digunakan sebagai fokus penelitian adalah lokalitas, basis ekonomi, kesempatan kerja, sumberdaya komunitas, pengetahuan, dan komunikasi. Hasil penelitian menunjukkan bahwa pengembangan ekonomi lokal di Desa Mojomalang masih belum terlaksana. Lokalitas dan basis ekonomi sesuai potensi lokal masih belum tergarap dengan baik; kesempatan dan lapangan kerja dari ekonomi lokal belum tersedia untuk masyarakat desa; aspek pengetahuan yang dimiliki SDM masih minim dilihat dari kurangnya pemanfaatan inovasi dan teknologi. {"title":"Pengaruh Keberadaan Minimarket Waralaba terhadap Warung Tradisional di Kalimantan Selatan","authors":"L. The warungs were usually located in the middle of the neighborhood. Several previous studies indicate that the number and income of warungs have continued to decline since the entry of modern retails in South Kalimantan. The objectives of this study were to analyze the impact of modern retails towards warungs and analyze the implementation of the modern retail regulations in South Kalimantan. The method used is mixed methods with qualitative and quantitative approaches. The study findings suggest that modern retailers have tendencies to cause a decline in income to the point of bankruptcy of warungs. Some regulations specifically regulate the existence of franchised minimarkets but do not regulate the warungs specifically. Therefore, there is an urgency to review permits regulations and rules of modern retail locations, local government intervention to improve competitiveness, and facilitation of capital assistance. \u0000Abstrak \u0000Warung tradisional merupakan pilihan tempat berbelanja selain di pasar tradisional bagi penduduk setempat. Beberapa penelitian sebelumnya menyebutkan bahwa omzet warung tradisional menurun sejak kemunculan minimarket waralaba yang mulai menggeser posisi warung tradisional di Kalimantan Selatan. Penelitian ini bertujuan menganalisis pengaruh yang ditimbulkan oleh minimarket waralaba terhadap warung tradisional, serta menganalisis regulasi dan implementasi tentang penataan minimarket warlaba di Kalimantan Selatan. Metode yang digunakan yaitu mix methods dengan pendekatan kualitatif dan kuantitatif. Hasil penelitian menunjukkan bahwa keberadaan minimarket waralaba berpotensi menimbulkan pengaruh negatif, yaitu penurunan omzet hingga penutupan usaha. Terdapat regulasi yang khusus mengatur keberadaan minimarket waralaba, akan tetapi tidak mengatur tentang keberadaannya terhadap warung tradisional.
