This market sells a variety of handicrafts made from purun and rattan which are produced by local craftsmen. To improve the economy of the community and the region, the Amuntai Craft Market needs to be developed optimally so that it can become a tourist destination. This paper aims to analyze the potential for developing the Amuntai Craft Market as a tourist destination in terms of its strengths, weaknesses, opportunities, and external challenges. This paper is a descriptive exploratory. Primary data were collected through field observations, interviews with local government in charge of market affairs, and interviews with artisans. Secondary data obtained through interviews with relevant parties and literature relevant to the topic of writing. Data were analyzed using the SWOT method, which was then reduced to a recommendation for a strategic step for market development. The analysis shows that the Amuntai Craft Market has great potential to be developed as one of the tourist destinations because it has the uniqueness of handicraft products, and the products are well-liked for the design of goods and affordable prices, and the availability of human resources that have been hereditary producing handicraft products. The weaknesses of the Amuntai Craft Market are that they do not have permanent buildings, market time is very limited so that it is difficult to access by visitors outside the regency, there is no standard of quality and price of the product, and there is a lack of management from the local government. Recommendations for market development are the promotion of market presence, enhancing the competitiveness of handicraft products through training and coaching, market relocation to be accessible to visitors outside the region every day. \u0000Keywords: Amuntai Craft Market, Tourism, SWOT \u0000ABSTRAK \u0000Pasar Kerajinan Amuntai merupakan pasar yang memiliki keunikan dan berpotensi sebagai destinasi wisata. Pasar ini khusus menjual berbagai barang kerajinan yang diproduksi oleh para pengrajin lokal. Tulisan ini bertujuan untuk menganalisis potensi pengembangan Pasar Kerajinan Amuntai sebagai destinasi wisata. Tulisan ini bersifat deskriptif eksploratif. Data primer diambil melalui observasi lapangan dan wawancara. Data dianalisis menggunakan metode SWOT, yang kemudian diturunkan menjadi rekomendasi langkah strategis pengembangan pasar. Hasil analisis menunjukkan bahwa kekuatan Pasar Kerajinan Amuntai terletak pada kekhususan menjual produk kerajinan, desain barang selalu ada pembaruan, harga terjangkau, dan ketersediaan SDM yang telah turun temurun memproduksi barang kerajinan.  Adapun kelemahannya adalah tidak memiliki bangunan permanen, waktu operasional pasar sangat terbatas sehingga sulit diakses oleh pengunjung dari luar daerah, serta belum memiliki standar kualitas dan standar harga. Indonesia as a developing country is also trying to develop science. However, not all Indonesians have access to formal education and other sources of knowledge. The development of science led a nation that had the ability to create and shape advanced civilizations. This paper is based on a literature study and official government data related to education access. Social justice towards science will be achieved by creating a balance in access to knowledge and the availability of sources of knowledge. The decreasing level of illiteracy indicates that the community has received a proper education. As of March 2019, the coverage of birth certificate ownership in Banten province only reached 78.24%, which is below the national average of 88.66%. This study aims to find out the problem of the low coverage of birth certificate ownership in the Banten Province, specifically in the City of Serang and Serang District. This research uses quantitative and qualitative methods, conducted from April to June 2019. The results showed the factors causing the low ownership of birth certificates in Serang City were the lack of public awareness in urban areas to have a birth certificate and the non-optimal presence of SMARTDUKCAPIL as an online-based population administration service application. Whereas in Serang District, the distance of the sub-district to the district capital and lack of presence of the Disdukcapil UPT in each district were the main factors. The strategy that can be implemented are developing human resources, optimizing and developing facilities and infrastructure, increasing cooperation networks, and increasing public awareness \u0000ABSTRAK \u0000Peran Pemerintah Daerah sangat dibutuhkan dalam peningkatan pelayanan dan peningkatan kesadaran keluarga untuk peningkatan pemenuhan cakupan kepemilikan akta kelahiran. Gambaran masih rendahnya cakupan kepemilikan akta kelahiran terjadi di wilayah provinsi Banten. Sampai dengan bulan Maret 2019, cakupan kepemilikan Akta Kelahiran di wilayah Provinsi Banten baru mencapai 78,24% jauh di bawah rata-rata nasional yang mencapai 88,66%. Penelitian ini bersifat deskriptif dengan pendekatan kuantitatif dan kualitatif (mix methode), dilaksanakan pada bulan April sampai dengan Juni 2019. Pengumpulan data dan informasi dilakukan melalui wawancara mendalam (indepth-interview) dengan informan yang berasal dari Pemerintah Provinsi Banten serta Pemerintah Kabupaten Serang dan Kota Serang. Selain itu dilakukan studi literatur dan telaahan dokumen yang relevan dengan permasalahan penelitian. Hasil penelitian menunjukan sampai dengan bulan mei 2019 cakupan kepemilikan akta kelahiran usia 0 – 18 tahun di wilayah Kabupaten Serang baru mencapai 69,88%. Kecamatan Cinangka dan Tanara merupakan daerah di Kabupaten Serang yang cakupan kepemilikan akta kelahiran usia 0 – 18 tahun paling kecil. Sampai dengan bulan mei 2019, cakupan kepemilikan akta kelahiran di wilayah ini baru mencapai 54,01% dan 55,69%. Cakupan akta kelahiran penduduk usia 0- 18 di wilayah Kota Serang baru mencapai 80,44%.  Kecamatan Serang merupakan wilayah dengan cakupan kepemilikan akta kelahiran usia 0 – 18 paling kecil diantara wilayah lainnya (hanya 76,56%). Jarak bukan merupakan faktor penghambat kepemilikan akta kelahiran di Kota Serang. This study investigated the Indonesian government's public relations efforts in professionalizing the field. Since 2015, under the recent presidency of Joko Widodo, there is enthusiasm toward a new government initiative called Government Public Relations (GPR) which signals professional competencies. How this GPR initiative relates to the professionalization of public relations underpins this study. In doing so, it applied two qualitative approaches: first, a constructive approach to the structure of professionalization by reviewing six government policies related to the practice and profession of public relations; second, an interpretive approach to the perceptions and reflections of those government policies by in-depth interviewing ten practitioners from both central and regional government agencies. In Indonesia, the findings showed that licensing is at the forefront of the professionalization of public relations mainly through education, training, expertise, skills, ethical codes, and professional association. The emergence of ICT urged the enhancement of public relations professional roles in creating good governance, including the openness of public information and public involvement. Although these concepts are partially understood by practitioners due to decentralization and early phase implementation, Indonesian government public relations is ‘on the move to becoming professionals.’ Based on these findings, this study showed that the professionalization of government public relations, including the creation of good governance, is a mutual relationship working in a cycle process in the provision of a democratic political system. To implement this process, it is important to consider public sector characteristics in the creation of government policies to make it fully understandable, achievable, and sustainable. \u0000Keywords: Professionalism, Public Relations, Indonesian Government \u0000ABSTRAK \u0000Hubungan Masyarakat (Humas) sebagai salah satu kelompok okupasi sulit mendapatkan pengakuan di masyarakat, sehingga perlu meningkatkan profesionalitas. Sejak tahun 2015, dibawah pemerintahan Joko Widodo, ada antusiasme terhadap program pemerintah bernama Government Public Relations (GPR) yang mensyaratkan kompetensi profesi humas. Bagaimana GPR mempengaruhi peningkatan profesionalitas humas pemerintah melatarbelakangi studi ini. The law changes the paradigm that makes persons with disabilities as dignified humans who have the same rights as other citizens, including the right to decent work. Affirmation policies have been given to persons with disabilities, but in practice, there are still people with disabilities who feel discriminated against. This condition needs to be evaluated. The purpose of this study is to describe the implementation of civil servant recruitment for persons with disabilities and its compliance with existing policies and also to formulate a policy strategy for the next recruitment. The implementation of civil servant recruitment in 2018 is generally carried out well, except that there are problems with the recruitment of CPNS for persons with disabilities that are not fully in accordance with the policy of respecting, protecting, and fulfilling the rights of persons with disabilities. There are several strategies for implementing civil servant recruitment for persons with disabilities, there are: 1) Conducting equal perceptions between central government, regional government, and other related parties, 2) Building positive concepts for persons with disabilities, 3) Providing greater opportunities for persons with disabilities to become civil servant, 4) Arrange the formation of persons with disabilities based on regional needs and persons with disabilities, 5) Conduct planning of implementation of civil servant recruitment for persons with disabilities by involving the community of persons with disabilities and related parties, 6) Optimizing services for persons with disabilities.  \u0000Keywords: Evaluation, Civil Servant Recruitment, People with Disabilities \u0000ABSTRAK \u0000Pelaksanaan penerimaan CPNS bagi penyandang disabilitas oleh Pemerintah Provinsi Kalimantan Selatan merupakan salah satu perwujudan dari Undang-Undang Nomor 8 Tahun 2016 tentang Penyandang Disabilitas. Undang-Undang tersebut merubah paradigma yang menjadikan penyandang disabilitas sebagai manusia yang bermartabat yang memiliki hak yang sama dengan warga negara lainnya, salah satunya hak mendapatkan pekerjaan yang layak. Kebijakan afirmasi telah diberikan kepada penyandang disabilitas, tetapi dalam pelaksanaannya masih ada penyandang disabilitas yang merasakan diskriminasi. They tend to carry out and make programs or policies with top-down development, but the compatibility between what is needed by the people and what is done by the government is often different. Therefore, a more bottom-up approach must be present in the policy making process that is within the body of government. One of the goals of writing this article is the desire to strengthen the role of the community in the policy-making process that is considered important. The writing of this article uses the use of normative writing models. So that it uses a conceptual approach to explain to readers the importance of the concept of participatory leadership in development policy. Participatory leadership is leadership that bases its policy makers on a mature process of deliberation (deliberation process) by involving the public, so that development policies that are born can answer the needs and improve the socio-economic capabilities of the public. The concept of participatory leadership can be applied to every public official in the central to regional government environment, the government's goal to carry out comprehensive bureaucratic reform can be achieved. Also, the community will be far more independent and strong. The independence and strength of the community, in addition to being used to participate in the planning process, are also very much needed as an external party in monitoring and evaluating development policies. \u0000Keywords: Participation, Development Policy, Participatory Leadership \u0000Abstrak \u0000Kebutuhan rakyat seringkali dianggap hal yang sepele oleh birokrat yang duduk didalam pemerintahan sebuah negara. Mereka memiliki kecenderungan melakukan dan membuat program atau kebijakan dengan pembangunan yang bersifat top-down, namun kesesuaian antara apa yang dibutuhkan rakyat dengan yang dikerjakan oleh pemerintah sering kali berbeda. Maka dari itu, pendekatan yang lebih bottom-up harus hadir didalam proses pembuatan kebijakan yang ada didalam tubuh pemerintah. Salah satu tujuan penulisan artikel ini adalah keinginan untuk memperkuat peran masyarakat dalam proses pembuat kebijakan yang dinilai penting. Penulisan artikel ini menggunakan penggunaan model penulisan normatif. Sehingga didalamnya menggunakan pendekatan konseptual untuk menjelaskan kepada pembaca pentingan konsep kepemimpinan partisipatif dalam kebijakan pembangunan. In order to address it, The Government had enacted various hierarchical policy be it, national- local. The result was far from optimal since Plastics still placed to be the second-largest waste with high possibility unprocessed in the landfill. The current condition of the landfill was vastly open dump instead of processed management. Ministry of Home Affairs as the pivot of the national government in the regions needs to learn and supervise waste management policies by the locals. This research aimed to elaborate on the dynamics, problems, and implications of waste management policy in regions. Based on qualitative method with descriptive approach. this research found that local plastic management within the regions quiets unproductive since several multilevel policies yet to be synergized. Government, be it national or locals, indicated improvement in waste management policy at the regions. In line with that, The National Government advised taking actions as the following; inter-ministerial coordination; research and technology integration; optimizing technical coordination forum between the ministry of home affairs and other executive organs; coordinate with rural ministry to open an alternative for waste improvement by the village allocation fund; tipping fee acceleration policy for the local government; PKK instruction to embrace society-based policy of waste reduction. \u0000Abstrak \u0000Penggunaan plastik dalam kehidupan manusia menjadi persoalan yang harus diselesaikan dengan tepat. Studi internasional berjudul “Plastic Waste Associated with Disease on Coral Reefs” menyebutkan bahwa Indonesia termasuk negara yang diproyeksikan paling banyak menebarkan sampah plastik ke laut dalam kurun waktu 2010-2025. Untuk menangani hal ini, pemerintah telah menetapkan berbagai kebijakan hirarkis pusat-daerah. Sejauh ini, hasil dari kebijakan yang ada masih kurang optimal karena plastik di Indonesia masih menjadi jenis sampah terbanyak kedua yang tertimbun di TPA tanpa diproses. Saat ini kondisi TPA di Indonesia masih mengedepankan aktivitas timbun (dumping) bukan aktivitas mengolah. Kementerian Dalam Negeri sebagai poros pemerintah pusat di daerah, dipandang perlu untuk mengkaji dan membina kebijakan pengelolaan sampah di pemerintahan daerah. The city of Banjarmasin is known as a city of trade and services in South Kalimantan, establishing river tourism as one of its leading sectors to support the economy. This study aims to formulate strategies for developing floating market tourism at the City of Banjarmasin. The development of the Floating Market tourism as a main component of the regional innovation system aims to revive the Floating Market with a modern tourism approach based on innovation and cultural reengineering. This research uses qualitative research with an explorative descriptive approach and analyzed using the SWOT method. The development of river-based tourism with the Floating Market as its main icon will have a major impact on their economy if it is managed and developed seriously and comprehensively. Penelitian ini bertujuan untuk merumuskan strategi pengembangan pariwisata Pasar Terapung di Kota Banjarmasin. Pengembangan pariwisata Pasar Terapung merupakan komponen utama Sistim Inovasi Daerah (SIDa) Kota Banjarmasin yang bertujuan untuk menghidupkan kembali geliat Pasar Terapung dengan pendekatan pariwisata modern berbasis inovasi dan rekayasa budaya. Penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif eksploratif dan dianalisis menggunakan metode SWOT. Pengembangan pariwisata berbasis sungai dengan Pasar Terapung sebagai icon utama daerah akan memberikan dampak yang besar bagi Kota Banjarmasin apabila dikelola dan dikembangkan secara serius dan komprehensif. This increase has a direct impact on fuel consumption and exhaust emissions released. The purpose of this research is to calculate the exhaust emissions of motor vehicles and develop strategies to reduce exhaust emissions. The approach used in this research is a quantitative descriptive approach. The data used in the form of secondary data obtained from the Central Statistics Agency and the Department of Transportation of the City of Padang. The strategy is based on the Climate Change Sectoral Roadmap (ICCSR) with 3 (three) main strategies namely Avoid, Shift, Improve. The results showed the emission emission of motor vehicles 3,450.49 Ton CO2 Eq. To reduce exhaust emissions, the strategies that must be carried out include the Development of Satellite Cities, Transportation Development, Mass / Trans Padang, and Rejuvenation of Public Transportation. \u0000Keyword: Motorized Vehicles, Fuel Gas Emissions, Padang City \u0000  \u0000Abstrak \u0000Jumlah kendaraan bermotor di Kota Padang meningkat 6,8% setiap tahun dalam kurun 4 tahun terakhir. Tujuan penelitian ini menghitung emisi gas buang kendaraan bermotor dan menyusun strategi penurunan emisi gas buang. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan deskriptif kuantitatif. Data yang digunakan berupa data sekunder yang didapatkan dari Badan Pusat Statistik dan Dinas Perhubungan Kota Padang. Strategi disusun berdasarkan Climate Change Sectoral Roadmap (ICCSR) dengan 3 (tiga) strategi utama yakni Avoid (hindari), Shift (alihkan), Improve (tingkatkan). Hasil penelitian menunjukkan emisi gas buang kendaraan bermotor 3,450.49 Ton CO2 Eq. Hairani, Deni Fakhrizal","doi":"10.47441/jkp.v15i1.57","DOIUrl":"https://doi.org/10.47441/jkp.v15i1.57","url":null,"abstract":"Stunting is a condition of failure to thrive in infants due to chronic malnutrition so that the child is considered too short for his age, and it causes the level of intelligence not optimal, more susceptible to disease, and reduce productivity. Based on data from the Department of Health, stunting cases in the Tanah Bumbu regency are  4% out of 19,823 infants and toddlers who visit posyandu. This study uses a cross-sectional design, and data sources obtained from the Health Office, which includes re-measuring infants, interviews with toddler parents and environmental observations. Data were analyzed using descriptive methods through SPSS program. Based on remeasurements of stunting, there were 36 children considered normal, this was all due because of an errors in recording the date of birth and errors in length/height measurements. Risk factors that trigger stunting based on the observation were the level of education and occupation of parents, the age of the mother at marriage, sex, consumption of blood-added tablets during pregnancy, birth weight and length, exclusive breastfeeding, economic status, parental height and history of infectious diseases. Measurement errors in infants cause stunting rates in Tanah Bumbu District to be higher than they should be. Thus, to overcome this problem, it can be done by training posyandu cadres and using standard anthropometric tools. \u0000Keywords: Stunting, Risk Factor, Toddler Measurement  \u0000Abstrak \u0000Stunting adalah kondisi gagal tumbuh pada balita akibat kekurangan gizi kronis sehingga anak terlalu pendek untuk usianya, menyebabkan tingkat kecerdasan tidak maksimal, lebih rentan penyakit dan menurunkan produktivitas. Berdasarkan data di dinas kesehatan kasus stunting di Kabupaten Tanah Bumbu sebesar 4% dari 19.823 bayi dan balita yang datang ke posyandu. Penelitian ini menggunakan desain cross sectional, sumber data di dapat dari dinas kesehatan, pengukuran ulang balita, wawancara kepada orang tua balita dan pengamatan lingkungan. Data yang didapat kemudian dilakukan analisis menggunakan program SPSS. Berdasarkan pengukuran ulang pada balita terduga stunting ditemukan 36 balita dalam kondisi normal, hal ini disebabkan peningkatan tinggi badan, kesalahan pencatatan tanggal lahir dan kesalahan pengukuran panjang/tinggi badan. Faktor risiko pencetus stunting, yaitu tingkat pendidikan dan pekerjaan orang tua, usia ibu saat menikah, jenis kelamin, konsumsi tablet tambah darah selama kehamilan, berat dan panjang badan lahir, pemberian ASI eksklusif, status ekonomi, tinggi badan orangtua dan riwayat penyakit infeksi.
