This process is machine learning. For the development of artificial intelligence technology and cultural prosperity, many countries have included machine learning within the scope of fair use. However, China’s copyright law currently does not legislate the fair use of machine learning works. This paper will construct a Chinese model of fair use of machine learning works through comparative analysis of the legislation of other countries. In the social undertakings of every country, child welfare policies are also extremely important. The quality of child welfare policies not only affects the growth of children, but also has a subtle impact on the future of a country. Most Western countries have conducted research and implementation on child welfare earlier than China, placing greater emphasis on child welfare. China has a large population base and a large number of newborns born each year, making child welfare policies crucial. Combining with the “20 articles of vocational education” and “1+X” certificate system pilot project, based on the existing system of secondary and higher vocational education in our college, we jointly carry out the reform of “integration of courses and certificates” with Guangdong University Of Science & Technology. According to the characteristics of the school’s majors, the vocational skill level certificate of “intelligent computing platform application development” was selected as a pilot reform, and the X certificate was fully utilized as the basic measure and standard for practitioners to measure their competence, so as to build an integrated talent training system of middle and high school, and to realize the organic connection between the curriculum systems of middle school, high school and undergraduate levels. Korea’s criminal hesitation system1 pays attention to the ethics of rules and regulations and has a strong color of subjectivism, which can better achieve the double effect of crime prevention and human rights protection. Our country should learn from the advantages of Korea, introduce the system of criminal deferral in due course, and expand the scope of application of the criminal deferral system in order to dissolve the contradictions caused by the consequences of the penalty. From the perspective of phenomenological sociology, this paper uses the method of case study to analyze the motivation of “excessive” emergency behavior in the process of local government epidemic prevention, and understand the “real cause motivation” and “purpose motivation” behind such behaviors. The research shows that the development of digital inclusive finance has a significant positive impact on innovation capability, and the positive effect is still significant under the robustness test. However, there is no intermediary effect of financing constraints in the segmented market of small and medium-sized technology-based enterprises, which is partly due to the difficulty of efficient project identification of the digital inclusive platforms with mixed advantages and disadvantages in the market. This paper empirically studies the impact of parental pension insurance on children’s marriage market, and classifies the views of young respondents on the impact of parental social insurance on children’s marriage market from their perspective and the perspective of the next generation. The discourse system of ideological and political education carries the content and expression of ideological and political education, and the degree of its improvement and the role it plays directly determine the effectiveness of curriculum ideological and political education. The research on discourse in ideological and political education in foreign language education mainly focuses on what the connotation of discourse in ideological and political education is, which elements it includes, how it operates and plays a role in teaching practice, how educators complete discourse conversion and carry out effective discourse dissemination, and so on. Through these researches, the discourse system of ideological and political education in foreign language education is established.
