摘要

数字政府旨在为政府利益相关者提供智能、敏捷的个性化公共服务。本文以SMARTGOV成熟度模型为基础,从基础信息服务、交互服务、综合服务和智能服务四个维度构建了数字政府成熟度模型。运用该模型对黑龙江省及大兴安岭地区12个地级市的数字政务建设现状进行了评价,得出结论。
